About this opportunity
The Department of State, through the U.S. Embassy in Manila, Philippines, is seeking quotations for a comprehensive hotel accommodation and conference package within BGC or Ayala Center in Makati City for the Southeast Asia Maritime Law Enforcement Initiative Commanders' Forum. The procurement includes 60 hotel rooms (30 single occupancy rooms as part of the contract and 30 additional rooms at the U.S. Embassy rate), one large conference room accommodating 75 participants, three breakout rooms for 8-10 people each, and a secretariat room, along with complete meeting services including audio-visual equipment, meals, and IT support. Offerors must be registered in the System for Award Management (SAM) database and submit their quotations electronically to ManilaPurchasing@state.gov by September 6, 2025, at 4:00 PM Philippine local time. The evaluation will be based on the lowest-priced, acceptable offer from a responsible contractor, with the government intending to award based on initial quotations without discussions, though discussions may be held if necessary. Questions regarding the solicitation must be submitted in writing by August 28, 2025, at 1:00 PM Philippine local time, and the solicitation has been amended twice with the most recent amendment on September 4, 2025, updating venue technical specifications.
This solicitation does not utilize any set-aside designation and is open to unrestricted competition. No incumbent contractors or current service providers are mentioned in the documentation. While specific award values are not disclosed, the contract will be structured as a firm fixed-price arrangement with no Value Added Tax applicable due to the U.S. Embassy's tax exemption status. The event is scheduled for November 17-20, 2025, representing a 3.5-day workshop for 65 participants, with conference rooms required from 1200-1700 on November 17 and 0700-1800 on November 18-20, and 0800-1200 on the final day. Performance will take place at a non-casino hotel facility located within either Bonifacio Global City (BGC) or Ayala Center in Makati City, Philippines, with the contractor required to provide comprehensive conference services, dining arrangements, and technical support throughout the event duration.
