About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks design, development, integration, testing, production, installation, and deployment of a Degraded Visual Environment System (DVES) for the HH-60W Jolly Green II helicopter, with sealed proposals due October 8, 2026. This is a single-award Requirements Contract with no set-aside.

Place of performance is the United States. The DVES must provide real-time hazard detection in both enroute and terminal areas, displaying threat information on cockpit and cabin displays to enable aircrew situational awareness in degraded visual environments including smoke, smog, snow, night operations, sand/dust, brownout, and whiteout conditions. The solution shall detect obstacles at threshold range of 0.75 kilometers and achieve system weight not exceeding 150 pounds, with dynamic display latency less than 100 milliseconds (threshold) or 40 milliseconds (objective).

The contract structure consists of a 24-month base period, one ordering period, and an option to activate ordering periods 2–6, establishing a total potential eight-year performance period. Base period deliverables include research and development, prototype and verification installation kits, lab/simulator kits, installation labor, familiarization training, contractor travel, and extensive technical data. Ordering periods include production kits (estimated 30 units in Ordering Period 1, declining to 24–26 units in subsequent periods) with installation labor and support. Pricing arrangements include Cost Plus Fixed Fee for RDT&E and installation labor, Firm Fixed Price for production kits, and Cost No Fee for travel.

The DVES must achieve Technical Readiness Level 8–9 and Manufacturing Readiness Level 9 at proposal submission, with airworthiness certification, DO-178 DAL-C software certification, and DO-254 hardware certification required prior to award. NAICS code is 336411 (Aircraft Manufacturing) with a 1,500-employee size standard. PSC is K015.

Proposals are evaluated using a seven-gate tradeoff methodology. Volume II (Technical) is most important and significantly outweighs Volume III (Schedule) and Volume VI (Cost/Price). Within the technical factor, Technical Readiness Level and Manufacturing Readiness Level is more important than System Integration, with both combined being slightly more important than Pilot-Vehicle Interface, which is slightly more important than Sustainment. Volume IV (Past Performance) is evaluated on an acceptable/unacceptable basis. Cost evaluation includes reasonableness, balance, and cost realism analysis for cost-type CLINs. Proposals must be submitted in six separate volumes with specified page limits (Volume I: 6 pages; Volume II: 80 pages; Volume III: 15 pages; Volume IV: 15 pages; Volume V: 10 pages; Volume VI: cost/price proposal). The contractor must establish an Earned Value Management System compliant with EIA-748 standards and conduct an Integrated Baseline Review.
