About this file
This is a Questions and Answers (Q&A) document addressing 54 clarification inquiries submitted by prospective offerors in response to a Department of Air Force solicitation for a Degraded Visual Environment System (DVES) integration effort on the HH-60W helicopter platform. The document provides authoritative responses from the Government regarding technical requirements, proposal submission procedures, evaluation criteria, and contract administration.
Key technical clarifications confirm that the DVES solution must achieve Technology Readiness Level (TRL) 8-9 and Manufacturing Readiness Level (MRL) 9 at proposal submission, include DO-178 DAL-C software certification and DO-254 hardware certification, and obtain airworthiness certification for the entire integrated system. The Government seeks a twelve-month warranty period and clarifies that while a federated system architecture is acceptable, offerors are strongly encouraged to propose full integration into the HH-60W cockpit avionics if achievable within the baseline schedule. The contract structure encompasses a base period of 24 months plus six one-year ordering periods for a total eight-year period of performance, with pricing required for A-Kit and B-Kit spare components per ordering period without individual LRU pricing. Regarding proposal format, offerors must structure technical responses within four prescribed subfactors using exact headings and numbering from Section L, with detailed cross-reference matrices mapping all requirements to specific proposal locations. The Past Performance Volume is limited to 15 pages (excluding FACTS Sheets, teaming agreements, and administrative items), with three FACTS Sheets required and one-page effort summaries per contract submission. Additional guidance addresses page limitations across six proposal volumes, treatment of continuation sheets for insufficient space, acceptable font sizes in graphics, and clarification that the 6-page Volume I limit excludes completed RFP documentation and the Cross Reference Matrix. The Government will not provide cost estimates or funding profiles; offerors must submit independent cost estimates for RDT&E, kit procurement, and production installations.

Question # Question/Comment Answer
Sec. C.d lists 4 specific topics to address for sustainment. However, there is one paragraph after #(4) that is not numbered.
Should the paragraph that starts with "Document supply, support, and logistics including …" be #5? Or is this part of #4?
See Attachment 14 Sec L, Section C.d(5), Numbering has been updated to provide clarity.
Please confirm if the Government is requesting a twenty-four (24) month warranty. Previous standard warranty was twelve (12) months.
Per PWS 4.13.12, The Government seeks twelve (12) months warranty period.
This section states: "The offeror shall send out and track the completion of the Present and Past Performance Questionnaires (RFP Attachment 6) to each of the offeror’s, joint venture members and/or critical subcontractors’ (i.e., each entity’s) Points of Contact identified in each RFP Attachment 4 (FACTS Sheet)."
Pleaes confirm that the offeror sends the PPQs to the POC for each past performance submission included in a FACTS Sheet.
Per Attachment 14 Sec L, Sec E.8, Yes the offeror is responsible for sending the Present and Past Performance Questionnaires (RFP Attachment 6) to the Point of Contact (POC) for each past performance reference included in the FACTS Sheet (RFP Attachment 4). Additionally, the offeror must track the completion of these questionnaires.
The transmittal letter template states: "The offeror shall send out – and track the -- Present/Past Performance Questionnaire to each of the offeror’s, critical subcontractors’, teaming contractors, and/or joint venture members’ Points of Contact (POCs)."
Please confirm that the offeror sends a transmittal letter and PPQ to the POC for each past performance submission included in a FACTS Sheet.
Per Attachment 7, #1, The offeror is required to send a transmittal letter and the Present/Past Performance Questionnaire (PPQ) to the designated Point of Contact (POC) for each past performance submission that is included in the FACTS Sheet.
This section states: "The Cross Reference Matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements documents (System Requirements Document (SRD), Performance-Based Work Statement (PWS), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), Section L (Proposal Requirements), and Section M (Evaluation Basis for Award)."
The Section L instructions and the provided Cross-Reference Matrix describe the content to be delivered and reviewed in the Vol. II. However, several PWS sections and SRD requirements not mapped to the Vol. II content to be reviewed.
a) Is it your intent that Vol. II address only the specific content requested for evaluation?
b) Are offerors expected to provide additional sections/subsections in our proposal outline, outside of the 4 evaluation factor areas prescribed by Section L, to address the additional requirements?
c) Or should the offeror map any requirements not listed in the Cross Reference Matrix into the 4 subfactors?
NOTE: We ask this question because Section L states "Note: To assist with streamlining the evaluation, offerors shall address only one subfactor per section in the technical proposal, avoid including subfactor discussions in multiple sections, and use the same headings, subfactor numbers, and paragraph numbers as used in this paragraph." This could be interpreted as "The Technical Volume should only have these 4 sections."
Per Attachment 14, Sec. L, Sec. B.3 Cross Reference Matrix and Attachment 5 Cross Reference Matrix
a) Yes. Offerors are to structure their proposals to directly address the specific content of the four technical subfactors as outlined.
b) No, Offerors should not provide additional sections or subsections outside of the four prescribed subfactors in Volume II. Anything submitted outside of the items listed will not be evaluated.
c) The proposal narrative itself must be contained within the structure of the four subfactors. Offerors should integrate their responses to all relevant PWS and SRD requirements within the most appropriate of the four subfactors. If there appear to be requirements that do not map directly, they should be addressed under the subfactor to which they are most logically related. Only requested information will be evaluated.
Per Section L Technical Proposal (Volume II) All required information and responses to PWS and SRD requirements must be incorporated within the four technical subfactors The critical requirement is the diligent and accurate completion of the Cross-Reference Matrix.
Note: It is the offeror's responsibility to ensure the cross-reference matrix is clear and accurate. For each requirement, the offeror shall provide a single, specific citation pointing to the exact location within the proposal where the response is located. Multiple or vague references are not acceptable, as the Government will not search for information that is not clearly and accurately mapped in the matrix.
This section states: "...use the same headings, subfactor numbers, and paragraph numbers as used in this paragraph."
Does this mean we are required to use the letters a, b, c, and d as the paragraph numbers for the four subfactors?
Attachment 14 Sec L, II.C.2, Yes. ensure proposals align with the evaluation criteria, respondents must use the exact headings and numbering system as presented in Section L for the four technical subfactors.
You are required to use "Subfactor One," "Subfactor Two," etc., as the headings for the corresponding sections in your technical proposal. The instruction is to mirror the format provided, which uses words ("One," "Two") rather than letters ("a," "b").
The information in the Gate 5 section appears to actually be for Gate 6 because it references Gate 6 but not Gate 5. May we please obtain the correct Gate 5 information? RFP Amend 02, Attachment 15 Section M, e. has been updated to reflect the correct gates within the paragraph.
This section states: "g. All offerors within Gate 4 will receive a Final Proposal Revision (FPR) Request in accordance with RFO 15.204-2(d)."
Is Gate 4 correct in the above statement? Or should it be Gate 6?
RFP Amend 02, Attachment 15 Section M, f. has been updated to reflect the correct gates within the paragraph.
Will the Government please allow offerors to use a smaller font (e.g., Times New Roman 8 or 9) in graphics, tables, and pictures?
RFP Amend 02, Attachment 14 Section L amended for Page 3, Number 1, bullet 2.
Will the Government please provide offerors the following TOs to support estimating?
These TOs require us to insert our data and understanding the expected number of change pages will help us refine the scope and level of effort for A013.
1H-60(H)W-1
1H-60(H)W-1CL-1
1H-60(H)W-1CL-2
1H-60(H)W-2 1H-60(H)W-5-1 1H-60(H)W-5-2
1H-60(H)W-6CF-1
1H-60(H)W-6CL-1
Bidders library is being set up to provide TOs to offerors. This should be available in the next couple weeks due to updates to the TOs.
The SF 33 and PWS Section 4.1.1 reference a PoP of “...One (1) base period of two (2) years with One (1) Ordering Period and One (1) Option to turn on Ordering Periods 2-6. A total period of performance of eight (8) years.” The Attachment 11 Cost Model and Attachment 23 Delivery Schedule reference one base period of two years and eighteen-month ordering periods for periods 1-4 and one-year ordering periods for 5-6 for a total PoP of 10 years.
Will you please clarify the discrepancy between the attachments and confirm which timeline is the correct PoP?
Per the SF-33, Attachment 16 PWS, Attachment 11 Cost Model, Attachment 23 Delivery Schedule. The Base and Ordering Periods are correctly stated in the SF33 and the Performance Work Statement (PWS), establishing a total contract Period of Performance of eight (8) years.
The Cost Model has been amended per RFP Amend 02.
For clarification, Base Year of 24 months and each ordering period has a duration of 12 months for the placement of orders, but the period of performance for the completion of deliveries under any given order is the PoP column varying from 12 to 24 months as referenced in the Delivery Schedule Attachment 23.
The quantities for Lab and Simulator kits identified in PWS Appendix A, Statement of Objectives (page 77) do not reconcile with the quantities specified in Attachment 11 Cost Model.
Which quantities should offerors use for proposal purposes?
The Government has updated PWS Appendix A, Table 6, to delineate the quantities of simulator kits for each ordering period. The associated cost model has been revised to reflect these updated quantities.
This section refers to Table 7 and Table 8 for electromagnetic environments. Neither of those tables have electromagnetic environments in them. Should this reference Table 9?
See RFP Amend 02, Amended SRD
This section refers to Table 9 for electromagnetic environments. Should this reference table 10?
See RFP Amend 02, Amended SRD
Sec. C.d lists 4 specific topics to address for sustainment. However, there is one paragraph after #(4) that is not numbered.
Should the paragraph that starts with "Document supply, support, and logistics including …" be #5? Or is this part of #4?
See RFP Amend 02, Attachment 14 Section L paragraph 5 added
The original RFI (Section 4.6, Schedule Information) encouraged respondents to propose alternative or accelerated schedules if feasible, stating: "Respondents are also encouraged to indicate if a more accelerated schedule is feasible. If the proposed approach can deliver sooner than the target, or cannot meet the target, provide an alternative schedule outlining achievable timelines." However, the current RFP and its attachments (including the PWS and Section L) instruct offerors to align with the Government’s baseline schedule, and do not explicitly reference or encourage the submission of alternative or accelerated timelines.
a) Will the Government please clarify whether alternative or accelerated EMD and fielding schedules are desired and will be considered favorably under this RFP?
b) If so, should offerors include both the baseline and an alternative/accelerated schedule in their proposal?
See RFP Amend 02, Section L, D.1 amended, Section M, II.A.2.c amended.
Can the Government please confirm that no Contractor Logistics Support (CLS) should be proposed for this effort?
See RFP Amend 02, See amended PWS, Paragraph 4.10.8 added.
Is the USAF interested in Qty break pricing for DVES or is the intent to propose pricing only for the QTY of A and B kits requested per ordering period? The intent is to provide pricing for the A Kit and B Kit per each ordering period as the RFP states.
Will the Government please confirm that the USAF is not requesting individual spare LRU pricing, just spare kits?
Pricing is for spare kits and not the individual LRUs.
20 Is the Government able to provide a cost estimate or funding profile for the base period and potential option periods?
The Government will not be providing cost information. Offerors are required to submit their own cost estimates to accomplish all specified requirements, including Research, Development, Test, and Evaluation (RDT&E), Kit Procurement, and Production Installations.
21 Can you confirm this effort is to be CPFF? Please refer to the solicitation each line items pricing arrangement is called out in Section B.
Regarding section 2.2.2 within the SRD, KSA #1 states a TRL 8-9 technology and KSA #2 states a MRL 9 or above. Are these readiness levels for the entire DVES system solution, or are these evaluated at the component level?
The TRL and MRL are the readiness levels for the entire DVES solution being proposed for integration to the HH-60W.
23 Is the Government requiring an Air Worthiness certification for the entire DVES solution?
Yes, the DVES solution shall have airworthiness certification and the HH-60W airworthiness will require updating during program.
24 Does the DO-178 DAL-C certification for the software need to be established prior to award?
Yes, the proposed solution shall have DO-178 DAL-C certification
25 Can you confirm a DO-254 HW certification for the hardware solution(s)? Yes, the proposed solution shall have DO-254 HW certification.
Can the government share more clarity on the provided Delivery Schedule? The Base CLIN appears to be entirely an RDT&E phase; Given the TRL/MRL requirements, does the government anticipate there to be NRE for the DVES solution itself? Or is the NRE only anticipated for the integration of the DVES solution with the platform?
The Government expects proposed DVES solutions to be certified to the levels previously stated in the solicitation at time or proposal submittal. The Research, Development, Test, and Evaluation (RDT&E) phase, covered under the Base CLINS, is allocated for the integration of the proposed solution with the HH-60W platform. This integration process will encompass the necessary Design, Prototype, Verification, and Testing activities. Any Non-Recurring Engineering (NRE) is anticipated for the platform integration effort, not for the development of the DVES solution itself.
This section states: "These limits are inclusive of all content (cover pages, charts, tables, etc.) but exclude a table of contents or a list of acronyms."
Would the Government please exclude the cover pages from the page limitations in all 6 volumes?
No, per Section L cover pages are inclusive to page limitations
The table in this section lists the page limit for Volume I Completed RFP as 6 pages.
However, the completed RFP is more than 6 pages, and the VPP can be up to 4 pages.
Those 2 documents alone exceed the 6-page limit.
Please confirm that the 6-page limit for Volume I excludes the completed RFP portion of that volume.
Yes, the 6-page limit for Volume I excludes the completed RFP documentation.
This section states: "Each effort's summary page be limited to one (1) page to ensure concise and focused responses."
Is this summary page separate from the Attachment 4 FACTS Sheets? In other words, are the summary pages part of the past performance volume narrative, not part of the FACTS Sheets that offerors submit also as part of the volume?
Yes, the one-page summary is separate from the Attachment 4 FACTS Sheets. The summary pages must be included within the Past Performance Volume narrative, while the Attachment 4 FACTS Sheets should be submitted as distinct, separate attachments within the same volume.
This section states: "The answering space on the FACTS Sheet may be expanded so that the filled-in FACTS Sheet for each relevant contract covers no more than three (3) additional 8 ½ x 11 inch pages (i.e., no more than eight (8) pages."
Should this state: "i.e., no more than nine (9) pages" (3 for each FACTS Sheet)?
No, the maximum allowance is three (3) additional pages total, regardless of the number of relevant contracts submitted. The restriction limits the total expansion of the narrative space across the submission.
It does not scale to allow three additional pages per contract sheet.
This section states: "** Past Performance (Volume IV) must include completed Present and Past Performance Questionnaire (RFP Attachment 6) and include the completed FACTS Sheet (RFP Attachment 4)."
a. Does this statement mean that the offeror should include copies of the PPQs and transmittal letters they sent to contract POCs in Volume IV Past Performance?
b. If the answer to the above question is yes, then are the PPQs and transmittal letters excluded from the 15-page limit for this volume?
c. The total for the other past performance volume sections that are not excluded from the page limit equals 15 without including the PPQs so the PPQs would put the volume over page count.
a) Yes, offerors shall include copies of the sent Past Performance Questionnaires (PPQs) and their corresponding transmittal letters in Volume IV to demonstrate proof of transmission to their references.
b) Yes, PPQ copies and transmittal letters are strictly administrative and are excluded from the Volume IV 15-page limit.
c) Government agrees, the Government acknowledges the page budget constraints. To ensure a fair and comprehensive evaluation, PPQs and transmittal letters will not count toward the 15-page ceiling for the Past Performance Volume narrative.
If an offeror is exempt from providing Small Business Subcontracting plans based on the DoW Comprehensive Subcontracting Plan Test Program, pursuant to DFARS 252.219- 7997, and thereby after 1 October 2026 will not be required to submit small business subcontracting plans for specific proposals, is it acceptable for the offeror to submit the signed cover sheet of their DCMA approved Comprehensive Subcontracting Plan instead of the SBSP?
Per R-DFARS 219.702-709(c)(2) and R-DFARS 252.219-7997(d)(3)(i) DCMA Comprehensive Subcontracting Plan should be submitted instead of SBSP for those it is applicable for.
This section states: "If TCIR/DART rates are not maintained, submit comparable rates by completing RFP Attachment 10, DART – TCIR Chart."
a. If the offeror does not have TCIR/DART rates/information for NAICS 336411, then do we still fill in the NAICS Code entry in 8B as 336411 in Attachment 10?
b. If so, do we use rates for a different NAICS but enter those to represent 336411?
a) If NAICS 336411 TCIR/DART related/information is unavailable utilize the most relevant NAICS information from a similar effort.
b) Enter similar effort with explanation of why using different NAICS code
This evaluation criteria states: "(4) The quality and quantity of evidence provided by the offeror IAW Section L.II.B.2.d to substantiate the sustainability of their proposed materiel solution."
Should this be Section L.II.C.2.d? (Section B describes Volume I requirements.)
Yes, correct reference is L.II.C.2.d
- Section M updated to reflect correct reference RFP Amend 03
TMCR Section 5.1 did not list an S1000D version.
Please clarify which is the required version of the S1000D specification. TO data shall be delivered as S1000D, Version/Issue 4.2.
The table in this section lists the page limit for Volume I Completed RFP is 6 pages, and the Cross Reference Matrix is limited to 1 page. However, Attachment 5 is 5 pages by itself.
Please confirm that the 6-page limit for Volume I excludes the completed Attachment 5 Cross Reference Matrix portion of that volume.
Yes, the 6-page limit for Volume I excludes the completed Attachment 5 Cross Reference Matrix portion of the volume
According to this section of the SRD, USAF requires that DVES be provided as a federated system with limited integration into aircraft interfaces (i.e. MFDs, EGI, FMS, etc.).
However, there is no mention of when USAF would like DVES to be fully integrated into the HH-60W cockpit IMA.
1) Is the intent that DVES would remain as a federated system throughout the full period of performance on this effort? Or is the desire that DVES would be fully integrated into the HH-60W cockpit at some point during the contract period of performance?
2) If USAF desires DVES be fully integrated at some point during this contract, should this be included in the Base Period NRE scope?
1) The Government's objective is to field a fully integrated system. Recognizing critical schedule constraints, the Government will accept a federated system as a viable alternative. However, if Offerors can deliver a fully integrated solution within the same timeline as the federated approach, the Government strongly encourages proposing the integrated solution.
2) The Government's objective is to achieve a fully integrated DVES. Therefore, Offerors are strongly encouraged to include initial integration efforts within the Base Period Non-Recurring Engineering (NRE) scope to the maximum extent practicable, provided it aligns with the proposed schedule.
38 With the addition of the ICS and CLS portions of the PWS, will the CLIN structure be updated as well to include CLINs related to these activities?
CLIN structures will not be updated -- Offeror should propose ICS to CLINs (0001/1001) -- Offeror should propose CLS to CLINs (2003/3003/4003/5003/6003)
Key System Attributes states: “The system shall be at a Technical Readiness Level (TRL) 8- 9 technology” and “…a Manufacturing Readiness Level (MRL) 9 or above.”
Is TRL 8-9 & MRL 9 required at proposal (i.e. by 08 Oct 26), at delivery, or once fielded/deployed? Your response assists in refining our offer to ensure our proposed solution aligns with AFLCMC’s TRL/MRL timeline.
TRL 8-9 & MRL 9 are required to be met at proposal submittal.
Section L limits Volume IV - Past Performance to 15 pages, inclusive of all content;
however, the RFP Attachment 4 FACTS Sheet template is 5 pages long before adding any inputs. Also, the FACTS sheets are not excluded from the 15-page limit for this volume, Since the team is submitting 3 FACTS sheets, and those equal 15 pages with just the 3 FACTS sheet templates before any inputs.
We recommend allowing up to 15 pages for each FACTS sheet maximum and excluding the FACTS sheets from the 15-page limit for the past performance volume (similar to how the CPARS do not count toward the volume's page limit).
In addition to #1 above, Section L.II.E.1 requirements for the past performance volume include the teaming agreement/signed critical subcontractor commitment. Team has signed agreement with our critical subcontractor is 16 pages total. The agreement is not currently excluded from the past performance volume's 15-page limit.
We recommend that this signed agreement be excluded from the past performance volume's 15-page limit.
Section L.II.E.5 requires RFP Attachment 9 Proposed Critical Subcontractor/Joint Venture Member Consent Form to be included in the past performance volume. This form is 1 page, which currently is not excluded from the 15-page volume limit.
We recommend this form be excluded from the past performance volume's 15-page limit.
40 Although Section L, Para II.A, limits Past Performance to 15 pages, Section L, Para E.2.7 allows from deviating from the 15 total page counts by allowing additional pages. This para states "The answering space on the FACTS Sheet may be expanded so that the filled-in FACTS Sheet for each relevant contract covers no more than three (3) additional 8 ½ x 11 inch pages (i.e., no more than eight (8) pages).
42 Per Section L.II.E.5, Volume IV, Past Performance has been modified to reflect this form is not part of 15 page limitation.
41 The Government recognizes teaming agreements are based on company requirements and as such will be excluded from the mandated past performance 15 page limit.
The summary for Amendment 02 on the SAM page states: "RFP Amendment 02 updated the following attachments: Attachment 11 Cost Model, Attachment 14 Section L - Instructions to Offerors, Attachment 15 Section M - Evaluation Basis for Award, Attachment 16 Performance Work Statement (PWS)(CUI), and Attachment 19 SRD
(CUI)."
However, no new Attachment 11 Cost Model has been uploaded to the SAM page.
Please advise when the new Attachment 11 Cost Model will be available for download.
The note states: "To assist with streamlining the evaluation, offerors shall ... use the same headings, subfactor numbers, and paragraph numbers as used in this paragraph."
Does that mean we need to title our headings and paragraph numbers in exactly the same wording as is in this section. For example, (2) under the instructions for subfactor one is:
"(2) The TRL and, as appropriate, HRL of the integrated system, encompassing the end-to-end data acquisition, processing, and pilot-vehicle interface (PVI) controls and displays with respect to the specific application of rotary wing operations in Degraded Visual Environments (DVE) as described in the DVES Concept of Operations (CONOPS) and DVES System Requirements Document (SRD) Sections 3.2.1 – 3.2.3"
Should the paragraph heading for (2) be the exact wording as in the quoted above?
Or may we shorten the heading to the following: "(2) TRL and HRL of Integrated System" and then address all other items included in that sentence under that heading?
If so, may we do the same with all of the numbered paragraphs in all subfactors?
45 All of the Section M references listed in the Cross Reference Matrix are II.C.2 However, the technical proposal section is II.C.1. Should the references in the Cross Reference Matrix be changed to II.C.1?
Attachment 5 Cross Reference Matrix updated to reflect correct Section M paragraphs.
46 Section L requires offerors to "ensure that all clauses and provisions that require “fill-in” information are appropriately completed." There is inadequate space to provide the requisite information for some "fill-in" items. Please advise how the Government would like to be provided that information (e.g. continuation sheet, reformating the RFP, etc.) and whether that documentation will count toward the Volume I page limit.
If insufficient space to provide "fill in" information is not available the use of continuation pages is authorized for the applicable attachment requirements. The continuation pages will be marked with the applicable RFP attachment and use the same headings, paragraph numbers, and question numbers as the original document to ensure the information is evaluated correctly.
The definition of “critical subcontractor” seems to be a non-standard definition in this solicitation.
Would you consider revising the language to “major subcontractor” as defined by DFARS 209.571-1?
Changing to major subcontractor and using the DFARS definition would make the definitions consistent with the major subcontractor requirements listed in Section L.II.G for volume VI.
Per the answers to previous Questions 29 and 30, the Attachment 4 FACTS Sheet template is already three (3) pages in length before any offeror input is entered — meaning the mandatory blank form itself, with no narrative content added, already consumes 3 pages per contract. With three FACTS Sheets required, this is 9 pages of blank template alone. Adding the three (3) one-page effort summaries (3 pages) and the shared 3-page total expansion allowance across all FACTS Sheets brings the total to the full 15-page limit — leaving no space for offerors to actually fill in the FACTS Sheets with substantive relevant-contract input.
Will the Government exclude the Attachment 4 FACTS Sheets from the 15-page Past Performance Volume limit, so that offerors have adequate space to complete the required FACTS Sheet content and provide meaningful narrative?
49 In both the RFP and Attachment 23 (Delivery Schedule), CLINs 1005 and 1006 refer to Prototype Install Labor and Verification Install Labor, respectively. However, the PWS indicates only one Prototype Install and one Verification Install during the Base Period (CLINs 0005 and 0006, respectively). Does USAF expect to perform an additional Prototype Install and Verification Install during Ordering Period 1?
The Government's intention is to have one each Prototype Installation and one each Verification installation throughout the program. Since Ordering Period one is the third year of RTD&E, those entries were repeated to alleviate modifying the contract structure in the future.
47 The term "critical subcontractor" is defined in Section L.II.E.1 and is applied consistently throughout the DVES Solicitation. No revisions will be made to change the designation to "major subcontractor."
Offerors shall adhere to the defined terms and instructions set forth in the solicitation.
44 The headings can be abbreviated to reduce repetitive information, but they must sync up with the same headings, subfactor numbers, and paragraph numbers as used in this paragraph. This is applicable to all subfactors.
43 Cost model has been released on SAM.gov and is available for download.
48 Section L, II.A. Note ** is modified to exclude the FACTS Sheet from the section page count limitations.
50 In comparing these two sections, it is unclear as to whether we are to submit a baseline IMS file and an accelerated IMS file, or are we only required to submit one IMS file if that file is accelerated sooner than the baseline dates from the government? There is a page limitation on volume 3 and it may be difficult to submit two IMS files keeping within the page limitation.
The Government is only looking for one each schedule submission (IMS). We are leaving it up to the offeror whether they want to submit a baseline IMS that matches the Government provided schedule or an achievable alternative/accelerated schedule that enhances the contract baseline schedule in the Statement of Objectives (SOO), which is included as an appendix in the DVES PWS. The Govt only has an expectation of one schedule (IMS) submission which should meet the page limitations.
The sheet instructions state: "If a series of orders is being submitted, the offeror shall include a list that includes the order numbers, each order’s Total Contract Dollar Value, each order’s Period of Performance, each order’s Quantity Produced/repaired, and the Type and Complexity of Data Deliverables on each order. If the series of orders contains more than 5 orders, include this information as a separate attachment."
a. Is there a specific format for the "separate attachment"?
b. Should the separate attachment be a separate Attachment 4 FACTS Sheet for the series of orders (i.e., 1 FACTS Sheet for the IDIQ ordering type contract plus 1 FACTS Sheet for the series of orders on that IDIQ)?
c. Or should we submit 1 FACTS Sheet for the series of orders with a separate attachment that contains the information listed in the instruction quoted above?
The sheet instructions state: "If the contract being submitted is an ordering type contractual vehicle (for example, including but not limited to an Indefinite Delivery “D” type contract per Revolutionary FAR Overhaul (RFO) 16.5, only after issuance of a delivery/task order does performance occur. The Contract Number, Total Contract Dollar Value, Period of Performance, Quantities Produced/Repaired, Type and Complexity of Data Deliverable submitted here shall be for the order or series of orders, the offeror has performed under this ordering type contractual vehicle."
Does this mean we should only submit the above information for the order or series of orders but not submit the above information for the ordering type IDIQ contract (i.e., the IDIQ contract number, value, etc.)?
Does the Government intend on providing a DD2794 Cost and Software Data Reporting Plan?
Per CDRL A01T the contractor is responsible for the providing the plan. The referenced DID DI-FNCL- 82162 provides instructions for completing DD Form 2794.
52 a. No mandatory template is prescribed; however, the separate attachment shall follow the same data field sequence and structure as Attachment 4 to the maximum extent practicable. The attachment must clearly cross-reference the relevant Attachment 4 FACTS Sheet.
b. & c. Offerors shall submit one (1) Attachment 4 FACTS Sheet for the overall contract/series effort, accompanied by a separate attachment containing the required itemized order information (order numbers, dollar value, period of performance, quantity produced/repaired, and data deliverable complexity).
Offerors shall not submit multiple Attachment 4 FACTS Sheets for individual task or delivery orders under the same ordering vehicle.
51 The Government's response uploaded to SAM on August 4, 2026 stated, "Bidders library is being set up to provide TOs to offerors. This should be available in the next couple weeks due to updates to the TOs." Can the Government provide a status update and/or provide previous versions of the TOs currently being updated?
Section L, I.A. updated to reflect requesting access to Bidders Library. Section M, Para II.C.1.d.(3) updated to reflect requesting access to Bidders Library
53 Offerors must provide the parent IDIQ contract number along with the specific order number(s) to establish contract identification. However, the performance metrics (e.g., Total Contract Dollar Value, Period of Performance, Quantities, and Deliverables) must reflect only the specific order or cumulative series of orders being submitted as the past performance reference, rather than the parent vehicle's overall ceiling or ordering period.
