About this opportunity
The General Services Administration, Public Buildings Service (PBS) New England Region seeks a construction contractor to perform the Harry S Truman Streetscape Perimeter Construction Project in Washington, DC, with proposals due September 9, 2026, at 12:00 PM EST.
Place of performance is 2201 C Street NW, Washington, DC 20522. The project encompasses approximately 162,000 square feet of civil/site construction across four phases: Phase 1 base bid (November 2, 2026 to November 2, 2027), and three options for Phases 2, 3, and 4 (extending through October 24, 2028), totaling 940 calendar days from Notice to Proceed. Work includes streetscape improvements—sidewalks, curb and gutter, utilities, security perimeter upgrades with bollards and building-integrated features, landscaping, and site restoration. This is a design-bid-build procurement; design is complete and the solicitation seeks construction services only.
The estimated project value ranges from $15 million to $25 million, awarded as a firm-fixed-price contract under FAR Part 15 competitive negotiation. Evaluation weighs Past Experience on Relevant Projects at 40%, Past Performance on Relevant Projects at 30%, and Site-Specific Project Management Plan at 30%, with non-price factors significantly more important than price. A 20 percent bid guarantee or $3 million (whichever is less) is required. Liquidated damages are $3,529 per calendar day for failure to achieve Substantial Completion on schedule.
Offerors must demonstrate experience completing a minimum of three similar projects valued at $5 million or more within the past seven years, performed at facilities of at least 100,000 square feet, including roadwork, sidewalks, traffic control, and security perimeter upgrade features. Key personnel include a Project Manager with five years' experience and PMP certification, and an On-Site Construction Superintendent with three years' experience and Construction Manager Certification. Technical proposals are limited to 33 pages (excluding Past Performance Questionnaires). A Small Business Subcontracting Plan with goals of 33.5% small business, 5% small disadvantaged business, 5% women-owned small business, 5% service-disabled veteran-owned small business, and 3% HUBZone is required. All on-site personnel require HSPD-12 verification (NACI check minimum). Construction wage rates per DC20260001 Rev 5 (July 30, 2026) and Buy American material requirements apply. NAICS 23622; PSC Z2LB. Contracting officer: Molly Lewis, 617-449-8319.
