About this file
This is a Questions and Answers document for GSA solicitation 47PB5126R0024, the Harry S. Truman (HST) Streetscape Perimeter Construction Project. The document contains 121 numbered questions and answers received from May 29, 2026, through July 29, 2026, addressing clarifications on the construction solicitation. This is a Design-Bid-Build construction-only project with design already completed by a separate design contractor.
The project comprises four phases executed under a base contract plus three options. Base Bid Phase 1 runs from November 2, 2026, through May 3, 2027 (6 months); Option 1 Phase 2 runs May 3, 2027, through August 31, 2027 (4 months); Option 2 Phase 3 runs August 31, 2027, through January 28, 2028 (4 months); and Option 3 Phase 4 runs January 28, 2028, through October 24, 2028 (9 months). The estimated construction project range is $15,000,000 to $25,000,000. The contract includes a liquidated damages provision of $3,529 per day. Base contract CLINs are 0001, 0002, and 0003; option CLINs are 0004, 0005, and 0006. CLIN 0002 (Base Bid Landscaping) applies only to Phase 1, with landscaping for subsequent phases included in their respective option pricing. CLIN 003 provides a $5,000 allowance for hazardous material abatement if needed. The contractor must submit pricing using a GSA Pricing Bid Form and acknowledge all amendments via SF 1442 or SF 30. Applicable wage determination is DC20260001 Rev 4 (dated May 18, 2026). GSA established small business subcontracting goals agency-wide: Small Business 33.5%, Small Disadvantaged Business 5%, Women-Owned Small Business 5%, Service-Disabled Veteran-Owned Small Business 5%, and HUBZone Small Business 3%. The bid guarantee is 20% of bid price or $3,000,000, whichever is less, submitted as scanned/electronic copies of SF 24. Technical proposals are capped at 33 pages (PPQs excluded), with Factor 1 allowing up to 3 pages per similar project and Factor 3 allowing up to 5 pages per key personnel resume. All three projects submitted in Technical Factor 1 must be the same projects submitted in Factor 2. The Project Manager must have a minimum of five years' experience and PMP certification; the On-Site Superintendent must have minimum three years' experience and a Construction Manager Certification (not limited to USACE CQM-C). Contractors may submit either CPARS or PPQ documentation for past performance ratings of "Satisfactory" or higher. A second round of RFI/Q&A was permitted with responses due by email to Molly A. Lewis (molly.lewis@gsa.gov) and Emily Jackson (emily.jackson@gsa.gov) on July 13, 2026, at 12:00 PM EST. The proposal due date was extended per SF 30 amendment. The project is located at a sensitive DOS facility requiring HSPD-12 background clearance (minimum NACI check) for all workers, though workers do not receive PIV cards; the contracting officer must submit a CIW form for each worker on certified payrolls. Temporary site access/security, CCTV surveillance, and patrolled uniformed protection officers are handled by DOS, not the contractor. The project includes extensive streetscape and security infrastructure work including removal and relocation of security barriers, bollards, planters, granite curbing, and utility coordination (water, gas, electrical, streetlight). Architectural, structural, electrical, plumbing, and complete design specifications are referenced in the 95% CD Design Documents and Specifications dated June 22, 2026, available from the designer of record. Work hours are defined in Statement of Work Section 2.2.2. Security clearance and workforce requirements are detailed in SOW Attachment 2. DOS ProjNET access is provided only to the contract awardee; all solicitation documents are posted on SAM.gov.

97 Follow Up RFI's RFI# 9 confirmed that the Superintendent needs a “Construction Manager Certification,” indicated that this is not the USACE CQM-C Certification, but did not specify which credentials GSA is requesting. There is not an official “Construction Manager’s Certification.” This could be the Project Management Professional (PMP), Certified Construction Manager (CCM), Project Management Institute Construction Professional (PMI-CP), Certified Construction Manager (CCM), Associate Constructor (AC), or Certified Professional Constructor (CPC), among others. Further, these certifications are restricted to personnel with years of hands-on experience as a project manager, not a superintendent. As such, only superintendents who have previously held project manager positions, or hold dual roles as project manager/superintendent are eligible for these credentials. Please provide clear direction regarding GSA’s requirement for this certification.
7/13/2026 RFI# 9 was asked by a bidder to confirm if the USACE Construction Management certificate was sufficient requirement. The government's response to RFI #9 does not restrict the Construction Certification to the USACE Construction Certification. Bidders must provide a Resume for the following Key Personnel: a. Project Manager for Construction: Must have a minimum of five (5) years’ experience successfully managing construction projects that meet tthe criteria for similar projects as defined in the evaluation factor above. The Project Manager must have a PMP Certification. b. On- Site Construction Superintendent: Must have a minimum of three (3) years’ experience successfully managing construction projects that meet the criteria for similar projects as described in the scope. The Superintendent must have a Construction Manager Certification. c.

98 Follow Up RFI's The RFP and And Amendment 1 RFI repsonses both state that Phase 1 work will be limited to a 6 month duration. Give the significant number of submittals required, the magnitude of the scope of work, the sequencing requirements, and the coordination with the local utilities and traffic light controls, a duration of 6 months will be unacheivable without running multiple hifts continuously which will most likely not be permitted. Please advise if the construction duration for phase 1 can be extended to allow for standard work shifts?
7/13/2026 Bidders are to offer a technical proposal that addresses the approved project schedule, a requirement from the customer.
Amendment 0002 15-Jul-26
99 CD-100 Keynote 3 on CD-100 states that "Existing Security Concrete Planter and related appurtenances to be removed. Some security planters are anchored to the ground via 12' deep pole foundations. Contractor to remove both the planter and any foundation. Some Security Planters may be removed and relocated by DOS. Prior to Removal from site, DOS/DS/DBB shall be provided opportunity to salvage planters". This note appears around the majority of the perimeter of the project and there is no way of quantifying the number of planters with or without deep foundations. Please provide an assumed bid quantity of deep foundations that will require removal.
6/19/2026 The planters with deep pole foundations are clearly different than the typical planters. The government isnt able to list the quantity without compromising physical security. None of the deep pole planters are salvageable so it should be expected that they are all discarded. There are generally 3 per intersection but some locations may have more based on the adjacent vehicle travel speeds.
Amendment 0003 5-Aug-26

Prior to Removal from site, DOS/DS/DBB shall be provided opportunity to salvage planters". This note appears around the majority of the perimeter of the project and there is no way of quantifying the number of planters that will require offsite removal/disposal. Are bidders to assume off site haul off and disposal of all planters in their base bid or will an assumed quantity of salvaged planters to be provided?
