About this file

This is a Questions and Answers document for GSA contract opportunity 47PB5126R0024, the HST Streetscape Perimeter Construction Project, issued by the General Services Administration. The Q&A addresses 58 inquiries received from potential contractors between May 29 and June 28, 2026, with responses posted to SAM.gov on June 30, 2026.

The project is a Design-Bid-Build construction solicitation where design services are already complete; GSA is soliciting only construction services. The work involves four phases with varying durations: Phase 1 (Base Bid) runs from November 2, 2026 to May 3, 2027 (6 months); Phase 2 (Option 1) from May 3, 2027 to August 31, 2027 (4 months); Phase 3 (Option 2) from August 31, 2027 to January 28, 2028 (4 months); and Phase 4 (Option 3) from January 28, 2028 to October 24, 2028 (9 months), totaling 760 calendar days for all phases combined. The estimated project magnitude is $15,000,000 to $25,000,000. GSA has established small business subcontracting goals of 33.5% for small business, 5% for small disadvantaged business, 5% for women-owned small business, 5% for service-disabled veteran-owned small business, and 3% for HUBZone small business. Construction work hours are referenced in Statement of Work Section 2.2.2. Key submission requirements include cost and past performance proposals, representations and certifications, subcontracting plans, GSA Form 527, proprietary information agreements, and either CPARS ratings or Past Performance Questionnaires. All RFI submissions must be emailed to designated contracting officer representatives by specified deadlines, with a second round of RFI/Q&A permitted through Amendment 0001 with a due date of July 13, 2026. Performance must begin within 14 calendar days of Notice to Proceed. Documents are available on SAM.gov; ProjNET access is restricted to the contract awardee post-award.
