The project involves approximately 162,000 square feet of civil/site construction including sidewalks, curb and gutter, and utilities across four phases, with security perimeter upgrades featuring security bollards and technological components integrated into building automated systems. The solicitation is issued under GSA Solicitation Number 47PB5126R0024, dated May 20, 2026, and is being conducted as a competitive negotiation under FAR Part 15.

Proposals are due by July 22, 2026, at 12:00 PM EST via email to Molly.Lewis@gsa.gov and Emily.Jackson@gsa.gov. A bid guarantee of 20 percent of bid price or $3 million (whichever is less) is required. Evaluation will be based 40 percent on past experience, 30 percent on past performance, 30 percent on management plan, and evaluated price. Additional requirements include subcontracting plans, GSA Form 527 financial qualifications, representations and certifications, bonding, and compliance with Buy American construction material requirements under FAR 52.225-11.

Document: DECEMBER 2025, (The Solicitation)

Dated 20 May 2026

TECHNICAL EVALUATION FACTORS

Technical Factor #1 Past Experience on Relevant Projects - This evaluation factor measures offeror’s past experience in performing a minimum of three (3) projects similar in size, scope and complexity to the one described in this solicitation. Past Experience will be deemed relevant in terms of scope, magnitude, and complexity of the project if the project meets the following elements:

1. Includes construction services for roadwork, sidewalks, and traffic control

2. Work performed in a fully occupied complex facility or campus, with a minimum square footage of 100,000

3. Minimum value of $5,000,000

4. Completed in the past 7 years from the date of the solicitation

5. Demonstrate the required coordination with governmental (federal, state, or local) agencies by providing a copy of the necessary construction permits to complete the project

6. Describe in a summary the features of the project having security perimeter upgrade features to include security bollards, technological features, and tied into the building automated system for remote monitoring the offeror’s prior experience in performing projects similar in size, scope and complexity to those described in the solicitation.

Higher scores will be given to those offerors who provide a narrative that includes most of the elements listed above for at least (3) three projects.

Submittal Requirements: Offerors must submit a general narrative that addresses the firm’s core competencies, knowledge, and experience as they relate to the Government requirement for the project.

Offerors may submit up to three pages (standard page 8.5”x11” or electronic equivalent) for the requested general narrative. The experience in the narrative should describe any value-added benefits as applied to the Government requirement.

Provide three (3) examples of Similar Projects completed, or at least 50% complete with construction, in the last seven (7) years. Each example of Similar Projects should include a project description, period of performance, description of the scope of construction services (as applicable), project reference and/or name, the original award amount, and the final contract value after adjustments. Each submitted Similar

Project must not exceed three (3) pages (standard page 8.5”x11” or electronic equivalent).

Note: Reference “Definitions” above in the “Technical Proposal” section. Offerors must not submit more than three (3) Similar Projects to satisfy the submittal requirements of both evaluation Factor 2 and Factor

3.

Basis for Evaluation: Higher scores will be given to those offerors who provide a narrative that includes most of the elements listed above for at least (3) three projects.

Technical Factor #2 Past Performance on Relevant Projects – This factor of Past Performance will be a subjective assessment. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction, timely delivery of services, adherence to contract schedules, subcontractor management, safety management, quality control programs, good workmanship, conformance to specifications, and fair and reasonable prices. The Government may choose to contact additional customer(s) not provided by an offeror and may obtain additional information through other

Document: DECEMBER 2025, (The Solicitation)

Dated 20 May 2026 sources, such as the Past Performance Retrieval System (PPIRS), and phone interviews using all DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.

The Offeror must submit a Past Performance Questionnaire (PPQ); included in the solicitation as

Appendix D, completed by the applicable client, for performing services for each project listed in Factor

1. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Offerors should follow up with clients/references to ensure timely submission of questionnaires.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance

Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information

System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.

Basis for Evaluation: Higher scores will be awarded to offerors who provide CPARS or PPQ with a rating of “Satisfactory” or higher for projects listed in Factor 1.

Technical Factor #3 - Management Plan – This evaluation factor measures the offeror's management plan for the entire project. Each of the listed elements below will be evaluated as part of the project management plan:
