About this opportunity
The General Services Administration (GSA) Public Buildings Service is procuring construction services to implement security enhancements and aesthetic improvements around the Harry S Truman building, the headquarters of the U.S. Department of State located at 2201 C Street NW in Washington, DC. The project will replace temporary security measures with permanent countermeasures designed to secure the building, protect employees and visitors, and create an attractive, accessible pedestrian environment. The GSA will utilize the traditional Design-Bid-Build delivery method, with design and construction contracted separately to two different contractors. The project must adhere to GSA PBS Core Building Standards and encompasses approximately 162,000 square feet of streetscape work including sidewalks, curbs, and related site improvements. The pre-solicitation notice was posted on April 16, 2026, with a deadline of May 6, 2026, allowing potential bidders approximately 20 days to prepare questions or express interest.
This procurement carries no set-aside designations and the notice does not identify any incumbent contractors or current contract holders. The pre-solicitation documentation does not disclose the estimated award value or budget range for the project. Construction activities will be coordinated with occupied building operations, as government personnel occupy the facility from 6:00 AM to 6:00 PM Monday through Friday on non-holiday weekdays. While contractors may work around the facility without restriction based on DC ordinances, work may be restricted after 9:00 PM if requested by the DOS Building Manager due to noise and dust concerns, or if the Diplomatic Security Bureau closes the building for national security reasons. The project originated as a security response to post-September 11, 2001 concerns regarding protection of high-profile government buildings.
