About this opportunity

The Department of the Air Force Air Mobility Command is soliciting proposals for the Hangar 3211 Fire Suppression Repair project, which involves the demolition and removal of an existing High Expansion Foam (HEF) fire suppression system and fire alarm system, followed by installation of a new mass notification fire alarm/HEF system supplied by Monaco Enterprises at Joint Base McGuire-Dix-Lakehurst in New Jersey. The contract requires a Qualified Fire Protection Engineer (QFPE) to oversee design, installation, and testing, with contractors responsible for all temporary relocation of obstructions, material handling and disposal in compliance with environmental regulations, and careful removal and reinstallation of existing infrastructure. Evaluation will utilize a best-value tradeoff approach with past performance weighted significantly more heavily than price, requiring offerors to submit up to three relevant project references from the past five years with a minimum award value of $3 million demonstrating similar scope and complexity. The government will assess performance confidence ratings and select the lowest-priced offeror with a "Substantial Confidence" performance rating. The original proposal due date of February 20, 2026 has been extended to March 3, 2026 at 10:00 AM EST through three amendments, with the questions deadline extended to February 5, 2026, and a mandatory pre-bid site visit conducted on January 20, 2026 at 08:30 AM EST.

This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a size standard of $19 million in annual receipts under NAICS code 238220. The estimated project magnitude ranges between $10 million and $25 million, with a firm fixed-price contract structure. The performance period is 365 calendar days, with work commencing within 10 calendar days of award and completion required within the 365-day window; liquidated damages are assessed at $539 per calendar day of delay. The contractor must furnish performance and payment bonds within 10 calendar days of award and comply with Davis-Bacon prevailing wage requirements as determined by the Burlington County, New Jersey wage determination effective October 3, 2025. All work will be performed at McGuire AFB, New Hanover, New Jersey, where the building will remain occupied and operational during construction, requiring schedule coordination with the Civil Engineer construction manager and strict adherence to Joint Base McGuire-Dix-Lakehurst security procedures and antiterrorism awareness requirements.
