About this file
This is a Questions and Answers document for the Hangar 3211 Fire Suppression construction project. The document clarifies bidding requirements and project scope across 21 questions addressing data management, staffing, site conditions, and technical specifications. Key clarifications include: qualified contractor personnel may perform data manager responsibilities as part of existing project management on a part-time or as-needed basis focused on data coordination, quality control, and turnover; standard construction management software platforms (PMIS, Procore, etc.) are acceptable provided all Section 01 31 20 data requirements are met; and daily progress reports must be uploaded and submitted to the government. The contractor may consolidate superintendent, site safety and health officer, and quality control manager roles into personnel with multiple qualifications, provided all required expertise is present throughout the project duration.
The document addresses project site conditions and technical requirements. The building will remain occupied and operational during construction, requiring schedule coordination with the Civil Engineer (CE) construction manager. A dedicated staging area is required with coordination through CE and facility management; office trailers and temporary fencing are not needed. All site safety-related items, including the site safety plan and safety officer costs, are captured under the General Site Safety line item, while miscellaneous items not specifically listed (inspections, netting, equipment, drywall, paint) are bid separately. The contractor bears sole responsibility for draining, handling, and disposing of all high expansion foam and associated materials in compliance with federal, state, and local laws. The existing fire alarm system must remain functional during all demolition phases; once the new fire alarm/management system is commissioned in the mechanical room, the existing system will be removed. Finish level 5 is required for patching after removal of high expansion foam and fire alarm components, with the CE contracting officer and Base Fire Department serving as final acceptance authorities. Contractors are responsible only for netting areas they touch during construction.
