About this file
This is a Request for Information (RFI) Questions and Answers document for a federal contract opportunity involving the demolition of a High-Density Foam (HEF) fire suppression system and installation of a new integrated Fire Alarm and Mass Notification System (FA/MNS) at a hangar facility.
The project scope requires removal of the existing HEF system and associated conduit, installation of a new Monaco Fire Alarm Control Panel (FACP) with integrated mass notification capabilities, and decommissioning of the original fire alarm system. Work must be executed in three phases: Phase 1—removal of the HEF system and conduit; Phase 2—installation of the new FA/MNS; Phase 3—removal of the original fire alarm system. The existing fire alarm system must remain functional throughout all demolition phases. The new system includes speaker and strobe devices designed to achieve 0.75 CIS speech intelligibility score per UFC 4-021-01, a Low Ambient Temperature Alarm Annunciator Panel (recommended 12" W x 18" H NEMA 1 enclosure), and a static printed evacuation plan placard rather than a graphical annunciator. Supervision of sprinkler work requires an individual holding both a New Jersey Professional Engineer (PE) license and NICET IV certification in layout. The contractor's design engineering scope is limited to delegated design items including shop drawings, radio frequency survey, operating frequency procurement, and final connection design. No new wet pipe sprinkler system installation or Text Display Signs are required. The contractor is responsible for all temporary relocation of obstructions, material handling and disposal in compliance with environmental regulations, and careful removal and reinstallation of existing netting, with replacement only if damaged.

Question Official Response
1 Is the device shown as MAP to be a graphical annunciator connected to the FACU or is this a static drawing map of all devices?
The drawings show an "Evacuation Plan" placard (Drawing FA-101). This is a static, printed map showing egress routes and device locations, not a powered graphical annunciator.
2 Is the low temperature graphical annunciator shown on drawings intended to be separated from the fire alarm system?
The Low Ambient Temperature Alarm Annunciator Panel is shown on the riser diagram (Drawing FA-102) as being monitored by the new Monaco FACP. It is part of the integrated system.
3 Is the Hangar area being deemed as a cavernous space and unable to reach intelligibility resulting in the shown speaker/strobe spacing on the drawings?
Confirm STI rating needed in the hangar area.
The speaker/strobe layout shown on the drawings is the design provided by the Engineer of Record (EOR) to meet the requirements of the applicable codes. The contractor must install the system per the drawings. IAW UFC 4- 021-01, Mass Notification, speakers are required to meet 0.75 CIS score. The code permits walking 50 ft towards a speaker for intelligibility. Refer to Sheet G-002 Delegated Design requirements note 4.
4 Several office areas were unavailable at the job walk, is the shown speaker/strobe coverage in those areas confirmed to be adequate by the
EOR?
Yes, the device layout shown on the drawings is the requirement. The EOR has deemed this coverage adequate based on the facility plans.
5 Sequence of work is conflicting on the drawings. One page shows HEF demo before FA/MNS commissioning and one page shows HEF demo post FA/MNS commissioning.
Confirm intended sequencing of work.
Standard practice requires that a functional fire alarm system be active at all times. Existing Fire alarm system must remain functional during all demo phases. Once new FA/MNS is commissioned the existing fire alarm system shall be removed. Decommissioning of the existing HEF system connections shall be done in phases before FA/MNS commissioning. In recent projects the HEF system has been decommissioned while simultaneously installing conduit, devices, and wiring for new
FA/MNS. REMOVALS/INSTALLATIONS TO BE
PHASED. PHASE 1 TO BE REMOVAL OF HIGH
DENSITY FOAM FIRE SUPPRESSION SYSTEM
AND ASSOCIATED CONDUIT
RETURNING TO MECHANICAL ROOM. PHASE 2
TO BE INSTALLATION OF FIRE
ALARM MASS NOTIFICATION SYSTEM. PHASE 3
TO BE REMOVAL OF ORIGINAL
FIRE ALARM SYSTEM.
6 (G-002) Confirm that the sprinkler work must be performed under the onsite supervision of a NJ PE that is also a NICET IV in layout. (normally the requirement is one or the other)
The note on Drawing G-002 must be followed as written. If it states that an individual holding both a NJ PE license and a NICET IV certification is required for supervision, then that is the requirement.
7 (G-002) Confirm that once a triple rinse is performed on all system components that the solid materials are no longer deemed hazardous...
The contract documents do not provide guidance on interpreting environmental regulations. The contractor is solely responsible for handling, testing, and disposing of all materials in accordance with all current federal, state, and local laws.
8 (F-001) Once the systems are shutdown, made safe, rinsed, and lead in is capped/braced by a licensed sprinkler company is it acceptable to have a demolition company remove the remaining system components...
This is a question of means and methods. The work must be supervised by the qualified personnel specified on Drawing G-002 (see RFI #6). If the demolition company is working as a subcontractor under that required supervision, it is generally acceptable.
9 (G-002) If the previous question is deemed acceptable, will the PE / NICET IV still be required to provide onsite supervision of the disconnected system being removed by the demolition company.
Yes. The supervision requirement on Drawing G-002 applies to the "sprinkler work." The demolition of the system components is considered part of that scope and must be supervised by the qualified individual(s).
10 (Spec 21 1313) The spec provided with solicitation applies to wet pipe sprinkler system installations. Confirm the spec provided does not apply to the removal of HEF the system.
Correct. The scope of this project is the demolition of the HEF system and installation of a new Fire Alarm/Mass Notification System.
No new sprinkler system installation is required. Specification 21 13 13 for new sprinkler installation does not apply.
11 Confirm phasing plan in design narrative dated July 2025 is superseded by the phasing plan noted in the drawings dated July 2025.
In the case of a conflict between the design narrative and the drawings, the drawings shall govern.
12 Can the QFPE outlined in 21 13 13 also be the onsite PE / NICET IV required on G-002?
Yes, a single individual who possesses all qualifications required by the contract documents (QFPE, NJ PE, NICET IV) is acceptable.
13 Please clarify whether the Public Address (PA) system specified is a standalone system separate from the fire alarm/mass notification system...
The new system is an integrated Fire Alarm and Mass Notification System (FA/MNS) as detailed on the drawings. There is no separate PA system. The requirement for an Acoustical Professional on G-002 applies to the new MNS speakers to ensure speech intelligibility.
14 ...Please confirm whether any new work associated with a wet pipe sprinkler system is required as part of this project...
No new wet pipe sprinkler work is required. The scope is limited to the demolition of the HEF system and installation of the new FA/MNS. The existing wet pipe sprinkler systems are to remain and be connected to the new FACP.
15 Please provide the storage tank capacity and any special handling, testing, or disposal requirements associated with the foam concentrate.
The reference drawings do not specify the tank capacity. The contractor is responsible for determining the volume during their site visit/work. The contractor is responsible for all handling, testing, and disposal in accordance with all environmental regulations.
16 In the event that existing mechanical room equipment obstructs access...confirm whether the contractor is responsible for temporary relocation...
The contractor is responsible for all means, methods, and access required to complete their work, including the temporary and safe relocation of any non-hazardous obstructions.
17 Please confirm new fire sprinkler system is not part of the scope.
Confirmed. No new fire sprinkler system is part of the scope.
18 Is there an underground containment tank that would need to be drained and cleaned?
No underground containment tank is shown in any of the provided contract drawings.
19 If there is underground containment tank, please provide location, volume and size of the tank.
Not applicable. No underground tank is shown in the documents.
20 Can you please provide sprinkler as-built drawings?
The drawings included in the solicitation package and marked "FOR REFERENCE ONLY" (the HANGAR-3211-100PERCENT- DRAWINGS.pdf file) are the existing condition drawings provided by the government.
21 Please clarify scope for design engineering. The contractor's design engineering scope is limited to "delegated design" items, which include preparing all shop drawings, performing a radio survey for the Monaco system, obtaining an operating frequency, and designing final connections. The overall system design has been provided.
22 Do the Performance Surveys and Performance Questionnaires need to be the same projects?
Section M of the Solicitation addresses the Performance Survey and Past Performance Questionnaires. The projects don't necessarily need to be the same.
23 Can the Performance Questionnaire be current on-going projects?
Yes, it can be.
24 Is SF1442 required in both Volume I and Volume III as stated in L-1 General Instructions?
Volume 1 - Section L-2.2.1.1 and Volume 3 -
2.2.3 addresses the SF1442. The 1442 is required.
25 Drawing FA-101: Should the Speaker/Strobe in the Hangar that is mounted to the Electrical Room 114 be weatherproof?
The Speaker/Strobe in the Hangar that is mounted to the Electrical Room 114 is outside of the area designated limit or nema 3R weather proof. It does not require to be weather proof, refer to note 6.
26 Drawing FA-101: Can a picture of the existing Evacuation Placard be provided so that it can be emulated for replacement.
The contract documents do not contain a picture of the existing placard. The contractor is responsible for documenting the existing placard during their site visit to create the new one.
27 Drawing FA-102: Should the Speaker/Strobe in the Hangar that is mounted to Mechanical Room 101 be weatherproof?
The Speaker/Strobe in the Hangar that is mounted to the Mechanical Room 101 is outside of the area designated limit or nema 3R weather proof. It does not require to be weather proof, refer to note 5.
28 Please verify that all Text Display Signs are to be deleted. Spec Section 28 31 76, 1.3.1.b states to provide one located near the Main Entrance egress door.
The new work drawings (FA-101, etc.) do not show any Text Display Signs. Per the rule of precedence, the drawings govern over the specifications. No Text Display Signs are required.
29 Please specify the size of the custom Low Ambient Temperature Alarm Annunciator Panel.
The size of the panel is not specified. The contractor must provide a panel suitably sized to incorporate the required components, meet any installation space constraints, and compatible with new system. From recent projects panels have been 12" W X 18" H Electrical Panel, NEMA 1 Enclosure.

30 Spec Section 28 3176...Is this extensive level of training desired? If not, can you please amend this for the desired instruction / training time periods.
The cited specification sections are in conflict.
This requires clarification from the EOR. The contractor should bid the more extensive training (3 days on-site and 5 days at the factory) pending an amendment from the government.
31 The 100% design drawings issued under Addendum 01 include fire alarm drawings that appear to be marked up and are not consistent...please provide the full-size, properly scaled fire alarm drawing.
The drawings are the only ones the Government have.
32 Is the netting being replaced? Or can the netting be removed and reinstalled?
The contract documents do not require the replacement of the netting. Therefore, the contractor must carefully remove, store, and reinstall the existing netting. New netting will only be required if damaged, damaged netting sections will require replacement by contractor.
