About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking a qualified contractor to perform triennial electrical testing, maintenance, inspection, and calibration services at the John J. Pershing VA Medical Center in Poplar Bluff, Missouri. The scope of work encompasses comprehensive testing of approximately 200 electrical panels, 20 transformers, 100 fused and non-fused switches, 3 generators, and 11 automatic transfer switches, with testing to be conducted in accordance with NETA Maintenance and Testing Specifications and applicable NFPA codes. Contractors must be NETA-certified with a minimum of five years of experience in electrical system maintenance and healthcare facility electrical testing, and they are required to conduct a 4-hour power outage test, infrared thermographic surveys, system function tests, and provide detailed documentation. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process based on the technical merit and cost of proposals. The final proposal submission deadline is October 30, 2025, at 2:00 PM CDT, with a mandatory pre-bid site visit that was held on September 26, 2025.

This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a project cost range between $250,000 and $500,000 and a performance period of 270 calendar days after notice to proceed. The contract requires a 20% bid bond, compliance with Davis-Bacon Act labor standards, and contractors may not subcontract more than 75% of the contract amount to non-certified SDVOSB or VOSB firms. Work will be performed primarily at the John J. Pershing VA Medical Center located at 1500 North Westwood Blvd., Poplar Bluff, Missouri 63901, with much of the testing scheduled after hours to minimize disruption to hospital operations. Additional requirements include establishing an FTP site for documentation, maintaining daily logs, completing facility badging, and ensuring a qualified superintendent is present during all work activities. The electrical testing project falls under NAICS code 238210 for Electrical Contractors and is classified under PSC category H259 for Equipment and Materials Testing.
