657A4-25-107 Triennial Electrical Testing

Maintenance, Inspection, Adjustment, and Testing of the Electrical Power Distribution System

Executive Summary

The John J. Pershing VA Medical Center requires triennial electrical testing of numerous electrical items at the facility. These include, but are not limited to, approximately 200 electrical panels, 20 transformers, 100 fused/non-fused switches, 3 Generators and 11 Automatic Transfer Switches. The contractor is responsible for verifying total quantities and completeness. A full list is given in table 1 of this Statement of Work (SoW). This testing will be in accordance with International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications, 2023 ed., particularly chapter 7 (See attachment A; NETA/ MTS 2023 excerpt as a partial reference for Switchgear, Switchboard and Panelboard testing requirements). Adherence to all applicable codes, such as the latest version of the NEC, is expected. Because of the function of the Hospital, Clinics and many of the buildings’ operations, much of the work will need to be done after hours, at night and/ or on weekends. Also, coordination of the power outages associated with this testing will require 4-week notice to the VA COR responsible for managing this project. Basis for this work is given in VHA Directive 1028, Electrical Power Distribution System, dated Feb. 24, 2020.

1. Introduction:

A. This Statement of Work (SOW) describes the scope of completing the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components at the Poplar Bluff VA Medical Center. These work items are referenced as “Maintenance and Testing” in this document, hereafter.

B. This SOW describes the requirements for the Qualified Electrical Contract Professionals – known as “Contractors” in this document, here after. Contractors who are contracted by the VA to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 3 of this SOW.

C. This SOW describes the requirements for delivering maintenance and testing reports.

D. Throughout this SOW the “COR” shall mean the Contracting Officer’s Representative. The COR and VA Project Engineer are used interchangeable and are the same person.

E. This SOW shall satisfy the requirements of the current version of VHA Directive 1028, Electrical Power Distribution Systems; specifically meeting the requirements of subparagraph 4b(11)(e), 4b(12), and all subsections, and 4b(13) and all subsections. Testing, maintenance, and exercising of the EES, including all related components, must be executed to meet the requirements of NFPA 99 and NFPA 110, whichever is more stringent.

F. Schedule of Costs: The Contractor shall submit a schedule of costs for the approval of the Contracting Officer within 14 calendar days of contract award. This schedule shall identify, at a minimum, major equipment categories by building and/or floor and report requirements. This schedule of costs will be used to process monthly progress payments. Reference FAR 52.212-5 (b)(48), and FAR 52.232-29, Terms for Financing of Purchase of Commercial Goods.

2. Qualifications of Contractors:

A. Contractors shall be experienced Electrical Contractors that regularly engages in the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems and electrical equipment devices. Contractors shall have permanent staff that shall be properly trained, certified and licensed to perform the proposed work.

B. Contractors shall be certified by the International Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. NETA certification level shall be at the appropriate level for accomplishing the varies maintenance, inspection and testing requirements identified in this SOW.

C. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances.

D. On site field work shall be supervised directly by a Supervising Field Service Engineer. The Supervising Field Engineer must be accredited as a Certified Electrical Testing Technologist by the National Institute for Certification of Engineering Technologists (NICET) or NETA and have a minimum of 5 years’ experience on similar testing projects of the scope identified in this SOW. Contractor to submit name of Supervising Field Engineer along with 3 examples of work completed within the last 5 years. Supervising Field Service Engineer that has a BS or higher degree in electrical engineering need not be accredited, or certified, provided that they can demonstrate the required specialized knowledge and at least 5 years of experience in testing, inspection and maintenance of electrical power distribution systems and components.

E. On site field technicians assigned to the project must be certified by NICET, NETA, or have equivalent qualification certification.

F. Contractors shall have safety training – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the VA Contracting Officer prior to award of the service contract.

G. All on-site field technicians and supervisors shall submit certification documentation to the Contracting Officer with their proposal, indicating compliance with all qualifications described here-in. Additional staff hired after award of contract shall submit certification documentation 14 calendar days prior to being permitted on site.

H. Contractors shall have ready access to the latest versions of the following references while conducting the testing and maintenance of the electrical distribution system:

1) NFPA 70, National Electrical Code.

2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.

3) NFPA 70E, Standard for Electrical Safety for the Workplace.

4) NFPA 110, Standard for Emergency and Standby Power System.

5) OSHA Standard 29 CFR 1910, Subparts I & S.

6) InterNational Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications.

7) Operating/Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents are maintained by the VHA Health Care System, or by the equipment manufacturers.

8) VHA Directive 1028, Electrical Power Distribution System.

I. Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate.

J. The Contractor shall supply their own portable generators, lights, dewatering equipment, etc., as needed to accomplish work during power shutdowns. The VA will not furnish materials, labor, or equipment for the contractor’s use.

K. The contractor shall provide sample test sheets used to document testing of each component “type” with their proposal. The term “type” is defined as equipment identified in ANSI/NETA MTS-2019, Standards for Maintenance Testing Specifications, Chapter 7. INSPECTIONS AND TEST PROCEDURES.

3. Summary of Work (Field Work):

A. The Contractor shall provide a proposed schedule with their bid proposal. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion by any given date during the work period. The proposed schedule shall be reviewed by the VA Engineering Service; any requirements for adjusting the schedule (e.g. to minimize disruption to the VAMC) shall be incorporated by the Contractor prior to award of the contract.

B. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and Chief of Engineering Service for immediate actions. Contractor shall provide a rough cost estimate for correcting the deficiencies deemed critical or catastrophic.

C. Work items, definitions, and references shall comply with the latest edition of the NETA – Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System. Below is a list of electrical equipment types that shall be maintained, tested and repaired as necessary and approved by the Contracting Officer:

1. Switchgear and Switchboard Assemblies (<600V, >600V and up to 15kV).

2. Transformers, Dry Type, Air-Cooled, Low-voltage, Small.

3. Transformers, Dry Type, Air-Cooled, Low-voltage, Large.

4. Transformers, Liquid-Filled. Aluminum and Copper Windings, Silicone

5. Metal–Enclosed Busways/Busduct.

6. Switches, Air, Low-Voltage.

7. Switches, Air, Medium-Voltage, Metal-Enclosed.

8. Switches, Oil, Medium-Voltage.

9. Switches, Vacuum, Medium-Voltage.

10. Switches, SF6, Medium-Voltage.

1) Inventory of Electrical Power Distribution System components to be maintained, inspected, and tested under this Scope of Work.

2) One-line and other informational drawings of the Electrical Power Distribution System. These drawings are not certified as-built drawings and the Contractor is required to validate the drawing and provide red-line updates where changes are found during testing and maintenance.

3) Available Electrical Power System study information relevant to the scope of this effort, such as coordination study data, short-circuit analysis, arc-flash hazard analysis and available protective device setting information.

4) Prior Triennial Electrical Survey

E. 4-Hour Power Outage Test The Contractor shall be present for and will participate in the VAMC 4-hour test of the Essential Electrical System (EES). This test shall fulfill the requirements of VHA Directive, Electrical Power Distribution System, NFPA 110 (e.g. Para. 8.4.9.) and The Joint Commission. This test will include opening of all utility service connections serving the VAMC for a minimum of 4-hours. During the test period, the Contractor shall verify operation of all EES components including the transfer to emergency power and return to normal service. The Contractor shall include in their bid proposal all costs associated with the services of the local utility company for the duration of the test. The estimated duration of the Contractor’s involvement is between 8 – 12 hours. The Contractor shall assist the VAMC staff with troubleshooting and correcting malfunctioning electrical equipment discovered during the test. Contractor shall make any required adjustments and/or re-calibrations to all equipment which has been otherwise maintained, inspected, and tested under this Statement of Work. The time of the test shall be coordinated with and at the approval of the Chief of FMS/Engineering.

F. Infra-Red Scanning/Thermographic Survey: Facility Normal and EES only.

1) Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications.

2) An infra-red photograph along with a written report of each piece of equipment shall be provided upon completion of this task. For equipment showing no problems, a digital photo is sufficient; no written report required.

3) Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during and after scanning the system.

G. System Function Tests. Provide satisfactory function test for all equipment listed in this Scope of Work in the presence of a VA Representative, the COR and Maintenance and Operation Personnel.

H. Quality Control of Contractor and Sub-Contractor Employees. The Contractor shall provide a quality control plan for the work completed under this contract. At a minimum, the Contractor shall:

1) Photograph each component tested inspected and maintained prior to any work completed; upon completion of work on that specific component, a second photograph will be taken verifying the original position of any switch is the final position; the final photograph shall include a sticker indicating the date that the component was tested and/or maintained. The photographs shall include date and time stamps.

2) Randomly test (5%) of components that were removed for testing to ensure correct phasing upon re-insertion.

3) Randomly test (10%) of the components that were removed for testing to ensure proper reconnection of conductors/cables.

4) Provide digital files showing the results of any quality control testing/documentation.

I. No work shall be permitted on energized circuits without the expressed written permission of the Poplar Bluff VA Medical Center Director.

J. Adjustments and repairs recommended to be made to the electrical system shall be added to the prior Final Report document FINAL STL22279-250 VA Hospital-Poplar Bluff, MO Report with a rough estimate on cost to perform each adjustment and repair.

1) Any abandoned circuit found shall be demolished back to the nearest possible junction box. Spare circuits not in use found to be energized shall be identified and turned off.

2) Advanced metering is used to support ESPC. Any non-functional ESPC “Advanced Metering shall be inspected, documented, and repaired by the contractor. Coordinate with OEM.

K. Contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer.

L. Level of Expected Work is listed in Table 1 below. The below numbers are estimates only, the Contractor is to verify the quantities prior to submitting their proposal.

1) The contractor is required to conduct a site survey to confirm all quantities. Note, not all types of electrical equipment are included in Table 1, the contractor is responsible for identifying all equipment requiring testing before submitting a proposal. Current year NETA-MTS are general guidelines enforced by VHA Directive 1028; the contractor may include equal or better testing methods that is subject to COR technical approval. The equipment is located in the buildings as follows: Buildings: 1 (Hospital), 7 (Boiler Plant), 20 (Distribution Building), and Exterior Distribution Gear and Cables. Building 7 has been retrofitted multiple times. Investigate correct number of wires in service, grounding, bounding, and neutral loads. Some three phase services have been retrofitted and are subject closer inspection.

i. Breakers 225A and larger shall be tested with primary current injection to test all applicable trip settings if permitted by manufacturer instructions. Breakers less than 225A shall be operated; current injection is not required. Indicate tripping characteristics fall within manufacturer limits. When primary current injection is used, the breaker shall be operated in normal service to validate correct operation. Should a breaker fail testing and not be functional; the contractor shall immediately notify the COR and provide corrective action.

ii. EES systems that are critical to facility operations that require maintenance shall be inspected, cleaned, tested, and documented to the highest extent possible. Thorough coordination between the contractor and VA Medical Facility operations and COR is required to maintain the equipment effectively and adequately when an outage is required.

iii. Grounding Systems and Ground Fault Systems shall be documented and tested per the NETA MTS guidelines and additionally indicate on submitted documentation adherence to the latest version of the NEC for Grounding and Bonding at Services, Transformers, and other applicable areas identified in the site investigation. Fall of potential or approved equal validation is required.

iv. Inspect contact points in various equipment and remove surface deposits. Clean and lubricate per manufacturer recommendations. Clean Equipment Cubicles. Perform insulation resistance testing where applicable. Maintain operating mechanisms including mechanical linkage, tripping, charging units, and all other equipment contained within the system.

v. Operate all equipment as intended for a functional test.

1. Automatic Transfer Switches shall be tested and operated as required by NETA MTS guidelines and NFPA Hospital EES requirements, but not to adversely impact facility operations. Operations and Timing tests shall be documented. Clean and lubricate all switches. The operation of ATS shall be tested by opening the upstream normal power switch/breaker to simulate a power outage. The contractor shall coordinate the outage schedule with all Critical Patient, Critical Equipment, and Life-Safety ATSs.

vi. Medium voltage terminations shall be included in the thermographic study and assessment; including splices of any type.

vii. Inventory the electrical system in an excel, or equal, electronic table classified by equipment type and given rating such as voltage, current, kVA, AIC/Withstand, fuse size, and any other specific information listed on nameplate. Note Items such as TVSS, or recommended locations for surge suppressive equipment to be installed on existing gear at future locations.

viii. Medium Voltage Dry Type Transformers shall be tested per NETA-MTS. Do not perform optional tests.

ix. Medium Voltage Liquid Type Transformers shall be tested per NETA-MTS. Include oil sampling and testing; provide results and correct where applicable.

x. Low Voltage Transformers shall be tested per NETA-MTS and identify transformers that do not meet DOE energy efficient type, identify improperly mounted transformers for cooling impact, and provide a budgetary replacement assessment.

xi. Metal Enclosed Bus Ways shall be inspected and tested per NETA-MTS.

xii. Capacitors/TVSS/PF Correction equipment shall be maintained per NETA-MTS. Remove unused PF Correction CAPs in Building 20.

xiii. Inspect equipment for corona and tracking damages. Correct critical issues found during investigation.

M. VA Staff will de-energize/re-energize all Electrical Power Distribution Systems Equipment. The contractor shall assist and is required to dawn/doff appropriate PPE.

N. Provide a complete refill of Fuel for Kohler 13.8kV Generator and provide recommended maintenance per the Manufacturer, such as filter, lubricants, and required time testing. Test all interconnect equipment. Furnish an emergency stop and remote start near load bank operation panel. Provide Recommended Manufacturer Maintenance per the Manufacturer for Building 7 208V/120V Generac Generator and Building 1 Kohler 208/120V Kohler Generator. Associated Emergency Power Switchgear is subject to testing. Coordinate and plan outages appropriately. The contractor shall furnish a temporary Generator and connect to the Emergency Switchgear with the provisioned connections as required for mitigation of Medical Center Impact.

O. Update/create accurate one-line diagrams in AutoCAD to be shared as both .dwg and .pdf files.

P. Provide an inspection by an established organization such as Underwriters Laboratories (UL) or equivalent of the Building 1 Lightning Protection System and provide a report on the findings to include both recommended and critical repairs.

Q. Provide OI&T Eaton UPS manufacturer recommended maintenance. Correct any alarm conditions found.

R. Please remove and replace EMCC-1 feeder breaker as recommended on page 13 of the previous final triennial report FINAL STL22279-250 VA Hospital-Poplar Bluff, MO Report.

4. Summary of Work (Reports):

A. A complete digital test and maintenance report of the work performed shall be provided to the VA within seven (7) days of completion of the testing and maintenance at the campus. Information shown in the reports shall be as following:

1) Equipment Report Sheets shall be specific to the piece of equipment and indicate Inspection and Test Procedures used and the results of the Visual, Mechanical, and Electrical Inspections and Test in accordance with NETA-MTS 2023. Optional tests performed shall be documented. Test Values shall be presented on the sheet. The sheet shall include a rating of good, fair, or poor based on NETA-MTS 2023 criteria and tables.

2) Company’s name, addresses, telephone, and FAX numbers.

3) Name and signature of contractors who perform the maintenance and testing.

4) VA Work Contract Number, name and number of VA Contracting Officer.

5) Date and Time of work. Provide, for the Contractor personnel each subcontractor’s personnel, certified payrolls showing specific time worked, normal hours worked, overtime hours worked, job classification and wages and benefits.

6) For each individual conducting testing and maintenance of equipment, provide copies of contractors’ valid licenses, professional and training certificates.

7) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera.

8) Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Location shall include a) Station Name b) Building, c) Room Number or Corridor Designation and d) Equipment Name if Electrical Component has more than one item tested.

9) Descriptions of work items.

10) Test data and results. Provided in a format approved by The Joint Commission. Each electrical component tested shall have a digital photograph taken prior to removal for testing and a digital photo upon completion of testing. The photo taken after testing shall clearly show a label indicating successful completion of testing and maintenance.

11) Reference materials such as equipment manufacturer’s specifications, coordination study, etc. used in the testing and maintenance.

12) Remarks on conditions of electrical equipment. List all deficiencies, if any.

13) Recommended corrective actions along with projected costs, if any.

B. A complete digital infra-red report of each piece of equipment shall be provided to the VA within fourteen (14) days of completion of the infra-red testing at each campus. Information shown in the reports shall be as following:

1) Company’s name, addresses, telephone, & FAX numbers.

2) Name and signature of contractors who perform the maintenance and testing.

3) VA Work Contract Number, name and number of VA Contracting Officer.

4) Date and Time of work. Provide, for the Contractor personnel each subcontractor’s personnel, certified payrolls showing specific time worked, normal hours worked, overtime hours worked, job classification and wages and benefits.

5) For each individual conducting testing and maintenance of equipment, provide copies of contractors’ valid licenses, professional and training certificates.

6) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera.

7) Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.

8) Descriptions of work items.

9) Test data and results. Provided in a format approved by The Joint Commission. Each electrical component tested shall include a digital infra-red photograph. Electrical components showing deficiencies shall have a second digital infra-red photograph taken showing corrected deficiency.

C. Upon acceptance of the digital reports, submit three (3) hard copies of the complete reports to VA Contracting Officer within fourteen (14) calendar days of digital report acceptance.

D. Hard copies of worksheets or raw data collected during the testing and maintenance shall be provided after each work day and prior to the start of the next work day. Information shall at a minimum include the following:

1) Required Testing Form

2) Company’s name, addresses, telephone, & FAX numbers.

3) Name and signature of contractors who perform the maintenance and testing.

4) VA Work Contract Number, name and number of VA Contracting Officer.

5) Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Location shall include a) Station Name b) Building, c) Room Number or Corridor Designation and d) Equipment Name if Electrical Component has more than one item tested.

6) Any deficiencies identified.

5. Scheduling and Power Outages

A. This contract is for the testing and maintenance of a critical electrical distribution system and will require 270 calendars days for completion.

B. The Contractor shall, within 270 calendar days after award, prepare and submit to the VA COR for acceptance a basic schedule showing the order in which the Contractor proposes to perform work, and proposed dates on which the Contractor contemplates, starting and completing work. The following are the basic elements of the schedule (the Contractor is not precluded from starting verification and validation and the Infra-Red Surveys prior to the schedule submission):

1) Kick-off Meeting

2) Verification and Validation of Electrical Components to be tested, inspected and maintained

3) Infra-Red Survey

4) Testing, Inspection and Maintenance of Electrical Components

5) Draft Report Submissions

6) Final Report Submissions

C. Upon Verification and Validation of the electrical components, the Contractor shall provide a proposed Detailed Outage schedule. Allow for 3 calendar days for scheduling of each outage after approval of detailed outage schedule. Due to the critical nature of the electrical distribution system, the VA may restrict the size and length of each outage.

D. The Detailed Outage Schedule shall include the following:

1) Location for Locking Out Electrical Components for Each Outage

2) Electrical Components to be Tested, Inspected and Maintained for Each Outage

3) Length of Time of Each Outage

4) Proposed Date of Each Outage

5) Number of Contractor Employees on-site for Each Outage

E. Limitations on Each Outage:

1) Outages shall be completed during other than normal working hours (7:00AM to 6:30PM) unless specifically approved by the COR.

2) Outages may be limited to night and weekend hours.

3) Outages shall not last longer than 4 hours in a 24 hour period without the specific approval of the COR.

6. Miscellaneous Requirements

A. The COR shall be contacted as to providing a working space for testing electrical components and an area for storage of materials. Medical Center material storage space is extremely limited. Therefore, material storage space shall be the responsibility of the Contractor and should be mobile in nature (CONEX, trailer, etc.)

B. Contractor parking will be coordinated with the COR.

C. VA shall provide space for testing equipment and electrical power to run the Contractor testing equipment. The location for the equipment shall be designated by the COR and the location will not be moved without approval of the COR. Submit the power requirements for Contractor testing equipment in the Contractor Proposal. Connection to the power source for Contractor equipment is the responsibility of the Contractor to include protective devices, cables, etc. The VA electrical staff will de-energize any lines for Contractor to connect to.

D. The contractor shall supply all labor, materials, supplies, equipment, vehicles, portable generators, lights, etc. necessary to accomplish work during power shutdowns. The VA will not furnish materials or equipment for the Contractor’s use. Contractor shall be responsible for the labor, materials, equipment, tools, etc., to remove covers, lids, bars, plates, or other removable impediments to electrical components for access to the equipment to be testing, inspected and/or maintained. The VA will not provide labor for any work except for de-energizing and energizing electrical components and providing access to secure areas.

E. Review of electrical distribution system prior to bidding is the responsibility of the Contractor. Documents/information provided in this solicitation is not sufficient to complete an accurate cost estimate/proposal. Failure to conduct a site visit will not be a reason for a Request for Equitable Adjustment after award of the contract.

7. VA Owned Transformers and Oil Filled Switches

A. The contractor shall provide onsite; labor, material, tools, test equipment and supervision necessary to accomplish Testing on VA-Owned Transformers and Oil filled switches.

B. All services for this contract must meet manufacturer's performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and VA Regulations. parking will be coordinated with the COR.

C. Testing shall include but is not limited to the following features:

1) Visual Inspection & Field Service History to include all fluid levels, temperature readings, pressure/vacuum, paint condition, leaks and history of maintenance services.

2) Liquid Screen Test Data to include neutralization number, IFT, dielectric breakdown strength, color, specific gravity, and visual examination data. These tests are to evaluate the progress of oxidation, indicate needs for maintenance and identify contamination.

3) Inhibitor Content – The most cost effective point at which to perform oil maintenance is when the oxidation inhibitor has become depleted, but other oil quality results are still acceptable.

4) Liquid Power Factor – Contamination from outside materials, moisture, and oil oxidation all raise the liquid power factor. The type of problem will be determined and evaluated using the liquid power factor analysis run at both 25 degrees Celsius and 100 degrees Celsius.

5) Karl Fischer Moisture Determination – Moisture corrodes metal components, weakens the solid insulation, and promotes oxidation and increases the rate of aging for the equipment. At high levels, it lowers the insulating capabilities of the oil and solid insulation and can lead to flashover. Moisture analysis is required to monitor the progress of this damaging contaminant.

6) Furan Analysis – This is a method for determining the condition of the solid insulation by drawing and analyzing a sample of the insulating liquid. The profile of furans indicates whether an active fault condition is breaking down the paper and gives a reliable estimate concerning the extent to which the solid insulation has aged.

7) Dissolved Gas Analysis – Concentrations of nine gases dissolved in the insulating liquid are determined. The profile of gases is interpreted. An abnormal gas profile indicates an incipient transformer fault – oil or paper overheating, hot spot overheating, or an electrical discharge.

8) PCB Content – the PCB Content will be determined using packed column gas chromatography Documentation.

8. General Contract Requirements

A. General Information.

1) Visits to the site by Bidders may be made only by appointment with the VA Project Engineer upon the posting of the solicitation.

2) The Medical Center’s normal working hours are from 7:00AM to 6:30PM. Monday through Friday. The contractor services shall be performed at various times including evenings, nights and weekends as necessary to facilitate power shutdowns.

3) Federal Holidays are as follows and include any other days specifically declared by the President of the United States to be a national holiday:

4) Service Contract Act of 1965: All service employees who will be employed in the performance of the contract awarded as a result of this solicitation shall be paid no less than the wages shown on the Wage Determination which is incorporated and made a part of this solicitation and resulting contract.

B. Security Requirements

1) Definitions

Access means routine, unescorted physical entry into, and to the extent authorized, mobility within a Government facility. Also, it means the ability to obtain, view, read, modify, delete, and/or otherwise make use of information technology.

Contractor employee means an employee of the prime contractor or of any subcontractor, affiliate, partner, joint venture, or team members with which the contractor is associated. It also includes consultants engaged by any of those entities.

Facility and Government facility mean buildings, including areas within buildings, owned, leased, shared, occupied, or otherwise controlled by the federal government.

Information technology means any equipment or interconnected system or subsystem of equipment, including telecommunications equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. This includes both major systems/applications and general support systems as defined by OMB Circular A-130, owned by VA or owned and operated on VA’s behalf by another party.

Sensitive Information means documents showing the location, capability, and/or capacities of the electrical distribution system’s electrical components.

2) The VA reserves the right to close down or shut down the project site and order Prime contractor’s employees off the premises in the event of a national emergency. The Prime contractor may return to the site only with the written approval of the Contracting Officer.

3) All employees of the Contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

4) Access to VA Facilities or Systems

i. General. The performance of this contract requires contractor employees to have routine, unescorted access to VA facilities. All such employees who do not already possess a current Security Badge or PIV Card acceptable to VA shall be required to provide personal information, undergo an FBI National Criminal History Fingerprint Check, and obtain a Security Badge prior to being permitted access to any such facility in performance of this contract. No contractor employee will be permitted routine, unescorted access to a VA facility without a proper Security Badge.

ii. Citizenship-related Requirements. If required by the contract, each affected contractor employee as described in paragraph i. shall be a United States (U.S.) citizen or an alien lawfully admitted into the United States for permanent residence as evidenced by an Alien Registration Receipt Card Form I–151.

iii. Background Check. After completion of the fingerprint check, the Contracting Officer will notify the contractor in writing if any Contractor employee is determined to be unsuitable to be given access to a government facility or VA system. If so notified, the contractor shall not allow such employees to perform work on this contract.

iv. Security Badge Issuance. The VA will issue a Security Badge to each Contractor employee who is to be given routine, unescorted access to VA facilities or access to VA systems and does not already possess a Security Badge or PIV Card. VA will not issue a Security Badge until the contractor employee has successfully cleared the FBI National Criminal History Fingerprint Check. The Security Badge shall identify individuals as Contractor employees. Contractor employees shall display their Security Badge on their persons at all times while working in a VA facility and shall present their cards for inspection upon request by VA officials or VA security personnel. The normal process for obtaining a Security Badge takes at least 1 week to include 3 days to complete the fingerprint background check and 2 days to create the Security Badge; Contractor should plan for this time in their proposal. Additionally, Personal Identification is required to obtain a Security Badge; two pieces of identification are required, both must be issued by a Government entity and one shall have a photograph of the individual applying for a Security Badge.

v. Security Badge Responsibility. The contractor shall be responsible for all Security Badges issued to the Contractor’s employees and/or subcontractor employees and shall immediately notify the COR if any Security Badges are lost or cannot be accounted for. The Contractor shall notify the Contracting Officer immediately whenever any contractor employee no longer has a need for his/her VA-issued Security Badge (e.g., employee terminates employment with the contractor, employee’s duties no longer require access to VA facilities).

vi. Security Badge Return. Upon expiration of this contract or when Contractor employee no longer requires a Security Badge, the Contractor will collect the VA-issued Security Badge(s) and return them to the COR. The Contractor shall not return Security Badges to any person other than the COR.

vii. Control of access. The VA shall have and exercise full and complete control over granting, denying, withholding, and terminating access of Contractor employees to VA facilities and systems. The Contracting Officer will notify the contractor immediately when VA has determined that an employee is unsuitable or unfit to be permitted access to a VA facility or system. The contractor shall immediately notify such an employee that he/she no longer has access to any VA facility or system, shall retrieve the employee’s Security Badge from the employee, and shall provide a suitable replacement employee in accordance with the requirements of this clause. The Government may not be able to give the Contractor the reason for requiring the removal of the unsuitable contractor employee. The Government shall not be responsible for any costs incurred by the contractor as a result of removing such employee from the subject contract.

viii. Termination. Failure on the part of the Contractor to comply with the terms of this clause may result in termination of this contract for default.

5) No photography of VA premises is allowed without written permission of the Contracting Officer. Infra-Red photograph of electrical distribution system components are excluded from the official policy as they are required inspection tasks; infra-red and quality assurance photography is hereby approved.

6) Document Control.

i. Before starting any work, the Contractor shall submit an electronic security memorandum describing the approach to maintaining confidentiality of “sensitive information.”

ii. The Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.

iii. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA

iv. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.

C. Operations

1) The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

2) Workmen are subject to rules of Medical Center applicable to their conduct.

3) Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.

4) Contractor shall furnish the COR with a proposed schedule of approximate dates on which the Contractor intends to accomplish work in each specific area of site.

5) The Contractor is responsible for cleaning up each work site prior to departing. Cleaning shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition.

D. Protection of Existing Vegetation, Structures, Equipment, Utilities and Improvements

1) The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.

2) Any unreasonable damages caused by the Contractor, Contractor employees and subcontractors shall be remedied prior to final invoice submission. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

E. Temporary Use of Mechanical and Electrical Equipment

1) Use of electrical equipment to provide light and power will be permitted subject to compliance with the following provisions:

i. Permission to use each unit or system must be given by Project Engineer. If the equipment is not installed and maintained in accordance with the following provisions, the Project Engineer will withdraw permission for use of the equipment.

ii. Voltage supplied to each item of equipment shall be verified to be correct. The electrical equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuum cleaning and wiping clean interior and exterior surfaces.

2) Prior to final inspection, the equipment or parts used which show wear and tear beyond normal, shall be replaced with identical replacements, at no additional cost to the Government.

F. Temporary Use of Existing Elevators

1) Use of existing elevators for handling building materials and Contractor's personnel will be permitted subject to following provisions:

i. Contractor covers and provides maximum protection of following elevator components: a) Entrance jambs, heads soffits and threshold plates; b) Entrance columns, canopy, return panels and inside surfaces of car enclosure walls; and c) Finish flooring.

ii. Place elevator in condition equal, less normal wear, to that existing at time it was placed in service of Contractor as approved by COR.

G. Temporary Toilets. Contractor may have for use of Contractor's workmen, such toilet accommodations as may be assigned to Contractor by the Medical Center. Contractor shall keep such places clean and be responsible for any damage done thereto by Contractor's workmen. Failure to maintain satisfactory condition in toilets will deprive Contractor of the privilege to use such toilets.

H. Availability and Use of Utility Services

1) The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. The Contractor shall carefully conserve any utilities furnished without charge.

2) The Contractor, at Contractor's expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines.

3) Obtain electricity by connecting to the Medical Center electrical distribution system. The Government will de-energize and energize circuits to allow connectivity.

4) While the Contractor’s testing equipment is connected to the Medical Center’s electrical distribution system, no outside testing of non-VA equipment is permitted.

9. Safety and Infection Control Requirements
