About this file
This document is an Electrical Equipment Test Report for low-voltage air switches at the VA Hospital in Poplar Bluff, Missouri, performed by Electric Power Systems on May 23, 2024. The report covers testing of seven low-voltage disconnect switches located in the hospital's Building 1 Basement Chiller Room, including units for Pumps 9, 10, 11, 15, a water heater, and two condensate pump disconnects. The testing involved comprehensive visual, mechanical, and electrical inspections, including insulation resistance and contact resistance tests.
The test results revealed multiple contact resistance failures across different switches. Specifically, Pumps 9 and 15 had multiple phase contact resistance issues, the water heater passed all tests, and the condensate pump disconnects also showed contact resistance problems. The report recommends a thermographic scan to identify potential deficiencies causing the higher-than-expected measurements. The switches were from manufacturers including Siemens, Square D, and General Electric, with system voltages of 240V and rated currents ranging from 30 to 100 amps. The job number for this testing was STL24210-250, and the testing was conducted by W. Bahr from Electric Power Systems.

Purpose:
Electrical systems begin to degrade at the onset of installation and operation. There are many factors, such as design intent, environmental conditions, shipping / handling and installation practices to consider regarding electrical equipment related to power system safety and reliability. Maintenance testing of electrical equipment and apparatus is a useful tool in determining the continued condition of electrical equipment and systems.
Maintenance testing procedures aid in providing critical information as to the functionality, safety and reliability of electrical equipment and systems as a whole, as well as providing baselines for continued monitoring of the lifetime of the electrical equipment. This will aid in planning for future replacement or upgrading.
The equipment and components listed in this report have been inspected and tested to help assure their proper and safe operation. Defective or marginal equipment can be identified, repaired, replaced or scheduled for future repairs without costly or unexpected interruptions during normal operating periods

Procedures:
Air Switches, Low-Voltage
A. Visual and Mechanical Inspection
1. Compare equipment nameplate data with drawings and specifications.
2. Inspect physical and mechanical condition.
3. Confirm correct application of manufacturer’s recommended lubricants.
4. Verify appropriate equipment grounding.
5. Verify correct blade alignment, blade penetration, travel stops, and mechanical operation.
6. Verify that fuse sizes and types are in accordance with drawings and short-circuit and coordination studies.
7. Verify that each fuse holder has adequate mechanical support.
8. Verify tightness of accessible bolted electrical connections.
10. Test all interlocking systems for correct operation and sequencing.
11. Verify correct phase barrier materials and installation.
12. Inspect all indicating and control devices for correct operation.
B. Electrical Test
1. Perform insulation-resistance tests on each pole.
2. Measure contact-resistance across each switchblade and fuse holder.
3. Measure fuse resistance.
4. Perform insulation resistance tests on all control wiring.
5 | P a g e
Summary:
The switches and fuses exceeded the NETA specifications of 50% difference from phase to phase with the exception of the water heater. It is recommended to perform a Thermographic scan to identify any deficiencies that may be causing the higher than expected measurements.
