6574-25-107, TRIENNIAL ELECTRICAL TESTING

QUESTIONS AND ANSWERS FROM SITE VISIT AT JOHN J. PERSHING VAMC

(September 26, 2025)

1. Could you provide details on Summary Of Work, Item “L.1.xii” Capacitors/TVSS/PV Correction equipment shall be maintained per NETA-MTS. Remove unused PF Correction CAPs In Building 20. (page 31) Quantity, Location, photograph of the unused capacitors to be removed. Would contractor dispose of capacitors, or relocate them elsewhere?

A: There are four (4) capacitors that have been removed and are currently located in Bldg 20. Contractor shall dispose of capacitors.

2. Could you provide details on Summary Of Work, Item “P” Provide repair of Building 1 Lightning Protection. (page 31) Description of repair needed, type of repair needed, location of repair needed, parts or equipment needed to complete repair, photo of area needing repair.

A: The current system isn’t UL96 compliant nor is it expected to be upgraded. Contractor should assess existing system components and report any deficiencies found (i.e. broken anchors, etc.).

3. Can you please provide the latest electrical test report?

A: The latest One-line-Diagrams were included with the original solicitation (Document title S02-657A4-25-107-Electrical-One-Line_Diagrams – 9-8-2023-).

4. No relays were listed in the device inventory.

a. Do relays need to be included?

b. If so, how many relays?

c. Can they be simply inspected or do they require full testing, such as instantaneous/pickup testing?

A: MV relays in the Siemens Bldg adjacent to Bldg 20 are in scope and should be tested in accordance with NFPA 70B and NFPA 110.

5. On page 26, section F of the Summary of Work mentions only building 1. Is it correct to say that only the Infra-Red Scanning of Building 1 should be included in the price?

A: No, infrared of all panels and all buildings.

6. The inventory lists (9) Medium Voltage Cables. Please be specific if they should only have the ends inspected or if some electrical testing such as VLF or Tan Delta is required.

A: VLF would be preferred, but any non-destructive testing is acceptable.

7. The inventory lists (2) Medium Voltage Distribution Switchgear. These devices may contain a variety of devices, such as MV Circuit Breakers, Meters, Relays, PTs, and CTs. Please specify whether they can only be inspected, and if specific devices require testing, list them.

A: Testing must be performed in accordance with NFPA 70B and NFPA 110, including all devices listed within. Primary injection is preferred so long as the manufacturer instructions allow.

8. Can MV transformer testing be limited to IR scanning, oil sampling, and inspection?

A: Testing must be performed in accordance with NFPA 70B and NFPA 110.

9. If the answer to the previous question is no, should we perform tests for Polarization Index, Excitation Current, Turns Ratio, Insulation and Winding Resistance on the transformers? This results in longer shutdowns.

A: Testing must be performed in accordance with NFPA 70B and NFPA 110.

10. (3) Generators have been listed. Is any load banking testing required?

A: Testing must be performed in accordance with NFPA 70B and NFPA 110.

11. On page 26, section O of the Summary of Work mentions "O. Update/create accurate one-line diagrams in AutoCAD to be shared as both .dwg and .pdf files." Will the VAMC provide an AutoCAD file for the contractor to simply update the drawings, or should we price a drawing of the entire electrical system from scratch?

A: Validate existing one-line drawings. Fix or add discrepancies found.

12. Also on page 26, section P of the Summary of Work mentions "Provide repair of Building 1 Lightning Protection." Can you be more specific about the necessary repair?

A: The current system isn’t UL96 compliant nor is it expected to be upgraded. Contractor should assess existing system components and report any deficiencies found (i.e. broken anchors, etc.)

13. On page 37 in section "7. VA Owned Transformers and Oil Filled Switches" the testing of Oil Filled Switches is requested, but the quantity is not listed. How many devices should be priced?

A: The station only has switches under oil within our transformers.

14. Will we have the opportunity to ask further questions after the answers are provided? Perhaps new questions may arise.

A: No more questions will be accepted. Vendors are encouraged to make their best offer with the information provided.

15. Solicitation indicates government furnished documents are to include Electrical Power System Study information (coordination study, short-circuit analysis, arcflash hazard analysis, available protective device settings), and prior Triennial electrical surveys. These documents are not currently published with solicitation, please provide.

A: The latest One-line-Diagrams were included with the original solicitation (Document title S02-657A4-25-107-Electrical-One-Line_Diagrams – 9-8-2023-).

16. Confirm the power outage test is to be conducted only for the purpose of determining that emergency power systems work properly, and load bank testing is not required.

A: Tests are mutually exclusive, one is a joint commission requirement for facility operations while the other is outlined in NFPA 70B and NFPA 110. Both tests require 4 hours.

17. Will load bank testing be required for independent systems (emergency generators and uninterruptible power systems (UPS))?

A: Yes, generators must be load bank tested. Please reference NFPA 70B, NFPA 110, and manufacturer suggested maintenance for UPS’s.

18. Fuel requirements for emergency generator(s):

a. Confirm fuel is only to be provided for one (1) Kohler 13.8 kV generator, and not for the smaller Caterpillar and Generac generators.

A: Please refill tank after testing.

b. Kohler generator is trailer mounted. Where is fuel tank, and what is total tank capacity.

A: Fuel Tank is located immediately next to the generator. See attached document: S06-657A4-25-107-Gen Fuel Tank and Temp Gen Laydown Locations.

i. Confirm that fuel will be provided as required throughout the period of performance, not for a one-time fuel.

A: Yes, one-time refill of tank required after testing.

c. Contractor is required to provide a temporary generator to support existing emergency switchgear during testing to maintain power continuity to Medical Center.

A: Correct.

i. Is space available adjacent to Medical Center for installation of temporary generator.

A: Yes, by the eye clinic entrance immediately next to the ATS building with conduits in place for connection to our system. See provided documents.

ii. Are floor plans available showing location of switchgear to placement of emergency generator.

A: Yes, please see provided documents.

iii. Is utilization (% load) details available for existing Kohler generator?

A: Yes, displayed on SCADA system and side of engine panel. Typically the OEM will perform the manufacturer maintenance.

19. Are original design documents, deficiency studies or photos available for the building 1 lightning protection system which is to be repaired?

A: No repair required, just requiring assessment unless significant damages are found. We do not have original design documents, deficiency studies, or photos available.
