(913) 758-9912 THIS PROCUREMENT IS A SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE ACQUISITION The Department of Veterans Affairs, NCO 15, intends to award a Construction Contract for Project 657A4-25-107, Triennial Electrical Testing, for the John J. Pershing VA Medical Center, Poplar Bluff, Missouri.
Proposals received in response to this solicitation will be in accordance with the Federal Acquisition Regulation (FAR)15.101-2, Best Value Lowest Price Technically Acceptable (LPTA) source selection process. Those offerors not providing the documentation outlined in the "Proposal Submittal Instructions", will be deemed non-responsive to the terms of the solicitation.
The contractor shall furnish all supervision, tools, labor, materials, equipment, transportation, and testing necessary to perform work as required by the statement of work, drawings and specifications.
Special Note regarding FAR 52.229-3: Federal, State and Local Taxes: Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well.

The North American Industry Classification System (NAICS) for this acquisition is 238210, Electrical Contractors And Other Wiring Installation Contractors. The small Business Size standard is $19.0 Million, There will only be one organized pre-proposal site visit on September 26, 2025, 1:00 PM CST, Contact POC listed below.

BID ITEMS – Triennial Electrical Testing
OFFERORS MUST PROVIDE PRICING FOR BID ITEM 1 BELOW:
CLIN 0001, (Base Bid) GENERAL CONSTRUCTION:
The John J. Pershing VA Medical Center requires triennial electrical testing of numerous electrical items at the facility. These include, but are not limited to, approximately 200 electrical panels, 20 transformers, 100 fused/non-fused switches, 3 Generators and 11 Automatic Transfer Switches. The contractor is responsible for verifying total quantities and completeness. A full list is given in table 1 of this Statement of Work (SoW). This testing will be in accordance with International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications, 2023 ed., particularly chapter 7 (See attachment A; NETA/ MTS 2023 excerpt as a partial reference for Switchgear, Switchboard and Panelboard testing requirements). Adherence to all applicable codes, such as the latest version of the NEC, is expected. Because of the function of the Hospital, Clinics and many of the buildings’ operations, much of the work will need to be done after hours, at night and/ or on weekends. Also, coordination of the power outages associated with this testing will require 4-week notice to the VA COR responsible for managing this project. Basis for this work is given in VHA Directive 1028, Electrical Power Distribution System, dated Feb. 24, 2020. Under Bid Item 1, all work shall be completed in a 270 Calendar Day Period of Performance.

Special Note regarding FAR 52.229-3: Federal, State and Local Taxes:
Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.
A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.

INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS
1.1 52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds—
(1) To unsuccessful bidders as soon as practicable after the opening of bids; and
(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

2.1 PROPOSAL SUBMITTAL INSTRUCTIONS FOR GENERAL CONSTRUCTION SOLICITATION

PROJECT: Triennial Electrical Testing
LOCATION: John J. Pershing VA Medical Center (JJPVAMC), 1500 North Westwood Blvd., Poplar Bluff, MO 63901.
1. PREPARATION AND SUBMITTAL OF PROPOSALS
a. GENERAL INFORMATION.
Selection of an offeror for contract award will be made based on an assessment of each offeror’s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The FOUR (4) evaluation factors for determination of technical acceptability consist of:

NOTE: Failure to comply with the RFP requirements may be grounds to eliminate the proposal from further consideration for contract award.
b. THE OFFER.
The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP, including the Plans & Specifications for the construction of this project. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.
c. AWARD BASED ON INITIAL OFFERS.
Pursuant to clause 52.215-1 the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price, and technical qualifications standpoint. The VA reserves the right to conduct discussions if the Contracting Officer later determines such discussions to be necessary.

2. DOCUMENTS TO SUBMIT.
The original documents to be included in the submission identified above consist of:
a. STANDARD FORM 1442. Submit the SF 1442 issued under this solicitation, with Blocks 10 (SAM Unique Entity ID) and Blocks 14 through 20 properly filled-out by the Offeror. Include acknowledgment of any and all Amendments that may have been issued, either by: (1) listing them in Block 19 of the SF 1442, or (2) including copies of the Amendment document(s) (Standard Form 30) with Blocks 8 and 15 filled in and signed, or (3) including signed acknowledgement in the form of a separate letter that includes a reference to the solicitation and amendment numbers. NOTE: Failure to acknowledge any and all Amendments issued pursuant to this solicitation may be cause for rejection of your offer.

The following significant Evaluation Factors will be used as the basis for determining Technical Acceptability: Relevant Past Performance of Prime Contractor, Technical Construction Experience of Prime Contractor, Technical Qualifications of Proposed Key Staffing, and Prime Contractor Safety Plan.
NOTE: There is a realistic possibility that some offerors may choose to submit the same construction project as a qualifying example for both the past performance and the technical experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.
FACTOR 1: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR
To be evaluated to determine if an Offeror’s past performance is technically acceptable, Offerors should identify no less than ONE (1), and no more than THREE (3), previously awarded, and completed electrical construction contracts, which were issued by either: Federal, State, or Local Government Agencies; and/or Private Organizations. To be evaluated as Relevant Past Performance, the electrical construction contracts submitted by offerors must involve:
A. Has performed as a Prime contractor at a hospital or medical facility which operates 24 hours per day, a project similar in scope to the work required under this contract;
B. A dollar magnitude between $250,000 - $1,000,000.
C. Work that was 100% completed within a time period of no more than FIVE (5) years prior to the date of submitting this proposal. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and not considered.
D. Relevant past performance must have been satisfactory or better.
E. For each of the submitted Relevant Past Performance contracts, provide the following information:
(1) The name of the construction contract, and the contract ID number;

FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE OF PRIME CONTRACTOR
To be Technically Acceptable, offerors must provide evidence that they have the technical qualifications and experience needed to meet the technical performance requirements of this project. Offerors must submit no less than TWO (2) examples of their successful technical construction experience with projects that involved technical requirements similar to the requirements of this project. The construction project submitted must involve:
A. Work as a prime under the same NAICS code as this solicitation, which is 238210 - Electrical Contractors And Other Wiring Installation Contractors, that involved electrical construction testing, maintenance and repairs for medical facilities, with emphasis on testing in occupied medical facilities.
B. Work of a dollar magnitude between $250,000 - $1,000,000. If offering subcontracted work as proof of technical construction experience, offerors must submit evidence that supports the magnitude of the work they performed as a subcontractor.
C. IAW VAAR 852.219-75, In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219-73 or certified VOSBs listed in the SBA certification database as set forth in 852.219-74. Any work that a similarly situated certified SDBOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. Calculation of Self-Performed/Subcontracted Work worksheet will be checked.
D. Work that was of a similar nature to the scope of work for this project. This is defined as working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances. If an offeror chooses to submit experience that was not conducted at Patient Care Area of a Hospital or Medical Facility, they must explain how the nature and complexity of the work conducted involved technical construction requirements equivalent to that described in the Plans & Specifications of this solicitation.
E. For each of the submitted Technical Construction Experience projects, provide the following information:
(1) The name and location of the electrical construction project;
(2) The performance period, including the starting and completion dates;
(3) The total cost of the project in dollars.
(4) The percentage of total labor self-performed by the offeror's employees.
(5) A brief description of the construction/repair project scope of work, which explains how the project involved work as a prime contractor under NAICS code 238210 which involved electrical construction testing, maintenance and repairs work that was technically similar to the project under this Solicitation.
Factor 2 SPECIAL NOTE 1 If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner.
FACTOR 3. TECHNICAL QUALIFICATIONS OF PROPOSED KEY STAFFING.
To be Technically Acceptable, qualified offerors must submit a detailed resume of each key individual. This will be evaluated to determine if they have the appropriate technical training and or previous electrical construction experience to meet the technical requirements of a project of this nature. Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business. No one individual can perform more than two of the staffing positions below:
A. Project Manager – Must have a minimum of 5 years of experience as a project manager must provide a minimum of 3 projects with similar scope of this project. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; The date of the construction contract award and the contract award amount in dollars; The date of the construction contract completion, and the final contract amount, in dollars; A brief description of the construction contract scope of work; Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
B. Quality Control manager –Provide a minimum of 3 projects with similar scope of this project that they have acted as the QC manager. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; and The date of the construction contract award. A brief description of the construction contract scope of work and the QC program that was implemented.; Identify at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
C. Qualified Site Safety and Health Officer (SSHO) and a Competent Person (CP) – Must provide a list of safety training at a minimum; life safety, excavation safety, scaffold safety, OSHA 30, fall protection training, crane/rigging safety with a minimum of 5 years of experience as a safety officer. Provide a minimum of 3 projects with similar scope of this project. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; Provide a brief description of the construction contract scope of work and how the safety program was implemented; Identify at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
D. Site Superintendent – Must have minimum of 5 years of experience as a site superintendent and must have OSHA 30 training. Must be accredited as a Certified Electrical Testing Technologist by the National Institute for Certification of Engineering Technologists (NICET) or NETA (Shall Provide Certifications). Site Superintendent that has a BS or higher degree in electrical engineering need not be accredited, or certified, provided they can demonstrate the required specialized knowledge and at least 5 years of experience in testing, inspection and maintenance of electrical power distribution systems and components. Provide at least 3 projects as a site superintendent with similar scope of this project. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; The date of the construction contract award and the contract award amount in dollars; The date of the construction contract completion, and the final contract amount, in dollars; A brief description of the construction contract scope of work; and Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
Special Note: During the period of performance of the Contract, the Contractor shall make NO substitutions of the above Staffing unless the substitution is necessitated by illness, death, request by VA or termination of employment. The contractor shall notify the contracting officer, in writing within five (5) calendar days after the occurrence of any of these events. Any replacement of this Key Staffing shall have equal or better qualifications subject to the approval by the contracting officer.
FACTOR 4: PRIME CONTRACTOR SAFETY PLAN
Offerors must provide a construction safety plan that is deemed acceptable and meets the following requirements:
A. The contractor's Safety Plan shall be evaluated for their compliance with local/State/Federal rules and regulations and the company’s consideration of safety of its employees and the general public. The contractor’s Safety Plan at the minimum shall address their safety policy, commitment to safety, detailed disciplinary action to be taken with respect to employees violating safety requirements, personnel safety responsibilities, personnel safety training, personal protective equipment, accident / incident reporting procedure and investigations, emergency procedures guidelines.
B. The contractor’s Safety Plan shall address their plan for completing all contract work on and around an active hospital without impacting patient care and completing all work in accordance with all construction documents and all local/State/Federal rules and regulations.
C. Project Construction Plan: Project work is located at the John J. Pershing VA Medical Center (JJPVAMC), 1500 North Westwood Blvd., Poplar Bluff, Missouri. The plan should include but not limited to the following:
(1) Impact to surrounding medical center services;
(2) Material delivery;
(3) Debris removal.
(4) Worker entry.
3. PRICE PROPOSAL.
Offerors must provide a price for each bid item. In addition, offerors shall include a breakdown of material and labor costs, by specification division for each bid item. Overhead, profit and bond costs shall be added after a subtotal of materials and labor costs has been calculated. Price is to be submitted in accordance with the instructions in Block 17 of the Standard Form 1442. The Government's payment for the items listed in the Pricing Schedules of individual Task Orders will constitute full compensation to the Contractor for-- (1) Furnishing all plant, labor, equipment, services, appliances, and materials; and (2) Performing all operations required to complete the work in conformity with the drawings and specifications. The contractor shall include in the prices for the items listed in the Pricing Schedule all costs for work in the specifications, whether or not specifically listed in the Pricing Schedule.
4. BASIS OF AWARD.
VA will make the award based on the Lowest Price Technical Acceptable process to select the best evaluated price proposals meeting or exceeding the acceptability standards for the evaluation factor and significant subfactors in the solicitation when and if they are provided. Note that offers that do not meet the evaluation standards of the solicitation cannot be selected, regardless of price.
5. SPECIAL NOTE REGARDING FAR 52.229-3: FEDERAL, STATE AND LOCAL TAXES:
Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.
A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.

657A4-25-107 Triennial Electrical Testing
Maintenance, Inspection, Adjustment, and Testing of the Electrical Power Distribution System
Executive Summary
The John J. Pershing VA Medical Center requires triennial electrical testing of numerous electrical items at the facility. These include, but are not limited to, approximately 200 electrical panels, 20 transformers, 100 fused/non-fused switches, 3 Generators and 11 Automatic Transfer Switches. The contractor is responsible for verifying total quantities and completeness. A full list is given in table 1 of this Statement of Work (SoW). This testing will be in accordance with International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications, 2023 ed., particularly chapter 7 (See attachment A; NETA/ MTS 2023 excerpt as a partial reference for Switchgear, Switchboard and Panelboard testing requirements). Adherence to all applicable codes, such as the latest version of the NEC, is expected. Because of the function of the Hospital, Clinics and many of the buildings’ operations, much of the work will need to be done after hours, at night and/ or on weekends. Also, coordination of the power outages associated with this testing will require 4-week notice to the VA COR responsible for managing this project. Basis for this work is given in VHA Directive 1028, Electrical Power Distribution System, dated Feb. 24, 2020.
1. Introduction:
A. This Statement of Work (SOW) describes the scope of completing the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components at the Poplar Bluff VA Medical Center. These work items are referenced as “Maintenance and Testing” in this document, hereafter.
B. This SOW describes the requirements for the Qualified Electrical Contract Professionals – known as “Contractors” in this document, here after. Contractors who are contracted by the VA to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 3 of this SOW.
C. This SOW describes the requirements for delivering maintenance and testing reports.
D. Throughout this SOW the “COR” shall mean the Contracting Officer’s Representative. The COR and VA Project Engineer are used interchangeable and are the same person.
E. This SOW shall satisfy the requirements of the current version of VHA Directive 1028, Electrical Power Distribution Systems; specifically meeting the requirements of subparagraph 4b(11)(e), 4b(12), and all subsections, and 4b(13) and all subsections. Testing, maintenance, and exercising of the EES, including all related components, must be executed to meet the requirements of NFPA 99 and NFPA 110, whichever is more stringent.
F. Schedule of Costs: The Contractor shall submit a schedule of costs for the approval of the Contracting Officer within 14 calendar days of contract award. This schedule shall identify, at a minimum, major equipment categories by building and/or floor and report requirements. This schedule of costs will be used to process monthly progress payments. Reference FAR 52.212-5 (b)(48), and FAR 52.232-29, Terms for Financing of Purchase of Commercial Goods.
2. Qualifications of Contractors:
A. Contractors shall be experienced Electrical Contractors that regularly engages in the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems and electrical equipment devices. Contractors shall have permanent staff that shall be properly trained, certified and licensed to perform the proposed work.
B. Contractors shall be certified by the International Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. NETA certification level shall be at the appropriate level for accomplishing the varies maintenance, inspection and testing requirements identified in this SOW.
C. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances.
D. On site field work shall be supervised directly by a Supervising Field Service Engineer. The Supervising Field Engineer must be accredited as a Certified Electrical Testing Technologist by the National Institute for Certification of Engineering Technologists (NICET) or NETA and have a minimum of 5 years’ experience on similar testing projects of the scope identified in this SOW. Contractor to submit name of Supervising Field Engineer along with 3 examples of work completed within the last 5 years. Supervising Field Service Engineer that has a BS or higher degree in electrical engineering need not be accredited, or certified, provided that they can demonstrate the required specialized knowledge and at least 5 years of experience in testing, inspection and maintenance of electrical power distribution systems and components.
E. On site field technicians assigned to the project must be certified by NICET, NETA, or have equivalent qualification certification.
F. Contractors shall have safety training – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the VA Contracting Officer prior to award of the service contract.
