About this opportunity

The General Services Administration (GSA) is soliciting proposals for the GSA Approved Security Container Program through solicitation number 47QSSC-25-R-3040, seeking national security equipment including security containers, vaults, vault/armory doors, and auxiliary components under Federal Supply Class 7110. This procurement is restricted to Original Equipment Manufacturers (OEMs) whose products are listed on the Qualified Products Lists (QPLs), covering 1,024 National Stock Numbers across Class 5 and Class 6 security containers used for storing classified information and weapons. The evaluation will be conducted using a best-value trade-off approach across three phases: administrative compliance, technical capability, and price evaluation, with technical factors significantly more important than price. GSA will award multiple single-award Indefinite Delivery, Indefinite Quantity (IDIQ) fixed-price contracts with Economic Price Adjustments on an item-by-item basis to responsive and responsible OEMs with fair and reasonable pricing. Following multiple amendments, the final proposal submission deadline is August 29, 2025, at 5:00 PM CST, with the technical questions period having already closed on July 29, 2025.

This procurement is not designated as a small business set-aside and uses NAICS code 332999 with a size standard of 750 employees, with qualified manufacturers including American Made Safe & Security LLC, Hamilton Products Group Inc., The Will-Burt Company, Alpha Safe and Vault Inc., A & H Security Cabinets Inc., and Trusted Systems Inc. The total aggregated maximum contract value is $300 million across all awards, with individual contracts structured as five-year terms consisting of a one-year base period and four one-year option periods. The solicitation covers approximately 1,032 brand name National Stock Numbers for various security equipment configurations including single and multi-drawer containers, rack mount systems, and specialized vault doors in different colors and lock configurations. Contract awards are estimated for October 2025 with an anticipated effective date of November 1, 2025, with all goods to be delivered FOB Origin Prepaid basis without requirements for inside delivery, installation, repair, or maintenance. The contracting activity is located at GSA's Facilities and Hardware Supply Chain Management Contracting Division in Kansas City, Missouri.
