About this file

This Standard Form 30 (SF30) Amendment 0002 modifies Solicitation 47QSSC-25-R-3040 for the GSA Approved Security Container Program. Key modifications include extending the proposal submission deadline to August 22, 2025 at 5:00 p.m. CT, revising various sections of the solicitation document, and updating multiple attachments. Significant changes involve clarifying volume discount terms, updating Item Purchase Descriptions (IPDs) for nine specific National Stock Numbers (NSNs), revising image submission requirements, and adding a new attachment about unauthorized sales of GSA security equipment.

The solicitation is for GSA Approved National Security Equipment, primarily security containers/vaults and vault/armory doors, with a total contract value of $300 million. GSA will award multiple single-award Indefinite Delivery, Indefinite Quantity (IDIQ) Fixed Price Contracts with Economic Price Adjustments. The contract period is anticipated to be 5 years (two-year base with three one-year options), with estimated awards in October 2025 and an anticipated start date of November 1, 2025. The procurement is open to Original Equipment Manufacturers (OEMs) with products on the Qualified Products List (QPLs), and is not a small business set-aside. Prices will be requested on an FOB Origin Prepaid basis, with no requirements for inside delivery, installation, repair, or maintenance.

All revisions will be shown in red, italic font below with the obsolete solicitation language being strikethrough in the revised Request for Proposal (RFP) document. All other provisions, clauses, and terms and conditions contained within the solicitation remain unchanged unless indicated herein:

1. This amendment to the solicitation extends the closing date for:

Receipt of proposals to August 22, 2025, at 5:00 p.m. CT.

All offerors must acknowledge their receipt of this amendment. Offerors must acknowledge their receipt of this amendment no. 0002 to this solicitation in block 15 on SF 33, Solicitation, Offer and Award. (See page 1 of the RFP.) The offeror's acknowledgment of their receipt of this amendment must be transmitted to the Government email address shown in Block 10C of SF 33.

2. On page 6, Contractor Response Document Spreadsheet, is deleted and is replaced with the following: The OEMs shall utilize the attached Revised Contractor Response Document Spreadsheet (CRDS) to quote their F.O.B. origin unit price for each CLIN offered for all their brand-name NSNs the OEM is interested in selling to the Government for the initial twelve-month contract period of this solicitation. The OEMs information submitted to the Government in the CRDS will be used to evaluate their proposals under Section M - Evaluation Factors for Award.

Volume discounts may be provided. Volume discounts here are referencing the overall volume ordered throughout the life of the contract. This is not to be confused with tiered pricing, which is not being accepted for this solicitation. Please provide one unit price for each CLIN.

3. On page 7-8, the fifth paragraph, is revised and revisions are marked in red, italic font as shown below:

In this solicitation each NSNs IPD will use brand name descriptions which will specify a particular brand name product peculiar to their specific Original Equipment Manufacturer (OEM).

This is a procurement for supplies only. There is no requirement for inside delivery services, installation, repair, or maintenance for any CLIN. If timely delivery of the products under any purchase or delivery orders issued against this contract requires lift gate shipping to the ship to address listed on the Purchase Order (PO), then lift gate shipping is considered to be an allowable reimbursable shipping fee under the F.O.B Origin, Freight Prepaid terms and conditions, of this contract. The OEM may charge back to GSA the dock-to-dock portion of the freight bill, including any liftgate shipping under the Government Purchase Order (PO) number.

Inside delivery fees are not allowable and reimbursable fees under this contract; therefore, the OEM cannot bill GSA against a Government PO.However, contractors are not prohibited from entering into their own stand alone agreements (separate from GSA) with the end-user if inside delivery services, installation, repair, or maintenance are needed. If OEMs elect to offer inside delivery to GSA Customers, the GSA Customer cannot purchase inside delivery services under this contract or its delivery or purchase orders. Due to the potential high volume of this contract, volume discounts are requested for any proposals submitted.

4. On Page 8-9, of this solicitation the following is incorporated after the first paragraph of the section titled, Total Estimated Contract Dollar Value, and Minimum and Maximum Limits is revised with revisions marked in red, italic font as shown below:

Total Estimated Contract Dollar Value, and Minimum and Maximum Limits.

● Total Minimum Dollar Amount Government Guarantees to Order and Contractor Agrees to Provide.

IAW FAR 16.504(a)(1), the Government is required to order and the contractor agrees to provide at least the minimum dollar value of supplies in the total amount of $2,500 which will be obligated at time of contract award for the base period of performance of this IDIQ contract.

If the Government issues any single or combined delivery orders valued at $2,500 or more against the contract award by the end of the base period to the awardee, then the $2,500 minimum has been.

● Total Maximum Contractor Dollar Amount for Supplies that Contractor Agrees to Provide the Government.

IAW FAR 16.504(a)(1), the maximum aggregate value of the IDIQ is $300 million.

IAW FAR 16.504(c)(1)(ii)(D)(1) for this solicitation and for each multiple, single Indefinite Delivery, Indefinite Quantity (IDIQ) contract award, the Government may not award a single task or delivery order contract in an amount to exceed $100 million (including all options) to a single OEM. When the aggregate orders for an awardee under the IDIQ reach $100 million, no more orders may be executed unless the head of the agency makes a determination in writing.

● Total Maximum and Minimum Total Delivery Order/Purchase Order Quantities IAW FAR 16.504(a)(3), there are no maximum or minimum quantities that the Government will order under each Delivery Order/Purchase Order over the total contract period, including options, if exercised.

5. On page 10, Section C - Description/Specifications, is revised and revisions are marked in red, italic font as shown below:

(5) 7110-01-726-7185, (6) 7110-01-726-7882, (7) 7110-01-726-7881, (8) 7110-01-726-7889, and

(9) 7110-01-726-7894

6. On page 7, Class 6 Containers, first bullet point, is revised and revisions are marked in red, italic font as shown below:

● Class 6 Filing Cabinets (for legal and letter size 2, 4, or 5 drawer and special size 1 and 2 drawer)

7. On page 12, Contractor Responsibility for Risk of Loss or Damage to Supplies, is amended to incorporate the number of days after delivery that the Government has for acceptance or rejection of deliveries at destination. The third paragraph is added to the terms and conditions and are marked in red, italic font to read as follows:

As referenced in 52.212-4(j), this specifies that the Government’s acceptance or rejection of deliveries will occur at destination; it will take place as promptly as practicable after delivery, not to exceed 30 days. If no notice of rejection is provided within that time, the supplies or services shall be deemed accepted. If no notice of rejection is provided within that time, the supplies or services shall be deemed accepted.” The commercial/manufacturer’s warranty shall begin at acceptance.

8. On page 16, Frustrated Freight/Charges for Improper Marking and Labeling, the clause referenced in the second paragraph is revised and revisions are marked in red, italic font as shown below:

9. On page 46, GSAM clause 552.211-76 is deleted entirely.

10. On page 21, Invoicing, the language in paragraph one is revised and revisions are marked in red, italic font as shown below:

After shipment delivery, contractors shall submit Electronic Data Interchange (EDI) 810 invoices or electronically through OMS Vendor Portal (VP)...

11. On page 27, Product Images, Descriptions, and Categorizations, is revised to allow for GSA’s early as possible uploads of product images for brand name NSNs for each of the Contractor’s CLINs into the GSA Global Supply Catalog as advertised on GSA Advantage. The terms and conditions are accordingly revised to require all Contractors to supply GSA with their product images. This will facilitate GSA to expeditiously as possible upload product images to Government platforms and systems. GSA; not Contractors, make uploads, including product descriptions and photos, to GSA Advantage, as well as other Government platforms and systems.

The beginning of the first sentence in the paragraph is correspondingly changed as marked in red, italic font to read as follows:

Images may be submitted as early as possible, but no later than three business days after award, OEMs must provide product images and descriptions to cooperate with GSA in providing necessary product images, descriptions, and categorizations to end-users via GSA Global Supply catalogs which will also be published to GSA Advantage.

If the Contactor does not supply the Contracting Officer with images meeting the requirements in Attachment 4, Product Images, Descriptions, and Categorizations, no later than 3 days after contact award or at any time during the term of the contract, the Contractor understands that the Government reserves its unilateral right to use a "No Image Available" watermark or upload a generic product image in GSA Advantage or other Government platforms and systems, including Global Supply, as the Government determines appropriate. As images become available, they should be submitted to the Contracting Officer until all images have been provided to the extent possible. The specifications for images and other guidance used in GSA Global Supply print publications are provided in Attachment 4 titled, “Product Images, Descriptions, and Categorizations.”

12. The Image Requirements listed in Attachment 4, Product Images, Descriptions, and Categorizations, and reference on page 27 are revised and updated with the changes marked in red, italic font to reflect GSA’s recent transition to digital image uploads only in GSA Advantage as follows:

Image Requirements:

• Color: RBG

• Resolution: 300 DPI

• Image Size: 3" x 3"

• File Type: JPEG or PNG

• File Name: NSN_CAGE

NOTE: Each file must be named using the following file name conventions. NSN_Cage and submitted to both the Contracting Officer and Contracting Specialist. (National Stock Number and Company Cage Number).

13. On pages 48, paragraph (e) of the contract clause, 552.216-71, Economic Price Adjustment—Special Order Program Contracts (Aug 2010) - Alternate I is revised and the following paragraph replaces paragraph (e), and the changes are marked in red, italic.

(e) A Contractor’s written request for a price adjustment resulting from the application of the formulas in paragraphs (b)(1) or (2) of this clause may be received by the Contracting Officer (CO) at any point during a 12 month period (excluding the base year). Price increases may also be submitted via written notice based on market conditions that reveal most suppliers of similar supplies or services are affected. These submissions must be supported in sufficient detail as requested by the CO for the Government to assess and determine price reasonableness and justifying necessity (e.g., supplier's letter on supplier letterhead). Only one adjustment may be allowed as stated in part (b) of this clause. Alternatively, the CO in its written notice shall exercise the option at the current contract price or at a reduced price when appropriate using the formulas in paragraphs (b)(1) or (2) of this clause. See also 516.203-3 Limitations.

14. Page 91, Clause 52.212-1 section (e) is removed from the solicitation, as only one proposal is allowed per contractor. The following note was added to the IBR clause:
