GSA Manufacturers, The General Services Administration, Interagency Advisory Committee on Security Equipment
(GSA/IACSE) and the GSA Contracting Office have reviewed all the information provided in the responses to the referenced letter and now issue this Final Rule.
• No authorized method exists for a GSA-approved manufacturer to sell a new GSA-approved security container to a third-party vender such as KL Security, Safe and vault.com, Tidewater
Lock & Key, Laser Plus imaging etc.
• Two methods a manufacturer can use to sell new GSA-approved security containers:
o Through the GSA Global Supply procurement process.
o Direct Purchase Authority (DPA). The DPA process is very limited and must be approved by GSA prior to the sale. Authorizes a onetime sale directly between the GSA-approved container manufacturer and the industrial contractor indicated on the DPA approval letter signed by GSA.
Any future unauthorized sale of new GSA-approved “limited use” security containers by a manufacturer listed on the Qualified Products List (QPL) using any procurement process other than the two listed above will result in a manufacturers immediate suspension from the QPL and will be referred to the GSA Suspension and Debarment Office for Cage Code rescission.
