About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation number 47QSCC-25-R-3040, issued by GSA, FAS, Facilities and Hardware SCM Contracting Division. The amendment makes four key corrections: (1) revising volume discount language on page 6, (2) adding specific brand name National Stock Numbers (NSNs) instructions for Foreign Military Sales (FMS) applications on page 10, (3) adding marketing materials language to clarify information OEMs can use to identify their brand name products, and (4) adding a note defining the government authorized representative on page 12.
The solicitation closing date remains August 22, 2025 at 5:00 p.m. CT, with the technical questions cut-off date already closed and not to be extended. The amendment provides specific guidance for Foreign Military Sales orders, including requirements for mechanical and electro-mechanical locks for various container types like Field Safes, Weapons Containers, and Armory Vault Doors. OEMs are limited in the information they can release about lock construction, with certain details about lock specifics being restricted by the GSA Approved Security Container Program. Offerors must acknowledge receipt of this amendment in block 15 on SF 33 and transmit their acknowledgment to the government email address specified.

All revisions will be shown in red, italic font below with the obsolete solicitation language being strikethrough in the revised Request for Proposal (RFP) document. All other provisions, clauses, and terms and conditions contained within the solicitation remain unchanged unless indicated herein:
1. On page 6, Contractor Response Document Spreadsheet, the second paragraph is deleted and replaced with the following:
Volume discounts may be provided. Volume discounts here are referencing the overall volume ordered throughout the life of the contract. This is not to be confused with tiered pricing, which is not being accepted for this solicitation. Please provide one unit price for each CLIN.
2. On page 10, Description/Specifications, the foreign military sales paragraph has been added in red, italic font as shown below:
FOREIGN MILITARY SALES (FMS)
All FMS orders for containers which require mechanical locks will use the S&G 2937 in accordance with Federal Specification FF-L-2937 as there is no limited use requirement.
This includes Field Safes, Weapons Containers, and Armory Vault Doors.
All FMS orders requiring Electro-Mechanical Locks (Style 1 and Style 2 locks under Federal Specification FF-L-2740) shall be provided with X-09 locks available from GSA through the DoD Lock program. This includes Field Safes, Weapons Containers, and Armory Vault Doors.
NOTE: Separate NSNs will not be established for FMS orders.
3. On page 10, Description/Specifications, a marketing material paragraph has been added in red, italic font as shown below:
MARKETING MATERIALS
OEMs may notate specifications unique or specific to their individual brand-name products in their marketing materials, such as: Overall dimensions, drawer or clear opening dimensions, mounting dimensions and procedures, finishes and colors, basic container and lock operation.
However, due to the nature of these containers in protecting Classified information and/or valuables, the GSA Approved Security Container Program limits OEMs from releasing certain information as indicated here: Any information regarding lock construction, boltwork specifics, and lockboxes shall not be provided and is not releasable. If an OEM has any questions or concerns about what information is not releasable, they are required to make all inquiries and obtain approvals from GSA engineering prior to release.
NOTE: For government platforms, Item Purchase Descriptions (IPDs) for each brand-name NSN identify the OEM’s unique part numbers. For outside of government platforms, any marketing materials specifying unique features will be the responsibility of the OEM.
4. On page 12, Contractor Responsibility for Risk of Loss or Damage to Supplies, is amended to remove a repeated sentence in the third paragraph, and to add a note defining the government authorized representative. The third paragraph is corrected as marked in red, italic font to read as follows:
As referenced in 52.212-4(j), this specifies that the Government’s acceptance or rejection of deliveries will occur at destination; it will take place as promptly as practicable after delivery, not to exceed 30 days. If no notice of rejection is provided within that time, the supplies or services shall be deemed accepted. If no notice of rejection is provided within that time, the supplies or services shall be deemed accepted.” The commercial/manufacturer’s warranty shall begin at acceptance.
NOTE: Duly authorized Government representative(s) are designated by the GSA Customer or end-user to accept and/or inspect supplies. The GSA Contacting Officer does not designate or identify the Duly authorized Government representative(s).
