About this file

This document is a Questions and Answers (Q&A) file for the GSA Approved Security Container Program solicitation (47QSSC-25-R-3040). The Q&A addresses vendor inquiries about various contract details, including documentation requirements, lock specifications for Foreign Military Sales (FMS) orders, marketing materials, pricing, volume discounts, delivery terms, and administrative processes. Key clarifications include: FMS orders will use specific lock types (S&G 2937 for mechanical locks, X-09 for electro-mechanical locks), no separate NSNs will be established for FMS orders, and manufacturers can include unique brand-specific information in marketing materials with certain restrictions.

The solicitation is for Federal Supply Class 7110 security containers/vaults and vault/armory doors, with GSA planning to award multiple single-award Indefinite Delivery, Indefinite Quantity (IDIQ) fixed-price contracts. The total aggregated maximum contract value is $300,000,000, with prices requested on an FOB Origin Prepaid basis. The contract will cover national security equipment and potentially phased-in auxiliary parts and components. Vendors must comply with specific documentation requirements, including packaging instructions, and will have considerations for late deliveries on a case-by-case basis. A vendor portal user guide will be provided to assist with post-award order and invoicing processes.

Q&A2

QuestionsClarification Sought/RequestedGovernment Response/Clarification
1When we attach the GSA PO to the shipping information is it ok to leave all pricing on PO as is and not modify it? The end user knows there is a markup so I would say it’s ok to leave as it but I just wanted to clarify that before this next contract so we can make arrangements on our end. The below section from Exhibit 2 doesn’t specify so just wanted to make sure that we plan accordingly for November.

Also placing a copy of either DD 1384 (TCMD) or a copy of a GSA PO that relates to the requisition inside a water-resistant envelope as required in paragraph 5.5. Vendor then will attach the envelope to container No. 1 on the outside of the exterior container or on the palletized unit load No. 1.

FOR THIS SHIPMENT THERE IS 1 BOX REQUIRING ITS OWN CPL, DD 1348-1A,

OR DD250/250C ALONG WITH A DD 1348 (TCMD) or A GSA PO PLACED IN AN

ENVELOPE THEN ATTACHED TO THE OUTSIDE OF NUMBER ONE PACKAGE. Exhibit 2 Revised under Amendment 0002, MIL-STD-129 Instructions and Compliance Document, to the RFP titled, GSA SUPPLEMENTAL/CLARIFICATION SHEETS PERTAINING TO PACKING LIST AND DOCUMENTATION, takes no exception to placing a copy of a GSA PO with pricing that relates the requsition inside the water-resistant envelope as required in pararaph 5.5.

2 Brand Name NSN’s – will there be a brand name NSN set up for FMS orders – those items all have a different lock so will there be Brand Name NSN’s set up for each corresponding item that we would need for an FMS order? Or will we just utilize the Brand name NSN that’s been created for the Kaba X10 or S&G 2710 and replace with the X09 (or whatever version the DOD requires) – They technically are not the same item? See Amendment 0003: FOREIGN MILITARY SALES (FMS)

All FMS orders for containers which require mechanical locks will use the S&G 2937 in accordance with Federal Specification FF-L-2937 as there is no limited use requirement. This includes Field Safes, Weapons Containers, and Armory Vault Doors.

All FMS orders requiring Electro-Mechanical Locks (Style 1 and Style 2 locks under Federal Specification FF-L-2740) shall be provided with X-09 locks available from GSA through the DoD Lock program. This includes Field Safes, Weapons Containers, and Armory Vault Doors.

NOTE: Separate NSNs will not be established for FMS orders.

3 As we discussed Brand name NSN’s in the industry meeting – these were being established so that each manufacturer could notate anything that’s specific to their brand – where would we provide this information, (if applicable) so that it gets loaded into GSA advantage? Do we add to the notes on the spreadsheet provided? If you are loading according to description on QPL then every vendor will have same description and it removes the ability for us to differentiate one vendor from another. See Amendment 0003: MARKETING MATERIALS

OEMs may notate specifications unique or specific to their individual brand-name products in their marketing materials, such as: Overall dimensions, drawer or clear opening dimensions, mounting dimensions and procedures, finishes and colors, basic container and lock operation.

However, due to the nature of these containers in protecting Classified information and/or valuables, the GSA Approved Security Container Program limits OEMs from releasing certain information as indicated here: Any information regarding lock construction, boltwork specifics, and lockboxes shall not be provided and is not releasable. If an OEM has any questions or concerns about what information is not releasable, they are required to make all inquiries and obtain approvals from GSA engineering prior to release.

NOTE: For government platforms, Item Purchase Descriptions (IPDs) for each brand-name NSN identify the OEM’s unique part numbers. For outside of government platforms, any marketing materials specifying unique features will be the responsibility of the OEM.

4 Volume Discounts and Unit Pricing – This raises more questions. Is there tiered pricing?

Are there discounts? Where do we put the discounts? How are the discounts applied?

We are unable to fill out CRDS with prices until we have this information. Please provide an Amendment with clear wording which supersedes all other information/directions on how you would like for the pricing to be filled out or striking all of the improper information from current RFP. See Amendment 0003 for clarified and revised language: Volume discounts may be provided. Volume discounts here are referencing the overall volume ordered throughout the life of the contract. This is not to be confused with tiered pricing, which is not being accepted for this solicitation. Please provide one unit price for each CLIN.

NOTE: This corrects the answers provided for contractor questions 20, 129, 163, and 186 in the Vendor Questions and Government Responses spreadsheet posted 8/1/2025.

5Risk of Loss and FOB: Origin – 52.247-32 F.O.B. Origin, Freight Prepaid provides
protection to the government for containers damaged in shipment from OEM’s facility to Government’s destination address on Order. Containers must meet Federal Spec and have to come with a COC and Inspection sheets certifying new condition and working order. We respectfully request that Title be removed from the language on Page 12 or signature on BOL is acceptance as is an industry motor freight standard. It is in the Government's best interest for the language to remain the same. On Page 4 of Amendment 0002, the Contractor Responsibility for Risk of Loss or Damage to Supplies (found on page 12 of the RFP) was amended to incorporate the number of days after delivery that the Government has for acceptance or rejection of deliveries at destination.
6Administrative Off-Set and Delivery Terms – This will affect our RFP DARO response. We need clarification as the OMS system is often down when information needs to be updated and erroneous reports are generated more than correct reports.
Page 17, Administrative Off-Set, contains a note that reads: "Consideration may be given to late deliveries on a case-by-case basis if diligent attempts to confirm the POC and the ship to address were made and supporting documents can be provided to the Contracting Officer." Down OMS systems and/or erroneous data are examples of such consideration.
7Brand Name Descriptions – Allow manufacturers to put their brand name descriptions into the IPD’s as well as descriptions that GSA will upload into their Catalogues and On- line applications.See question 3 above.
8FOB ORIGIN - Page 12 / Section E – Inspection and Acceptance Delivery terms of this contract are FOB origin, freight prepaid. Second paragraph states that title and risk of loss for damage supplies does not transfer to the Government until inspection and acceptance of the supplies by a duly authorized Government Representative at destination and per amendment 2 notate that this will not exceed 30 days. 552.246-78 INSPECTION AT DESTINATION – A: Please define who at the destination will be the authorized representative. B: Please define who and what we will receive as notification that inspection is completed In Questions/Answers provided by GSA on 8-1-25 - #192 states that Title will transfer at destination, but billing will be allowed at shipment. This statement is contradictory to FOB Origin.See question 5 above and Amendment 0003 clarifying the duly authorized Government representative(s) are designated by the GSA Customer or end-user to accept and/or inspect supplies. The GSA Contacting Officer does not designate or identify the Duly authorized Government representative(s).

See Amendment 0002, it clarified that the Government shall accept supplies as promptly as practicable after delivery and supplies shall be deemed accepted 30 days after delivery. If no notice of rejection is provided within that time, the supplies or services shall be deemed accepted.

9Page 17 – ADMINISTRATIVE OFFSET – Note: Consideration may be given to late deliveries on a case by case basis if diligent attempts to confirm the POC and the ship to address were made and supporting documents can be provided to the Contracting Officer. In Questions/Answers received on 8-1-25 Questions 194-196 notates that DARO metrics will be measured by the date the PO was received and all measurements will be set by Contracting Officers discretion and handled on a case by case basis. We request that there be language added that DARO or contract start date is contingent on the receipt of all necessary and valid information, including shipping address, points of contact, and any other required details. This will ensure timely and accurate performance, minimize risk and offsets and delays, reduce potential for non-compliance and disputes, and facilitate better coordination and communication.See question 6 above. Language will remain the same to give late deliveries consideration on a case-by-case basis.
10On the solicitation, offer & award in box 15A it asks for a code & facility. We are not sure what to put there? The code and facility fields may be left blank as long as the company name, physical and mailing address, Commercial Government and Entity (CAGE), and Code and Unique Entity I.D. (UEI) are provided in block 15A.
11Exhibit 2: MIL-STD 129 do we sign the last page of that form. We do not have sample label for submission yet.Yes, the compliance form must be signed and a sample label must be submitted to ensure compliance IAW section M starting on page 92.
12We are hoping there will be some training on how to use the portal for POs & invoicing?

See attachment 7 for the Vendor Portal User Guide. For additional assistance with OMS Vendor Portal, GSA Point of Contacts will be provided post award to help with individual onboarding and user questions.
