An in-person review between Facilities Management staff and the contractor is required at the end of testing to identify immediate issues and coordinate repair quotes. The contractor must be licensed, experienced in fire protection system inspection and testing, maintain required certifications, and comply with OSHA requirements and applicable federal, state, and local regulations. All materials and repairs are warranted for the manufacturer's warranty term, and all reports and data produced become government property.

Scope / Statement of Work (SOW) Task: GRTE Fire Suppression System and Fire Panel Inspections

Contract:

STATEMENT OF WORK (SOW)

Inspection, Testing, and Limited Repair of Fire Alarm, Fire Suppression, and Backflow Prevention Systems

1.0 PROJECT DESCRIPTION / SUMMARY

The purpose of this Statement of Work is to enter into an annual fire suppression system and fire panel/sensor testing agreement with a licensed alarm company according to table 14.4.3.2 of NFPA 72.

The Contractor shall provide inspection, testing, reporting, and as-needed repair services for fire alarm systems, fire suppression systems, and backflow prevention devices located in Government-owned facilities at Grand Teton National Park and John D. Rockefeller Jr. Memorial Parkway.

The purpose of this contract is to ensure all fire protection systems remain fully operational and compliant with applicable codes and standards to protect life, property, and mission continuity.

This contract includes a Base Year and Four Option Years, with recurring annual inspection and testing requirements.

2.0 SCOPE OF WORK

The Contractor shall provide all labor, supervision, tools, equipment, materials, travel, and incidentals necessary to:

Inspect and test fire alarm systems, including panels, sensors, and notification devices Inspect and test fire suppression systems Inspect and test backflow prevention devices Document system condition and deficiencies Provide repair recommendations and cost estimates Perform 2026 repairs per the attached document “2026 Repairs Needed 2025 Deficiency List”

3.0 SYSTEMS AND EQUIPMENT

Systems include, but are not limited to:

3.1 Fire Alarm Systems

Fire alarm control panels (various manufacturers) Detection devices (smoke, heat, duct detectors) Notification appliances Monitoring/annunciation systems Elevator emergency phones (where applicable) There are a total of 21 alarm panels and 2 elevator phones. The 2 elevators reside in the same building as 1 alarm panel. There are two locations that utilize 2 panels for fire and intrusion. All other alarm panels reside in unique locations with a single panel for either fire or both fire and intrusion. This provides for a total of 21 physical locations to be tested. All panels are located within a 40-mile radius of the park’s headquarters located in Moose, Wyoming.

Bosch (D9412GV2, D9412GV4, FPA-1000-UL, D7412G) Gamewell (FCI-7100, S3) FireLite MS9200 Vista 128FBPT

3.2 Fire Suppression Systems

Wet and dry sprinkler systems Standpipes Fire department connections (FDCs) Water flow and supervisory switches Fire pumps Fire protection systems are located throughout the park at the following districts:

•South Boundary
•Moose, WY (Park Headquarters)
•White Grass Ranch
•Beaver Creek
•Mormon Row and Antelope Flats area
•Moran
•Colter Bay
•Flagg Ranch
•South District-Granite Entrance Station, LSR Preserve

The nearest established community is Jackson, Wyoming (approximately 16 miles from Moose). The Contractor is responsible for all transportation between locations.

3.3 Backflow Prevention Devices

Domestic water backflow preventers Fire service backflow preventers All devices shall be inspected, tested, and documented.

4.0 CONTRACT STRUCTURE

4.1 Base Year

Includes:

Annual inspections and testing (NFPA 25 & 72) Five-year internal inspections (as required), may include, but are not limited to:

Internal pipe inspections Obstruction investigations Valve inspections Gauge replacement Standpipe and FDC internal inspections

4.2 Option Years

Includes:

Annual inspections and testing only Five-year inspections excluded unless added by modification

5.0 INSPECTION AND TESTING REQUIREMENTS

All work shall comply with applicable NFPA standards and include:

5.1 Fire Alarm Testing

Functional testing of all panels and devices per NFPA 72 Verification of signal transmission to monitoring systems Testing of annunciation and communication pathways

5.2 Sprinkler System Inspection

Inspect sprinkler heads, piping, and supports Verify valve positions and supervision Inspect gauges and pressure conditions Verify spare sprinkler inventory Inspect FDCs for condition and accessibility

5.3 System Testing

Main drain tests (record pressures) Water flow switch testing Tamper switch testing Alarm interface verification

5.4 Fire Pump Testing

Annual performance testing Flow and pressure recording Controller inspection

5.5 Backflow Testing

Test all devices in accordance with applicable regulations Document certification and compliance

6.0 DEFICIENCY IDENTIFICATION AND REPAIRS

The Contractor shall:

Document all deficiencies with applicable NFPA references Classify deficiencies:

Critical (life safety) Non-critical Monitoring/reporting issues Immediately notify the Government of imminent life-safety issues Repairs:

Must be quoted per deficiency Require written approval prior to execution Shall include all labor and materials

7.0 INSPECTION REPORTS AND DELIVERABLES

The Contractor shall provide:

NFPA-compliant inspection and testing reports (PDF) Detailed deficiency reports Recorded test data Backflow certification documentation Five-year inspection documentation (Base Year) Summary report of system status and compliance Reports shall include:

Building/location System type Devices tested Results and deficiencies An in-person review between Facilities Management Staff and Contractor at end of testing to identify any immediate issues, what repairs would need to be completed, get a quote to identify what repairs may be made with the approved funds.

8.0 SCHEDULING AND PERIOD OF PERFORMANCE

Period of Performance:

Base Year: 9/1/26 to 8/31/27. Initial base year inspections shall occur within 5 months of contract award (Goal- September 1-Sept 30, 2026).

Option Year 1: 9/1/27 to 8/31/28 Option Year 2: 9/1/28 to 8/31/29 Option Year 3: 9/1/29 to 8/31/30 Option Year 4: 9/1/30 to 8/31/31

Annual inspections shall occur thereafter (typically September unless otherwise approved). Completion schedule to be coordinated annually with NPS.

Work shall be coordinated with the Contracting Officer’s Representative (COR)

Completion timelines:

Base Year: Completion within fourteen (14) consecutive business days unless otherwise approved.

Option Years: Shorter duration as coordinated annually. Completed within five (5) consecutive business days unless otherwise approved.

Unscheduled maintenance will be added for repairs.

9.0 HOURS OF WORK

Work shall be performed during normal business hours Off-hours work requires prior approval by COR

10.0 IMPAIRMENTS AND COORDINATION

All system impairments must be:

Coordinated in advance Approved by the COR Emergency impairments allowed only for verified life-safety conditions All impairments must be documented

11.0 RESPONSE TIME

Contractor shall respond to repair requests within 72 hours Response = arrival onsite ready to evaluate

12.0 EMERGENCY REPAIRS

Only authorized for:

Life-safety issues System failures Must be approved unless immediate action is required

13.0 UNSCHEDULED MAINTENANCE

13.1 Definition

Unscheduled maintenance is defined as repair activity that meets any of the following criteria:

Not included in scheduled inspection and testing requirements Requires more than one (1) labor hour to complete Requires materials beyond approved bench stock Requires technical specialty beyond general maintenance trades

13.2 General Requirements

The Contractor shall:

Provide all labor and materials necessary to complete unscheduled maintenance tasks Utilize appropriately qualified personnel based on the required trade or discipline Ensure all work is properly documented and coordinated with the Government

13.3 Cost Structure and Allowances

Unscheduled maintenance shall be estimated and managed using predefined allowances for both labor and materials.

13.3.1 Materials Allowance

Total material costs per year shall not exceed $10,000 unless otherwise modified by contract

13.3.2 Labor Allowances

Labor shall be capped by trade as follows:

Electrician: 28 hours Plumber: 20 hours General Laborer: 80 hours Total labor costs per year shall not exceed $15,000 unless otherwise modified by contract

13.3.3 Emergency Response Labor Adjustment

An additional 25% of total estimated labor hours (rounded to the nearest hour) shall be included This portion shall be billed at 1.5 times (overtime rate) of the approved hourly rate All hourly rates must be pre-approved

13.4 Execution Process

Unscheduled maintenance work shall follow this process:

Deficiency or repair need is identified Contractor submits:

Labor estimate (by trade) Material estimate Government reviews and approves work in writing Contractor performs work upon approval Work is documented and submitted with supporting details

14.0 CONTRACTOR QUALIFICATIONS

The Contractor shall:

Be experienced in fire protection system inspection/testing Maintain required licenses and certifications Employ properly trained personnel Provide proof of qualifications upon request

15.0 SAFETY AND COMPLIANCE

All work shall comply with:

OSHA requirements Applicable federal, state, and local regulations Approved Site-Specific Safety Plan (SSSP)

16.0 GOVERNMENT SUPPORT

Government will provide escorts Access coordination required Work must be coordinated to minimize disruption

17.0 CHANGES TO SCOPE

Any changes must be approved by the Contracting Officer (CO) Unauthorized work is at Contractor’s expense

18.0 ADDING OR REMOVING SYSTEMS

Requires written contract modification

19.0 WARRANTIES

Contractor shall warranty all installed materials and repairs Warranty period shall match manufacturer terms The Contractor shall repair or replace, without additional cost to the Government, all defective work and materials furnished or installed under this contract. Warranty coverage shall apply only to materials and equipment furnished and installed under this contract and shall be for the full manufacturer’s warranty term.

20.0 OWNERSHIP OF DATA

All reports, data, and documentation produced under this contract shall become Government property.

21.0 ACCEPTANCE OF WORK

Work will be accepted upon verification that:

All required inspections/testing are complete Reports are accurate and compliant Deficiencies are properly documented Systems are returned to operational condition Authorized repairs are completed image1.png
