About this file
This is a Questions and Answers document for Amendment 1 to solicitation 140P1426Q0099 for Grand Teton National Park (GRTE) fire suppression and panel inspection services. The document addresses seven clarifications requested by potential offerors regarding the Statement of Work (SOW) and pricing structure for annual fire suppression system inspections, annual fire panel inspections, and 2026 repair work.
Key clarifications include: five-year internal inspections should be priced under the "Option item - Perform 2026 repairs" line item rather than in the base year to avoid duplicating work; the annual unscheduled maintenance allowances of $10,000 materials and $15,000 labor have been removed from the revised SOW; fire suppression system records such as NFPA 25 reports and backflow certificates are not available and must be determined through site inspection; the SOW has been revised to clarify there are 21 alarm panels across 19 physical locations (not 21 locations) with specific configurations for fire and intrusion detection; alarm points for three locations (Moose Entrance Station, Granite Entrance Station, and Moose Tornado Alley) are not readily available; a revised attachment provides breakdown information on fire suppression system types at each location requiring five-year internal inspections; and sprinkler head replacements must be in-kind or meet current regulations per the 2025 Deficiency List. The contracting officer also noted that a revised SOW attachment was provided with Amendment 1.

Questions and Answers – 140P1426Q0099 Amendment 1
1. SOW 4.1 puts five year internal inspections in the base year, and the 2025 deficiency list calls for thirty six of them under the 2026 repairs. Since page 9 prices those on separate lines, we want to be sure we are not carrying the same work twice. Our plan is to price them in the 2026 repairs option item unless you would rather see them in the base year.
Answer: Price the 5-year internal inspections with “Option item - Perform 2026 repairs”
2. SOW 13.3 sets the annual unscheduled maintenance allowances at $10,000 materials and $15,000 labor. Because the 2026 repairs have their own line on page 9, we are treating that option item as priced outside those allowances. We also did not find a schedule line for the allowance itself, so if you would like it shown somewhere specific, just say where.
Answer: This is removed from the revised SOW.
3. On the suppression and backflow side, is there anything in the park's records you are able to share, such as the most recent NFPA 25 report or the current backflow certificates? The wet or dry designation by building and a backflow count with sizes would help most. If that is not readily at hand we will work it out from a site inspection.
Answer: This is not available.
4. One smaller thing. SOW 3.1 describes twenty one panels across twenty one locations.
Answer: The SOW has been adjusted as follows: “There are a total of 21 alarm panels and 2 elevator phones. The 2 elevators reside in the same building as 1 alarm panel. There are two locations that utilize 2 panels for fire and intrusion. All other alarm panels reside in unique locations with a single panel for either fire or both fire and intrusion. This provides for a total of 21 19 physical locations to be tested.”
5. Moose Entrance Station, Granite Entrance Station and Moose Tornado Alley appear on the location schedule but not in the points list. Device counts for those three would let us fold them into the panel pricing.
Answer: Alarm points are not readily available for locations that are on the schedule but not in the points list.
6. For the locations requiring 5-year internal inspections, could you please provide, if available, a breakdown of the number and type of fire suppression systems at each location, such as wet, dry, standpipe, or any other applicable system types?
Answer: See revised attachment for additional information – “Amendment 1 GRTE Fire Inspections Location Schedule 2026”
7. Additionally, for the locations where sprinkler heads need to be tested or replaced, could you please provide the approximate quantity and style/type of sprinkler heads involved?
Answer: Replacements for sprinkler heads on the “Teton National Park 2025 Deficiency List” shall be in kind replacements and/or replacements that meet current regulations.
