About this file

This is a Supplemental Quality Assurance Provision (SQAP) document for Defense Logistics Agency (DLA) Energy contracts, containing multiple quality control requirements and operational procedures effective from March 2000 through February 2022.

The SQAP establishes quality control standards for petroleum product storage, handling, and inspection. Key requirements include: contractors must prepare Quality Control Plans (QCPs) in triplicate covering receiving, blending, sampling, testing, storage, loading, shipping, calibration programs, quantity measurement, records, and corrective actions. For bulk petroleum storage tank inspection and cleaning, contractors must maintain historical data on tank construction, service history, repairs, dimensions, coating, and strapping charts. Inspection frequencies vary by tank type: aviation fuel storage tanks require cleaning every 4-8 years depending on coating and inlet-filter configuration; ground and marine fuel storage tanks are cleaned when sample analysis indicates sediment buildup. Tank cleaning is measured from the date of last cleaning regardless of contract status. Contractors must provide the Contracting Officer with a listing of all tank inspections and cleanings anticipated during the contract period, including tank numbers, locations, reasons for service removal, dates, and replacement tankage, with updates provided as changes occur. The document specifies sampling requirements for various shipment methods with minimum quantities and retention periods (ranging from 15 days to 90 days), and contractors must furnish product samples at their expense in epoxy-coated containers. The SQAP also designates four regional DLA Energy inspection office codes (110 Americas East, 120 Americas West, 200 Europe and Africa, 300 Indo-Pacific, 400 Middle East) with specific geographic coverage areas, contact information, and quality manager designations for monitoring contractor compliance.
