About this opportunity
The National Park Service seeks fixed-price bridge preservation work at Golden Gate National Recreation Area, with proposals due September 16, 2026. This is a small-business set-aside (NAICS 237310, $45 million size standard).
Place of performance spans ten bridge locations across San Francisco and Marin counties, California: Easkoot Creek Bridge, Rodeo Lagoon Bridge, Point Lobos Viaduct, Point Bonita Trail Bridge, Point Bonita Viaduct, Point Tunnel Entrance Bridge, Point Bonita Truss Bridges #1 and #2, Crissy Field Channel Bridge, and Rodeo Lagoon Pedestrian Bridge. Work includes concrete repair, guardrail repair, tree removal, stormwater management, timber replacement, sidewalk joint repair, and steel railing painting across ten base line items plus four optional line items (Crissy Field decking replacement, Point Lobos grate removal, Point Lobos debris and hazardous material removal, and Point Lobos work with no beach equipment).
The contractor must commence within 10 calendar days of notice to proceed and complete all work within 200 days. Performance and payment bonds equal to 100 percent of contract value are required. Liquidated damages are $2,261 per calendar day of delay. Prevailing wage (Davis-Bacon Act) applies. Seasonal wildlife restrictions prohibit tree removal January 1 through August 31 and vegetation removal greater than 8 inches March 1 through July 31. No work is permitted at Point Lobos Viaduct or Crissy Field July 1 through May 15. Point Lobos Viaduct requires hand-carried equipment only on slopes and 30 days' advance notice for coordination. Work hours are 8 a.m. to 5 p.m. Monday–Friday; weekend work requires contracting officer approval.
Proposals must include technical approach, Gantt Chart schedule, three similar projects completed within five years, resumes for Site Superintendent, Safety Manager, Traffic Control Manager, and Quality Control Manager, and past performance questionnaires. Evaluation weighs technical approach, schedule, project experience, key personnel experience, and past performance as significantly more important than price. Award is anticipated within 90 days of receipt. Pre-proposal questions are due August 31, 2026, at 9:00 a.m. Mountain Time. A virtual pre-proposal conference was held August 25, 2026.
