About this file

This is a pre-proposal presentation for the Golden Gate National Recreation Area Bridge Preservation Project (Solicitation Number 140P2026R0043). The National Park Service seeks contractors to rehabilitate and preserve 10 existing Category C and D bridges located in San Francisco and Marin counties, California. The scope of work includes concrete repair, guardrail repair, tree removal, stormwater management installation, timber replacement and preservation, sidewalk joint repair, steel railing painting, hazardous waste removal, demolition work, and temporary works necessary for project completion. The contracting officer is Samantha Cahill, with support from contracting specialist Dane Cooper and project manager Alex Schwartz.

Contractors must comply with significant operational and environmental restrictions. Standard work hours are 8:00 AM to 5:00 PM, Monday through Friday, with weekend and early morning work available by approval. Seasonal wildlife restrictions prohibit tree removal between January 1 and August 31, and vegetation removal greater than 8 inches between March 1 and July 31. No work is permitted at Point Lobos Viaduct or Crissy Field between July 1 and May 15. The Point Lobos Viaduct requires 30 days' advance notice to coordinate with park staff for occupant clearance, and contractors must use only hand-carried equipment on slopes to avoid impacts to sea caves. Cultural resources protection requires contractors to coordinate with the Park Archeologist and submit access plans for heavy equipment use off established roads or trails. In-person site visits are permitted with advance notice provided by August 27, 2026. All questions must be submitted by August 31, 2026, at 9:00 AM MDT to the contracting officer and specialist for response by solicitation amendment.
