About this file
This is a meeting recording transcript from a pre-proposal conference for a federal bridge preservation contract (GOGA 319407) held on August 25, 2026, by the Department of Interior National Park Service.
The contract involves preservation work on 10 existing bridges classified as Category D&C (good condition requiring regular maintenance) located at Golden Gate National Recreation Area spanning San Francisco and Marin counties, California. Work includes concrete repair, guardrail repair, tree removal, storm water management installation, timber replacement and preservation, sidewalk joint repair, steel railing painting, hazardous waste removal, demolition work, and temporary works such as traffic control. The bridges are distributed across five locations: Crissy Field (1 bridge on multi-use pathway), Point Lobos Viaduct (1 bridge carrying roadway with unhoused individuals underneath requiring 30-day advance notification and coordination with park police), Point Bonita Corridor (5 structures including two trust bridges behind a locked gate and lighthouse access bridge), Rodeo Lagoon area (2 structures requiring tide table coordination), and East Goot Creek (1 parking lot bridge). Work hours are 8 a.m. to 5 p.m. Monday through Friday, with weekend work permitted upon contracting officer approval. Seasonal wildlife restrictions significantly limit work windows, with September to February being the essential work period for most activities. Critical site restrictions include no wheeled or tracked vehicles at Point Lobos Viaduct slope (hand-carried equipment only), no tree removal January 1 to August 31, no vegetation greater than 8 inches removal March 1 to July 31, and no work at Point Lobos Viaduct or Crissy Field July 1 to May 15. For in-person site visits, contractors must provide contracting officers Dane Cooper and Samantha Cahill with contractor name, visiting personnel names, and site visit dates by August 27 at 12 p.m. Mountain Time. All questions and answers will be provided to prospective offerors by solicitation amendment, with the question submission deadline of August 31 at 9 a.m. Mountain Time (initially stated as August 28 in solicitation but being updated).

Baker, Jennifer K started transcription
Cooper, Dane C 0:03 for Department of Interior National Park Service. I'm joined here with Samantha Cahill, who is the contracting officer for this project, and Jennifer Baker, who is the project specialist. This will just be a quick rundown of the project and overview of what we're trying to accomplish here.
Um...
And I'm going to pass it over to Jen to run through.
The next couple slides here.
Baker, Jennifer K 0:32 Sure.
So yeah, we've gone through the introductions. We'll include a list of attendees in the amendment along with the recording and PowerPoint for this. And we usually do some sort of like pre-proposal meeting or virtual site visit accompanied by some type of in-person site visit, but given that we're close to the end of the FY, we'll be giving an option to do a contractor self-fled site visit with information we'll have in a couple more slides after we go through the plans. We'll go through a brief overview of the project.
Did not update that slide. Scope of work for 10 bridges. Some of the work site restrictions to pay attention to, and then how we're going to handle questions.
So the work under this contract is for preservation of 10 existing bridges at Golden Gate National Recreation Area, which is spread between San Francisco and Marin counties in California. The work covers how federal highways classifies the bridges as category D&C bridges. And we normally associate lower letters with being a poor rating. It's actually a good rating. It's when we get into the B&A that we need like rehabilitation and replacement efforts. So category D&C just means that They're in need of the regular maintenance activities that we might not be able to task the park with because they're not staffed to do that, or they might not have the in-house expertise to perform the work themselves. So funding, we have high expectations that funds will be available and contract will be awarded.
The general scope of work includes concrete repair, guardrail repair, tree removal, storm water management installation, timber replacement and preservation, sidewalk joint repair, steel railing painting, hazardous waste removal, demolition work, and temporary works necessary to complete the work under this contract. So for example, traffic control.
So this is just a snip of the cover page of the plans to illustrate where the structures are located. It's essentially in four disparate sections of the park itself. So Crissy Field is located on a multi-use beach-ish pathway.
Point Lobos viaduct carries a roadway itself.
And then we have 5 structures in the Point Bonita corridor. Also in that region from Point Bonita is also Rodeo Lagoon, which there's two structures located in that area as well. And then in one of the most remote sections of the park, we have East Goot Creek.
Bridge, which services a parking lot for visitors who go to Stinson Beach.
So I just want to go through some of the work site restrictions that are, I think, the most important. All of this is highlighted in the specifications. Our work hours we've denoted in the specs are 8 to 5 Monday through Friday. However, weekend and early work may be permitted upon request and approval.
By the CO.
For the Point Lobos viaduct coordination, that is the structure that has fence removal and hazardous waste removal clean out. There are some unhoused that currently are underneath the structure and there are certain parameters that we need to follow.
to announce that we're going to be clearing out from underneath the structure and signs that we're going to need to post. So I'm just highlighting some of the more important steps in that notification process.
So contractor shall coordinate with the CEO in the park to coordinate the clearing operation, including scheduling the visitor and resource protection, also known as park police, to help with that effort. Contractor to notify the CEO in park a minimum of 30 days in advance of starting the work under the structure to provide time to schedule and coordinate these efforts.
The materials to be removed should be considered hazardous. Access routes to structure are shown in the plans and are restricted to within 100 foot of the sea wall.
The contractor shall avoid impact to the sea caves on the slope below Point Lobos
Viaduct. Equipment on the slope shall be limited to hand-carried equipment. No wheeled or tracked vehicles shall be permitted on the slope. And we have some photos in the plans, and I can walk through what those limits actually are. Prior to work on the structure, Advance notice of work shall be posted. Specific requirements are noted in the specifications. So we want signs posted on the structure down in the graded area so that those that are currently residing underneath the structure are adequately notified before they are.
to leave.
Some of the seasonal wildlife restrictions make this project a bit tricky because they don't necessarily overlap well. No removal of trees shall occur between January 1 and August 31st. No removal of vegetation greater than 8 inches in stature shall occur between March 1st.
and July 31st. No work shall occur at Point Lobos Viaduct or Chrissy Field between July 1st and May 15th. And then inspect section 0111001.7B, there's a visual Excel table that shows the permitted work windows and those that are not permitted. So it's like a red and green table to highlight what work can happen at what structure. So effectively, we have an essential work window of like September to February for most things.
is what it I think boils down to. And then coming back alternately, I think resuming some points in August, there are some activities that would be permitted before that September window opened again.
Cultural resources. So not too much outside of like the known history of the historical wartime importance of the area, but to avoid compaction of our known or unknown archaeological resources, contractors shall coordinate with the park archaeologists whenever proposal requires use of heavy trucks or equipment off of established roads or off established trails. This shall includes the middle of an access plan for review and approval of any locations where heavy equipment would be used. And the, I think the only area we thought that this An access plan would need to be submitted would be for Point Lobos Viaduct because you access beneath the structure along the beach itself. The Point Bonita corridor is a trail itself. It's paved.
East Goo Creek is on a roadway, the top of Point Lobos Viaduct. So some of the work up there is obviously on a roadway. And then Chrissy Field is on what would be considered an established trail.
For an in-person site visit.
We would request the following information be sent to our contracting officer and contracting specialist, Dane and Sam. We need the name of the contractor, name of the persons visiting the site, and dates the contractor will be on site. This information will be provided to the park.
and their visitor resource protection or park police will just be notified that contractors will be on site visiting the structures just in case someone decided to call it in. You guys would be cleared to go ahead and just make presence known to the park staff. Contractors that intend to visit the site must have this information provided by Thursday, August 27th at 12 P.m. Mountain Time. And then e-mail this information to Sam and Dane. And then I've just linked the plan your visit Golden Gate Rec Area.
for the latest information regarding closures and things like that. The Point Bonita Trust Bridge number one and two will not be available for review as they are behind a locked gate. And cell phone service is limited at the Point Bonita and Rodeo Lagoon structures.
When you're out on the Point Bonita Trail, sometimes you can get a bar of service, but when you're down below in that rodeo beach area, there's virtually no cell phone service. So just be prepared for that.
So now I'm going to transition to plan review. Let me share my other screen now.
Mmh.
Yeah.
So.
We've already seen the cover sheet.
This first year just illustrates the Point Bonita corridor. And when work is going on in this area, it will be closed to the public. So we've just noted here on the plans to install path closed ahead signs. We asked that contractor use this staging area just to the north of this main parking area where there's also a bathroom, just because there are other hiking trails and visitor interp opportunities right off the parking lot area.
Let's see anything else. We...
I think the biggest thing is that there's a lighthouse at the end of here. The Point Bonita lighthouse is an iconic visitation draw for people to the park. And it has not been accessible for some time now as the bridge to that lighthouse is closed. And that's not part of this contract, but we ask that contractors be respectful when they're out there performing work and don't go on that structure.
But at some point, if there are folks, because it is an active lighthouse from the park or the Coast Guard, we need to provide them access out there. Otherwise, the whole trail system is effectively closed to the public.
And then we've indicated some optimal staging areas along the way so that the path is cleared in the event that people need to get through to access Lighthouse or for an emergency issue.
And then we'll just jump to East Creek. So this is the Stinson Beach parking area complex. You could literally drive over this bridge and not notice it except for the fact that there is some white guardrail.
And the work on this structure essentially is comprised of replacing some missing hardware, tightening hardware, and replacing guardrail sections that have been damaged, and painting of the guardrail. So pretty straightforward.
Here's some photo of the damage guardrail and just a view looking to the...
South on the bridge, and then where the missing hex nut is on the base of the rail post.
This is the Rodeo Lagoon Bridge. There is a large tree. You can kind of see the shadow, even though our hatching overlaps it. That is where the tree to be removed
is. We've identified contractor staging up here in this pullout area just to the north.
This area, even though it is not visually, I guess you would say it's separated from the ocean, it does receive in high water events, it will turn more brackish, and so it is tidally influenced. And so some of the work underneath the structure will need to be paired with some of the tide tables as well. And then there is an impact on time of year, like if there's been heavy rains, The water will obviously be higher. We also have an optional staging area here to the southeast. The other thing to note is to access this area, this whole area of the park, Rodeo Lagoon and the Point Bonita Trail, there's a tunnel.
after you cross the Golden Gate and then exit to come across. And I think it's either a 5 to 10 minute delay for traffic on either side. It's A one-way tunnel that alternates with lights. So that's something to be mindful of. There are power lines overhead where the tree is to be removed.
And then, let's see, some of the work below deck. Let me just flip to the pictures here. So as you can see, you can get under there, and the water was higher at this time when we were doing a plan in hand visit, taking photos. But it will drop a little bit lower.
But just be mindful of that. Here are the power lines overhead of the tree to be removed. It is anticipated that to do this operation, there will be some temporary traffic control as larger portions of the tree are felled.
And then underneath here, we do have some spalls on the girders. And it's anticipated the equipment or materials that will be needed to do this will be hand carried underneath the structure.
And this is just an example photo of what a typical patch for the spall or the spall is that would need to be patched.
And then this is this is Point Lobos Viaduct. So this is the one where the unhoused are underneath the structure. So let's see here. This is the bridge location itself. And then Park has allocated some area approximately 2100 square feet.
in a parking lot just to the south and then over here on the right. So if you continue driving further south on the Great Highway, then you'll come to a secondary parking area. And that is where you can get larger pieces of equipment across the sidewalk because it's there's stairs before that just to the north. And then delineated essentially a path we would anticipate to be used that's not greater than 100 feet from the seawall along here. The sea caves are in this area on the plans where the call out is.
Let's see.
So here's a profile view. So we do have, there's work above deck on the structure and below. We called out some work to form and pour grout at the undermining on the wing wall. And Essentially, it would be...
You have your base area down here and then you hike up to do the repairs from here. This is the security gate that is underneath the bridge that will need to be removed.
And then there's some typical patching of spalls on the railing caps along the length of the structure.
Let's see here, there's some fixed, we have called out some repairs to some of the concrete walk panels.
This is that spall that would, or not spall, undermining that would get filled with grout. This is a typical spall on a railing cap to be fixed. This is that area above the structure on the walk that's called out to be repaired.
And this is just a view looking up at the structure at the grates that would need to be removed. Now, the photos here in the plans that are from underneath the structure, those have been provided by federal highways.
And.
We are just following their.
I guess called out repair essentially so.
This is the best information we have since we weren't able to get underneath the structure during review.
Um...
Let's see. So this is going to start the Point Bonita trail work. These next couple of sheets outline where the work limits are, the staging and the access, similar to that overview sheet.
And.
The.
A lot of this is just going to be repainting railings, concrete, patch repair, or fixing steel railings. So I'm going to flip to some of the work photos. So typical spall repairs on some of the girders.
This area is geologically active. So in the preservation lens, there are certain items that are included in that definition and some that are not. So that's why the scope is limited to what it is for these structures.
Um...
Pretty typical. Let's see. And then we, there is some erosion happening generally on the whole area, but we do have some trench drains that we're going to work on.
And then also installing some different storm water management. So if you notice, if you visit the site, driving in the whole Golden Gate Hillside across the bridge in the Marin County side, there's these hammerhead inlets. And that's what we're adopting for on the Point Bonita Corridor installation of a hammerhead inlet with some tie backs to secure it to the slope to help address some of the drainage issues.
So this just walks through that repair.
and then anchoring to the slope.
Let's see. So this is the first structure on the Point Bonita corridor. As you walk across, you can see there's currently an inlet there, but it doesn't function well. And that's where we're going to put in a trench drain and then put the hammerhead in to address some of the issues. And then Um...
I believe we call out some railing repairs here as well to help the erosion that's happened that's come up all the way to some of these posts.
And then, let's see, if you walk past the structure, so this is the tunnel that is locked that has the two structures behind it. We've identified some additional staging, and this is the tunnel entrance bridge itself. There is Extensive railing repair located here. And then what else do we have? So here's a view looking at the tunnel gate itself. And these are the railings we repaired. And then replacement of an existing expansion joint.
Um...
And then some of the concrete spall work.
And then we have Point Bonita Trust Bridge #1 and #2 behind the tunnel gate itself.
There's also, this is where the Point Bonita Lighthouse Bridge is. We've allocated some staging back here as well. And then On these truss bridge number one and two, there's essentially it's patching of fiberglass polymer, FRP. It's an FRP bridge. So patching some of that and then replacing some of the missing screws. The biggest item for these two structures is, and I'll just skip to the next one because they're right next to each other, there is a damaged conduit that needs to be replaced. And that power line goes all the way back up to the parking lot for this trail.
and it powers the lighthouse. So there'll be, there are some coordination requirements noted in the specifications for that.
and part contact will help coordinate between themselves and the Coast Guard on notification for that work. Again, cleaning and patching FRP truss bridge, replacing missing screws.
and then the conduit work itself. And then our last structure is the Crissy Field Bridge and This work needs to be done half of a bridge width at a time to allow pedestrian traffic through. It's essentially just work on the deck planks itself, planing them down and then replacing any missing bolts.
Hardware.
And then this is just a photo of the width. As you can see, it's pretty wide structure.
And so the park in the past has had no problem maintaining trail traffic through it as they've worked on it.
Oh, I forgot. We totally forgot the Rodeo Lagoon Pad Bridge. So there's another trail bridge in the Rodeo Lagoon area that crosses the tidally influenced area. So this work will also need to be reviewed against tide tables and time of year water elevations. We did not seek out any permits for this, so no in-water work is allowed. It's anticipated that there are methods that will allow a contractor to swap out missing structural elements without actually needing to be in the water for the work itself. So parking all along here, a portion of it has been designated for staging about 2,600 square feet.
This can be closed, this trail can be closed for the duration of the work.
Let's see, let's jump to some of the photos here. So there's, it's a wooden supported FRP bridge. There's heavy decay on some elements of the structure itself, as you can see here in photos four and five.
And.
Let's see here.
I don't think it called out. So some of these elements are called out to be replaced.
and fix the missing hardware.
See, let me go back here.
Just.
And...
Let's see. These are the repair details for some of the more larger structural elements that are to be replaced.
And...
I think that's pretty much it for the...
the work on the bridge itself. It's just being mindful of the title influences to be able to get the access that's needed to essentially jack the structure up to replace some of those beams.
And.
And then...
On this one, especially because it's anticipated, contractor will be walking around in the low tidal area underneath the structure. Clothing, shoes, and other equipment must be cleaned of all soil debris and thoroughly cleaned with 70% alcohol or Lysol.
prior to entering the site in or between sampling locations to avoid the introduction of pathogens or invasive weeds.
I think, so this, on the other side of this bridge can be accessed from other parts of the park. And so if there's an emergency, of course, and that's the fastest way for people to leave. Ingress and egress would need to be provided in an emergency situation.
And.
And then the bridge should be open to the public on weekends. This is the other big item on that one.
Let's see, we need to go back to the PowerPoint.
Questions after the pre-proposal conference. Direct all questions. Oh, I did not update this. Direct all questions to Sam Cahill and Dane Cooper. All questions and answers will be provided to all prospective offers by amendment to the solicitation along with the recording of the pre-proposal conference.
Request for proposal shall only be changed by formal amendment issued by the contracting officer in Sam.gov. Cutoff for questions is August 31st at 9 A.m.
Mountain Time.
And that's all I have.
Cooper, Dane C 30:02 All right, thanks, Jen. Yeah, just to recap, questions are due 31 August, that will be updated and amended in the solicitation itself, which I believe states August 28th. So we'll be updating that in the next couple of days. But otherwise, thanks for joining.
We appreciate your interest in the project and Hope to see a proposal from you soon.
