About this opportunity
The U.S. Army Corps of Engineers, Engineering District Pittsburgh (ENDIST Pittsburgh), is surveying industry through an RFI on Temporary Emergency Power ahead of any solicitation, with responses due November 30, 2026. No set-aside is used. The survey is fact-finding only, not a solicitation or request for proposals, and it gathers non-proprietary feedback on logistics, mobilization sequencing, subcontractor relationships, and drivers of cost and risk. Responses are completed through an online survey link. Results will inform further scope considerations and the need for more industry outreach.
Missions can take place anywhere in the United States and its territories. The attached sample Performance Work Statement requires the contractor to provide all labor, equipment, materials, and supplies across three phases: Mission Readiness, Mission Mobilization, and Mission Execution. Mobilization must occur within 21 hours of Authorization to Proceed for Quadrants I-III and within 24 hours for Quadrant IV, which covers Alaska, Hawaii, Guam, Puerto Rico, U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. Required activities include pre-installation inspections, generator installation to National Electrical Code standards, daily preventative maintenance, 240-hour servicing, and 48-hour de-installation. The contractor must maintain a cloud-based mission monitoring system with 97% uptime, deliver Daily Expenditure Reports, Generator Maintenance Profiles, and Generator Inventory Reports, and comply with EM 385-1-1 and OSHA requirements. Malfunctions require response within 30 minutes.
Compensation uses deployment packages covering regular and standby labor, equipment, per diem, and reimbursable costs, priced in separate attachments, with task orders issued on a not-to-exceed basis.
