About this opportunity
The USDA Forest Service is soliciting proposals for the reconstruction of the Guinavah-Malibu Campground and Amphitheatre in Logan Canyon, Utah, under the Great American Outdoors Act (GAOA) funding. The base contract includes constructing a new entrance road and intersection with trailhead parking, building a right turn lane on US Highway 89, removing existing roads and site furnishings, demolishing one toilet building, and constructing a major site sign. Multiple optional bid items are available, including west and east side campground development, asphalt pavement installation, pavilion construction, amphitheater restoration, and an interpretive trail with bulletin boards. Special emphasis is required to protect and retain existing Civilian Conservation Corps (CCC) historical features throughout the site. Proposals are due by August 28, 2025, at 1:00 PM Mountain Time, and will be evaluated using a tradeoff process where technical factors are more important than price.
This opportunity is designated as a total small business set-aside with an estimated contract value between $1,000,000 and $5,000,000. The work must be completed within 365 calendar days of contract award, with an anticipated start date in Fall 2025 or Spring 2026. The contractor must provide both performance and payment bonds for the project. The place of performance is specifically located at the Guinavah-Malibu Campground in Cache County, Utah, within the Uinta-Wasatch-Cache National Forest. Davis-Bacon wage determinations apply to this highway construction project, with prevailing wage rates established for Cache County, Utah. The Forest Service has issued two amendments to the original solicitation, adding a past performance questionnaire requirement and providing answers to technical questions submitted by potential bidders.
