About this opportunity
The USDA Forest Service is seeking comprehensive reconstruction services for the historic Guinavah-Malibu Campground and Amphitheatre located in Logan Canyon, Cache County, Utah within the Uinta-Wasatch-Cache National Forest. The project involves a base bid that includes constructing a new entrance road and central intersection with trailhead parking, building a right turn lane on US Highway 89, obliterating existing roads, removing all current site furnishings and one toilet building, and constructing a major site sign. Multiple optional bid items are available including west and east side campground development with new loops and facilities, asphalt pavement installation, pavilion construction at group sites, amphitheater restoration with new seating and accessible pathways, and an interpretive trail with bulletin boards. The government will evaluate proposals using a tradeoff process that considers technical factors and price, with non-price factors being more important than cost, specifically focusing on contractor experience and past performance. Proposals are due by August 28, 2025 at 1:00 PM Mountain Time and must be submitted electronically to Christine Hansen.
This procurement is designated as a total small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction). The contract duration is 365 calendar days with work anticipated to begin in Fall 2025 or Spring 2026. Special attention is required to protect and retain existing Civilian Conservation Corps (CCC) historical features throughout the reconstruction process. The project will be performed in Logan, Utah, and wage rates will be governed by Davis-Bacon Act requirements with minimum wages ranging from $15.77 to $41.23 per hour depending on job classification.
