About this opportunity
The Department of Agriculture Forest Service seeks quotations for replacement of asbestos cement water pipeline at Ross Springs-Red Canyon in the Flaming Gorge National Recreation Area, Utah, with quotations due November 21, 2026. This is a Total Small Business Set-Aside with a 90-calendar-day performance period commencing Spring 2027.
Place of performance is Naples, Utah (Flaming Gorge Ranger District, Ashley National Forest, Daggett County, approximately 25 miles southwest of Manila). Work scope includes installation of 4,450 linear feet of 4-inch HDPE water main (most shallow-bury or ground-laid, covered with government-furnished fill), covering an additional 1,150 linear feet of existing pipeline with imported fill, installation of two combination air-vacuum relief valves with utility boxes, associated valves, daylight drains, pumpout drains, and connections to existing lateral mains and services. The contract requires pressure testing at 100–160 psi, comprehensive flushing, bacteriological examination following chlorine disinfection at 50 mg/l residual, and maintenance of unplanned utility interruptions restoration within 36 hours. Contractors must comply with stream protection plans, NPDES permits, sediment and erosion control measures, and equipment pressure-washing. All materials must meet AWWA C901 and C906 standards. Minimum 18-inch burial depth and 1 percent slope to drain are mandatory. Government furnishes soil backfill from Lucerne Campground wastewater treatment lagoons, approximately 8 miles east of Manila.
NAICS 237110, PSC Z2NE. Firm fixed price, one anticipated award. Contractors must begin within 15 calendar days of award and complete all work within 90 calendar days after notice to proceed. Performance and payment bonds at 100 percent of contract price are due within 15 days of award. Davis-Bacon wage rates apply. Technical evaluation emphasizes relevant experience (minimum two similar projects within five years), ability to meet required schedule, and exceptions to SOW requirements.
