About this opportunity
The Department of the Air Force Air Mobility Command is seeking an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for underground utilities services at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The contract will cover repair and construction of water, sanitary sewer, and stormwater systems, including work on lift stations, water wells, treatment plants, infrastructure improvements, concrete work, asphalt paving, and related civil engineering services. Evaluation will use a best value tradeoff procedure, with past performance significantly more important than price, focusing on confidence ratings from contractors' previous relevant work. The solicitation (FA448424R0026) requires a mandatory site visit and detailed proposal submissions, with proposals due by May 8, 2025, at 3:00 PM local time. Contractors must submit three volumes: Contract Documents, Past Performance, and Price, with specific guidelines for each section.
The contract is set aside for total small business participation and is structured with a base year and three one-year option periods, running from August 13, 2025, through August 12, 2029. The total potential contract value is up to $5,000,000, with task orders issued on an as-needed basis for infrastructure repairs at McGuire AFB in New Jersey. Contractors must meet minority participation goals of 17.3% and female participation goals of 6.9% for construction work. Performance and payment bonds will be required, with a 10-day bonding period and 365-day performance timeline for each task order. The government intends to award to three vendors, though they reserve the right to award fewer or more contracts based on the evaluation results. Contractors will be assessed in the Contractor Performance Assessment Reporting System (CPARS), with these ratings potentially impacting future task order or contract awards.
