STATEMENT OF WORK

April 3, 2025

1 DESCRIPTION OF SERVICES. The work consists of furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required to REPAIR POTABLE WATER SYSTEM, GENERAL PURPOSE AIRCRAFT SHOP, B1817, Project Number PTFL24-1007, at Joint Base McGuire-Dix-Lakehurst (JBMDL). The Contractor shall perform all work as described herein the Task Order SOW, Task Order Drawings (REPAIR POTABLE WATER SYSTEM, GENERAL PURPOSE AIRCRAFT SHOP, B1817), Utilities IDIQ Contract Specifications and Drawings, and any other contract documents.

IMPORTANT NOTE: When a conflict occurs between the Task Order Statement of Work PTFL24-1007 and the Utilities IDIQ Specifications, the Task Order Statement of Work PTFL24-1007 shall govern, unless the Utilities IDIQ Specifications are more stringent.

2 PERIOD OF PERFORMANCE (POP): The Period of Performance is 180 calendar days from the date the resultant Task Order is issued.

3 REQUIRED PERMITS: The Contractor shall obtain ALL required permits and documentation prior to work commencement. Agencies that require permits include but are not limited to: New Jersey Department of Environmental Protection Bureau of Water System Engineering, the Burlington County Soil Conservation District, and the Ocean County Soil Conservation District. Permit applications to the appropriate Soil Conservation District are required for soil disturbances that exceed 1 acre. The 1 acre of disturbance is a combination of all tasks and is not per task. The 787 CES Environmental Office will assist the Contractor in completing the NJDEP Bureau of Water System Engineering application package for a water main construction permit pursuant to the New Jersey Safe Drinking Water Act. The Contractor is responsible for submitting the application and paying all expenses and fees associated with submitting the application package and obtaining the permits. Permit application to the appropriate Soil Conservation District is required for any task that involves soil disturbances that exceed an acre. Erosion and Sediment Controls as outlined in the specifications and plan sheets are required for all work that causes a soil disturbance regardless of the requirement for a permit from the appropriate Soil Conservation District.

The Contractor is responsible for reviewing all tasks to identify any other required permits, preparing and submitting the necessary paperwork and fees, and obtaining all required permits. This work does not require wetland permits. Requirements and procedures associated with the Digging Permits are described elsewhere in the specifications and contract document and are also the responsibility of the contractor.

CONTRACTOR IS RESPONSIBLE FOR DEVELOPING THE ENGINEERING

DRAWINGS, COMPLETING AND SUBMITTING THE APPLICATION, AND PAYING

THE FEES FOR THE APPLICABLE PERMITS.

4 REQUIREMENTS: Contractor shall provide all the necessary labor, equipment, materials, transportation and supervision to accomplish the following work as described herein and in the project drawings, specifications, attachments, and other contract documents. The general outline of principal features does not in any way limit the responsibility of the contractor to perform all work and provide all the necessary labor, equipment, materials, transportation and supervision to accomplish a complete and permanent job to adequately fulfill the intent and to deliver a work product(s) that complies with its intended purpose. Contractor shall make necessary field adjustments and provide and install all materials and components that are necessary for a complete and functional installation. Contractor shall verify all dimensions and job conditions prior to submitting their proposal. Exact location of new water mains and service lines shall be field verified. Contractor shall submit all materials for approval. Refer to the IDIQ Specifications and the Submittal Register. Contractor shall provide all Soil Erosion and Sediment Control drawings as necessary for soil district permit applications.

Contractor shall furnish to the Contracting Officer for approval as soon as practicable, and in no event later than 14 calendar days after receipt of the notice to proceed, a quality control plan specific to the work under the task order, which shall include: the personnel, procedures, instructions, and records to be used.

FOR ALL TASKS, CONTRACTOR SHALL PROVIDE A SURVEY WITH GIS SHOWING

THE EXACT LOCATION AND DEPTH OF THE NEW WATER LINES, VALVES,

HYDRANTS, PIVS, AND EXISTING UTILITIES IN THE WORK AREA. CONTRACTOR

SHALL MAINTAIN UPDATED RED-MARK AS-BUILT DRAWINGS AT THE SITE

DURING THE COURSE OF THE WORK.

4.1 BASE BID – TASK 1: REPAIR POTABLE WATER SYSTEM, GENERAL PURPOSE

AIRCRAFT SHOP, B1817

4.1.1 Extend the 8” PVC C-900 main installed under PTFL20-1008, then transition to a 4” PVC C- 900 service line for Building 1817. Contractor shall install a new gate valve for the B1817 service line outside of the airfield fence. The service line shall be brought into the mechanical room then connected inside the building (size to match existing and be field-verified by Contractor). At locations where new penetrations are required, Contractor shall core drill the opening and install a sleeve prior to installing the new service line. The space in between the sleeve and the service line shall be grouted and waterproofed. Contractor shall install a ball valve inside the mechanical room at a point where shop personnel can easily access the valve to shut off water to the building. All new pipes shall be installed with tracer wire and surveyed with GIS as part of the As-Built drawings (refer to the As-Built Drawing Specifications section). Contractor shall provide temporary fencing where the existing airfield fence is to be removed to allow access for the work. The temporary fencing is needed to maintain security of the airfield. Temporary fencing shall be installed before starting excavation and maintained throughout construction. Contractor shall reinstall fencing with new concrete footings for the fence posts and hardware to match existing. Contractor shall pave/grade/seed area to restore site and to reinstall permanent fencing. Contractor shall coordinate fence removal with 787 CES, JBMDL Security Forces, and Airfield Management (Building 1730, POC Mr. Keith Taylor) to ensure proper security measures are in place. Workforce Management can assist in applying for necessary permits and/or mark-outs on the airfield. Contractor shall also install temporary construction fencing at staging/storage area and construction area (open pit/open trench) in accordance with the requirements in paragraph 6.1.5 of this Specification Section.

4.1.2 Groundwater levels in the project area are approximately 7 feet below ground surface. Work shall be conducted when groundwater levels are lowest. Contractor shall take all necessary actions to avoid dewatering. Contractor shall dig test pits to verify the location of the utilities.

For bidding purpose, use a total of 50 cubic yards to a depth of 5 feet.

4.1.3 Install a water meter at Building 1817. The water meter shall be sized to match the existing pipe diameter and shall not in any way jeopardize or restrict the water supply for the facility.

Use AWWA M6 and AWWA M22 for water meter selection and sizing. The meter shall be installed in the mechanical room of the facility it is measuring, as close to the domestic water service entrance as possible, and no greater than four feet above the mechanical room floor.

The meter installation location shall be selected to prevent unnecessary blockage of walkways and be easily accessible for manual reading, maintenance, and repair. Locate meters after the fire service connection so that only non-fire building flow is measured. The meter shall be properly supported from underneath. The meter supports shall be installed as per meter manufacturer’s recommendation and attached to the wall or floor surface. All new piping and fittings shall comply with NSF Standard 61 for potable water use. All meters must be easily

acceptable for manual reading, maintenance, and repair. Any piping that needs to be rerouted or added to comply with the specifications shall be copper and insulated if the removed pipe was insulated.

4.1.4 The water meter shall be AMR ready and comply with all applicable codes and standards including but not limited to: NESC, JCP&L requirements, IEEE-C2, NFPA 70/72/90A/101, UL, NEMA, FM, ICEA, and UFC 3-230-01 (refer to the AMRS Meter Specifications section).

Contractor shall wire the new water meter to the AMRS electrical meter in the mechanical/electrical room of the building and test to ensure that it is working and reading properly. This connection and wire shall be run in galvanized steel conduit. Use Unistrut or similar slotted channel support system to attach the conduits to the wall and ceiling. Install new water meter 2-wire output wiring in the galvanized steel conduits from the meter to the building main distribution electrical panel. Leave a 15 foot length of wire coiled up and labeled “AMRS water meter” with the install date. All cables and wires stemming from the meters shall be properly protected and installed in galvanized steel conduit. The meter will be wired to the AMR system in the building it is installed in. If the AMR system is not set up in the building, then the meter shall have its pulse data wire run to the main electrical service panel or electrical service entrance where a meter would be installed. Contractor shall indicate the meter size and type for each facility in addition to manufacturer information.

4.1.5 Install a backflow preventer after the meter at Building 1817 on the new domestic service line (see Figure 1). Backflow preventers shall be in the double check valve style per AWWA C510.

Installation shall be compliant with AWWA M14 for backflow prevention principles and AWWA C511 for reduced-pressure principal backflow prevention. Both the meter and backflow preventer must be compatible with the existing water line and sized appropriately.

Contractor shall indicate the backflow preventer size and type for each facility in addition to manufacturer information.

4.1.6 Contractor shall keep the existing fire service line in place (see Reference Drawings – Drawings of Building 1817 dated 2014). If the existing fire hydrant is verified to be connected to the existing fire service line, the fire hydrant and valve shall be kept in service and in place.

4.1.7 Provide new piping with a minimum of 3.5’ cover in the grass and backfill above water main to match existing. Contractor shall provide all dewatering as necessary to perform the work.

Contractor shall remove any unsuitable material and replace with new NJDOT approved suitable backfill material. Grade and seed any disturbed areas to restore the work site to initial conditions.

4.1.8 Cap and cut the existing Building 1817 domestic service line outside the airfield fence line.

Install plugs or caps at each end of the pipe sections to be abandoned and at each location where the pipe was cut or valve was removed. All pipes that are to be abandoned in place shall be left whole, grout-filled, and documented on the As-Built drawings. All existing domestic water lines and mains outside of the airfield shall be removed and disposed of.

4.1.9 Patch all roads, sidewalks, and curbs damaged during construction to match existing. Repave areas where pavement is demolished for pipe installation and repaint appropriate pavement markings to match the previous layout.

4.1.10 Work schedule shall be coordinated with the 787 CES COR and JBMDL Security Forces. All water service disruptions shall be scheduled two weeks in advance. Contractor shall conduct any work with proximity to the airfields with caution. Markout flags shall be removed immediately when no longer needed.

4.1.11 Contractor shall provide construction fencing per IDIQ Section 00 22 13.

4.2 OPTION ITEM – TASK 2: CONNECT EXISTING FIRE HYDRANT TO NEW

WATER MAIN

4.2.1 Contractor shall keep the existing fire service line in place (see Reference Drawings). If the existing fire hydrant is connected to the existing water main, the Contractor shall connect the existing fire hydrant to the new water main. Provide new 6” PVC C-900 pipe from the new water main to the existing fire hydrant shutoff valve.

4.3 OPTION ITEM – TASK 3: REMOVE EXISTING FIRE SERVICE LINE

4.3.1 If 787 CES determines that the existing fire service line is in poor condition, the following work shall be completed under this Option Item – Task 3: Contractor shall cap the fire service line near the point of connection to the new main installed under PTFL20-1008. The fire service line shall then be removed from the cap to the existing PIV outside Building 1817; all removed pipe and appurtenances shall be disposed of off base in accordance with all environmental requirements and laws. The section of remaining fire service line and PIV shall then be connected to the new 8” PVC C-900 water main. Contractor shall install new 6” PVC C-900 pipe from existing PIV to the new water main (length is approximately 120 LF, Contractor shall verify).

4.3.2 If the existing fire hydrant is connected to the fire service line, the Contractor shall connect the existing fire hydrant to the new water main. Provide new 6” PVC C-900 pipe from the new water main to the existing fire hydrant shutoff valve.

4.4 OPTION ITEM – TASK 4: INSTALL AN INSERTION VALVE ON THE FIRE

SERVICE LINE

4.4.1 Install an insertion valve on the existing fire service line (size to be field verified) near the point of connection to the new water main installed under PTFL20-1008. Exact location of insertion valve shall be determined in the field with 787 CES. For bidding purpose, assume that the insertion valve will be installed on a 6-inch pipe. Contractor shall field verify the size of the pipe prior to ordering the insertion valve and performing the work.

4.5 OPTION ITEM – TASK 5: HAND DIG AROUND UNIDENTIFIED AND/OR

UNMARKED UTILITIES

4.5.1 Contractor is responsible for submitting all applications for utility location mark-outs through the appropriate agencies. This task is intended to provide compensation for additional work necessary when the required mark-out coordination has been accomplished and unidentified and/or unmarked utilities are encountered.

4.5.2 This task includes hand-digging around the unidentified and/or unmarked utility line as required to facilitate the work.

4.5.3 Payment will be made as a lump sum for each unidentified and/or unmarked utility encountered. For bidding purpose, Contractor shall assume 30 cubic yard of hand excavation to a depth of 4 feet.

4.5.4 Prior to performing any work under this task, Contractor shall provide location information of the unidentified and/or unmarked utility line and an explanation of how and why the line interferes with the work to the Contracting Officer Representative. No work shall be accomplished under this task until approved by the Contracting Officer Representative.

4.6 OPTION ITEM – TASK 6: REPAIR DAMAGED UNIDENTIFIED AND/OR

UNMARKED UTILITIES

4.6.1 Contractor is responsible for submitting all applications for utility location mark-outs through the appropriate agencies. This task is intended to provide compensation for additional work necessary when the required mark-out coordination has been accomplished and unidentified and/or unmarked utilities are encountered and damaged.

4.6.2 This task includes all work necessary to repair the damaged utility line/lines to the standards set forth in the contract documents.

4.6.3 Payment will be made as a lump sum for each unidentified and/or unmarked utility encountered and damaged. For bidding purpose, Contractor shall assume utility line/lines are two communication ducts located three feet below grade and two gas distribution lines located three feet below grade.

4.6.4 Prior to performing any work under this task, Contractor shall provide location information of the unidentified and/or unmarked utility line and an explanation of how and why the line interferes with the work to the Contracting Officer Representative. No work shall be accomplished under this task until approved by the Contracting Officer Representative.

4.7 OPTION ITEM – TASK 7: PFAS TESTING FOR DEWATERING

4.7.1 If dewatering is necessary, the Contractor shall conduct PFAS testing per EPA Draft Method

1633. Groundwater samples for the PFAS testing shall be obtained via a drilling machine at one (1) location for every 600-ft of new main where dewatering is determined to be necessary to install the main. The company conducting the PFAS testing shall be NJDEP approved.

Contractor shall be responsible to submit the applicable and pay any permit fees that are required.

4.7.2 All work shall be conducted in accordance with OSHA Standards. Contractor shall use appropriate personal protection equipment (PPE) as required.

4.7.3 Contractor shall submit the test results to the Government. If PFAS is detected and dewatering is necessary to complete the contract work, the Government will issue a Request for Proposal to treat and dispose of the contaminated groundwater.

5 GENERAL AND TECHNICAL REQUIREMENTS: The requirements listed below shall apply to ALL TASKS. Contractor shall refer to the Specifications for additional requirements and information.

5.1 Contractor shall verify all conditions and dimensions at the job site before proceeding with the work. Contractor shall dig test pits to verify the location of the utilities, refer to Task 1, paragraph 4.1.2. Contractor shall notify the Contracting Officer where a conflict occurs on any of the contract documents. Contractor shall not order material or install and/or construct any portion of the work that is in conflict until conflict is resolved by the Contracting Officer.

5.2 Contractor shall comply with all Federal, State, Local, and Installation Safety Regulations, Army Corps of Engineers Safety Manual EM 385-1-1, UFC 3-430-9, and all applicable OSHA Standards. All trenching, pipe laying, and backfilling shall be in accordance with Federal OSHA Regulations.

5.3 Contractor shall comply with all Industry Standards, American Water Works Association

(AWWA) Standards, JBMDL Installation Standards, Uniform Plumbing Code, MSS Standards, NFPA Standards, UFC 3-230-01 Water Storage and Distribution, and UFC 3-430- 9 Exterior Mechanical Utility Distribution. The Contractor shall provide SOW (Scope of Work), an APP (Accident Prevention Plan), Traffic Plan, and AHA’s (Activity Hazard Analysis), to JBMDL Safety Office prior to any work commencing. The contractor shall follow the EM385 1-1 (Nov 2014) Appendix A at a minimum.

5.4 Contractor shall furnish and install all items indicated on the drawings and specifications and all items necessary to complete each task. Work includes the procurement of all materials, installation, and the disinfection, testing, and restoration of all areas affected by water line installation and replacement. Work includes the replacement and installation of new valves as part of their placement to the water distribution system.

5.5 All materials used in construction of the water system’s components that come in contact with drinking water shall meet ANSI/NSF Standard 61.

5.6 Contractor shall coordinate all proposed utility demolition/replacement with the Contracting

Officer prior to the start of work. Any interruption to utility services shall be scheduled with the Contracting Officer through the 787 CES Quality Assurance Representative (QAR) a minimum of ten (10) working days prior to the scheduled utility interruption.

5.7 Contractor is responsible for obtaining all road closure permits/approval and any other permits

that are required by the authority having jurisdiction.

5.8 Contractor shall coordinate the exact layout of all new pipes, valves, hydrants, and associated components in the field with the 787 CES QAR.

5.9 All dimensions and conditions on the drawings shall be checked and verified in the field before starting work. The existing drawings and site plans may not be complete or entirely accurate.

The location of all existing utilities and appurtenances shall be considered approximate and shall not be relied upon as being exact or complete. The location of all utilities shall be verified by the contractor prior to any work. Any discrepancy shall be called to the attention of the Contracting Officer for a resolution before proceeding with the work. Contractor should take extra precaution when working near the existing Government-owned communications duct banks and cables and commercially-owned communications cables. Prior to any work, Contractor shall perform a detailed field investigation to determine the existing as-built conditions and configurations. Contractor shall verify the location of the commercially-owned communications cables that belong to companies such as Verizon and Comcast.

5.10 Prior to any underground excavation, Contractor shall call and obtain approval from the “One

Call” program for underground utility identification. Phone 1-800-272-1000. Contractor shall also call and obtain local (JBMDL) identification of underground utilities and approval for excavation. For work at the Dix area, Contractor shall contact PRIDE Industries Work Order Desk, phone 609-562-2472. For work at McGuire and Lakehurst areas, Contractor shall contact the appropriate JBMDL McGuire or Lakehurst Shops.

5.11 All utility markings, flags, etc. shall be maintained by Contractor after the responsible work center/shop identifies/locates them. Contractor shall take precautions to protect existing infrastructure. If a utility is severed or damaged due to neglect or if attributed to the fault of the contractor, then Contractor shall repair and return the utility back to the same condition it was in prior to the damage.

5.12 It shall be the responsibility of Contractor to relocate all utilities which conflict with the proposed improvement shown in the plans. Contractor shall make any adjustments as necessary at their expense in order to accommodate the installation of all new work and to ensure that all work is in conformance with the separation distances required when near other utilities.

5.13 Contractor shall employ storm water quality best management practices (BMPs) and all

NJDEP requirements during construction.

5.14 All applicable erosion and sediment control practices (i.e. silt fences and/or straw bales) shall be in place until construction is completed.

5.15 Contractor shall provide adequate dust control measures for all disturbed areas, as warranted, to minimize the transport of soil by wind and traffic. Contractor shall minimize the area disturbed subject to wind erosion and the time that the area will be exposed to wind erosion.

5.16 Contractor shall ensure that all storm drain inlets, catch basins, swales, etc. within and near the project area are kept free from materials that may hamper the performance of the drainage

system. Upon completion of the project, Contractor shall remove all accumulated sediment, debris, equipment and dispose of all unsuitable or excess materials from the project site in accordance with all Federal, State, and Local regulations.

5.17 Contractor shall preserve and protect all existing trees and vegetation not scheduled to be removed.

5.18 Contractor shall be responsible for the security and maintenance of the construction site at all times. All construction debris shall be removed from the site on a daily basis, in accordance with Federal, State, and Local regulations. Burning of any debris is not permitted.

5.19 All ingress and egress to the construction site shall be kept accessible and unobstructed at all times. Construction equipment and vehicles shall not obstruct any roadways and/or passageways. Contractor shall ensure that their operation does not prohibit the passage of traffic at any time.

5.20 Contractor shall coordinate street closure with JBMDL and/or local municipality police. Any expenses incurred, including providing flagmen and traffic control, will be the responsibility of the contractor.

5.21 Contractor shall be responsible for protecting all existing and new work from damage. Any damage caused by construction activities shall be repaired immediately at Contractor’s expense. Any damage to off-site right of way, public roads, or adjacent properties shall be repaired immediately at Contractor’s expense.

5.22 Contractor shall restore all exterior areas (grading and seeding, sidewalks, pavements, track, roads, curbs, etc.) where damaged. Any damage as a result of construction activities shall be repaired by Contractor at no additional cost to the Government. Contractor shall be responsible to repair all damage, including any damage to landscape, sidewalks, streets, paving, curbs, gutters, storm drains, manholes, valves, fences, other exterior structures, and building exteriors. Contractor shall patch all roads, sidewalks, track, pavement, and curbs that are damaged during construction to match existing. All work shall be restored in a manner satisfactory to 787 CES QAR and to the local authority having jurisdiction.

5.23 The Contractor shall provide adequate barriers, fences or other measures to keep vehicular and pedestrian traffic away from the construction area and protect people from hazard. The Contractor shall provide additional safety devices (barricades, lights, signs, etc.) as required to ensure the safety of all persons driving and accessing the surrounding area and buildings.

Contractor shall be responsible for maintaining public safety and securing the site at all times.

5.24 Contractor shall maintain a clean site and store material and equipment in an area designated by the QAR.

5.25 Unless noted otherwise, all existing utilities shall remain active at all times. Temporary bypass systems shall be provided by Contractor as required to maintain utilities active during construction. All new utility systems shall be operational prior to the removal or abandonment of any existing systems.

5.26 Contractor shall protect all existing utility structures (i.e. valves, clean outs, manholes, etc.)

in the work area that are to remain in place. Contractor shall adjust all existing utility structures and covers that are to remain to the finish grade elevations as required.

5.27 Refer to Section 02 08 00 for Asbestos Removal and the New Jersey Department of

Environmental Protection for additional information. Prior to beginning work, Contractor shall send copies of the asbestos workers’ training certifications, medical clearances, and fit tests and a copy of the asbestos company’s license and insurance to 787 CES/CEIEC. During the working phase of the project, Contractor shall provide copies of any air monitoring results to 787 CES/CEIEC. Upon completion of the project, Contractor shall ensure that a representative from 787 CES/CEIEC sign the asbestos waste shipping manifest.

5.28 Contractor shall remove and dispose all piping, valves, hydrants, etc. indicated on the drawings/plans to be removed. Demolition work shall include all incidental surface improvement and material not specifically denoted, but required to complete the work. All materials removed shall be disposed of legally off-site and off-base in accordance with all State and Federal Regulations.

5.29 Contractor shall relocate all utilities which conflict with the proposed improvement shown in the drawings. The Contractor shall make any adjustments as necessary at his expense in order to accommodate the installation of all new work.

5.30 Contractor shall coordinate water shut down with JBMDL through the 787 CES QAR.

5.31 Contractor shall replace/upgrade existing pipes with new pipes of the size indicated on the drawings.

5.32 Where practicable, water mains shall be aligned parallel to the curb line at a distance of approximately 5 feet from the street side of the curb. Contractor shall coordinate the exact layout with the 787 CES QAR.

5.33 Water pipes must be laid in separate trenches at least 10 feet from the sewer pipes.

5.34 Service lines shall be extended and/or replaced where necessary and when existing service lines are asbestos cement pipe. New valves shall be installed at each service line to connect to the new water mains.

5.35 All water lines shall be installed with the top of the pipe at a minimum depth of 3.5 feet below grade. Greater than 3.5 feet over potable water lines might be required when other utilities are in the way. Finish grade shall match existing grade.

5.36 Contractor shall be responsible for all tap and tie-ins required, as well as underground service connections to the existing buildings and facilities. Contractor shall replace all lateral connections, elbows, tees, and valves as required. All laterals shall have new valves.

5.37 All new water pipes 4” and greater shall be Polyvinyl Chloride (PVC) AWWA C900, plain end or gasket bell end, with a minimum Pressure Class 235 (DR 18).

5.38 All new water pipes 3” or smaller (i.e. water service line) shall be PVC Schedule 40, Iron Pipe

Size (IPS) conforming to ASTM D1785. Provide elastomeric-gasket, threading, or solvent cement joints. Pipe and fittings shall bear the seal of the National Sanitation Foundation (NSF) for potable water service. Pipe and fittings shall be supplied from the same manufacturer.

5.39 All pipes and fittings, and all materials which come in contact with drinking water, shall conform to NSF Standard 14 and NSF Standard 61.

5.40 All water piping shall comply with the following regulatory requirements:

5.40.1 Comply with NSF/ANSI 61 and NSF 372 for materials for potable water piping, components, and specialties for domestic water.

5.40.2 Comply with lead content requirements for "lead-free" plumbing as defined by the U.S. Safe Drinking Water Act effective January 2014; comply with NSF/ANSI 14 for plastic potable water piping and components.

5.40.3 Provide plastic pipe and fittings, bearing the seal of the National Sanitation Foundation (NSF) for potable water service.

5.40.4 Comply with NFPA 24 for materials, installation, and testing of fire main piping and components.

5.41 Contractor shall install all pipes and appurtenances in accordance with the applicable AWWA standards in effect at the time of application.

5.42 All valves shall be resilient seated wedge gate valves, non-rising stem-type with mechanical joint ends. Resilient seated wedge gate valves shall conform to the requirements of AWWA C500, AWWA C515, or AWWA C509.

5.43 All valves shall be installed with valve boxes. Valve boxes shall be of the adjustable extension type and shall be cast iron. Covers shall bear the word “WATER”.

5.44 Fire hydrants that are indicated to be installed shall conform to ANSI/AWWA C502, 250 working pressure, Dry Barrel Hydrants. All hydrant barrels shall be factory-painted red in accordance with local potable water system standards. Hydrants shall have a valve opening size of 5- 1/4” and shall be Mueller Centurion Model A423, or approved equal. Each hydrant shall have one 5” straight Storz pumper nozzle, fitting over a 4-1/2” NH connection, and two 2-1/2” NH hose nozzle connections at 18” AFF, all with tethered caps. New hydrants, relocated hydrants, and existing hydrants shall be supplied by a 6” diameter pipe with a 6” gate valve. Hydrants shall be provided with concrete thrust block at 90 elbow to hydrant and with concrete collar around riser pipe at grade. The pumper/LDH (Large Diameter Hose) connection shall face the street. Hydrants shall be installed 3’ to 7’ from the curb with a marker tube. Each hydrant shall be marked by a brass ID tag, provided by Contractor, with the ID number specified by JBMDL. Contract shall install a spring loaded SS hydrant location marker tube at each hydrant.

5.45 Contractor shall verify locations of new hydrants and the relocation of existing hydrants with

787 CES and JBMDL Fire Prevention Division. Hydrants shall be installed as per the Contract Drawing Detail. Contractor shall provide Fire Flow Data to JBMDL Fire Prevention Division through the 787 CES QAR for each hydrant affected by this project. Method of identification (numbering system) for each hydrant can be obtained from the Plumbing Shop. Any new hydrant shall be reported to the Plumbing Shop for inclusion in the numbering system.

Contractor shall provide a report for each hydrant that has been affected by this project;

information shall include the flow data and calculations (Hazen Williams Formula). A copy of a "pattern" flow report can be obtained from the Plumbing Shop or the JBMDL Fire Prevention Division.

5.46 Fittings shall be mechanical joint fittings. Mechanical joint restraints shall be provided at all bends, couplings, tees, valves, and hydrants. Fittings shall be long radius for full bearing against thrust blocks. New pipes shall be connected to existing pipes with mechanical joint fittings.

5.47 Contractor shall provide a thrust block at every change in direction of flow, including at all tees, elbows, plugs, and valves. New thrust blocks shall be installed at relocated hydrants.

5.48 Installation of thrust blocks must be witnessed and approved by the 787 CES QAR. No installation shall be backfilled prior to inspection. Contractor will be required to uncover any installation backfilled without approval. Installation of thrust blocks shall be in accordance with applicable drawings, concrete specifications, and other contract requirements.

5.49 Contractor shall provide the necessary transition fittings, adapters, etc. to connect existing water pipes to the new water pipes. New valves shall be installed at each connection point where new pipe connects to existing pipe.

5.50 All pipes shall be installed with a tracer wire placed directly over the pipe. Wires shall be extended up through valve boxes with a minimum of 18” additional wire for access by JBMDL. Contractor shall also provide underground warning tape approximately 18” below grade. Tape shall contain the printed identification of the utility line buried below it and shall conform to APWA color code specifications for underground tape systems (i.e. Blue – CAUTION BURIED WATER LINE BELOW). Tracer wire and warning tape shall be installed in accordance with manufacturer’s written instructions.

5.51 All new water lines shall be pressure tested and leakage tested in accordance with the latest edition of AWWA Standard C600 and AWWA C605, “Underground Installation of Polyvinyl Chlorine (PVC) Pressure Pipe and Fittings for Water”, and all applicable manufacturer’s instructions. All installation and leakage testing of pipe shall be witnessed and approved by the 787 CES QAR.

5.52 Contractor shall disinfect all new and existing pipes and appurtenances in accordance with

AWWA C651-14. If using the tablet/granule method, all pipes and appurtenances must be kept clean and dry during construction. During installation, tablets/granules shall be placed throughout the main at locations specified by AWWA C651-14. During the disinfection period, the chlorine solution shall remain in the pipes for at least 24 hours when the water temperature is greater than 41°F and at least 48 hours when less than 41°F. The free chlorine residual for use authorization is ≥ 0.2 mg/L at each sampling point. Hydrants shall be flushed prior to bacteriological testing.

5.53 Contractor shall be responsible for performing all testing, chlorination, and all other work related to the water main installation per AWWA requirements. Copies of satisfactory bacteriological tests shall be submitted to 787 CES/QAR for approval.

5.54 After complete pipe installation, Contractor shall subject each section of pipe to a hydrostatic pressure of 150 psi maintained for a minimum period of 2 hours.

5.55 Upon completion of all pipe work and prior to backfilling and connection to the water service, Contractor shall request 787 CES to inspect the completed work. Contractor shall notify the 787 CES a minimum of five working days prior to the date upon which they would anticipate the work to be inspected.

5.56 All temporary and finish grading shall be done so as to ensure positive drainage away from buildings and towards the appropriate inlet or drainage facility.

5.57 All areas of disturbed turf shall be restored. Contractor shall provide and install screened topsoil, fertilizer, and grass seed/hydro seeding to establish new grass.

5.58 Contractor shall provide temporary patching of roadway immediately after installation of new piping where required or deemed necessary by government representatives. The temporary asphalt patching can utilize a vibratory plate compactor for only small areas or temporary repairs, not for larger areas or for final restoration of asphalt roadwork.

5.59 Contractor shall permanently restore and replace concrete sidewalks, pavers, curbs, roadways, track, asphalt pavements, and any other pavements and surfaces that are disturbed by construction work. Site restoration shall be accomplished as soon as practicable after installation of the work and be accomplished in accordance with the project specifications and details.

5.60 As-builts shall be kept current and shall identify the actual field location of all installed utilities. Contractor shall refer to Specification Section 01 78 30.00 23 CADD Data for GIS Deliverables for the requirements. Offset dimensions (from curb and edge of pavement) shall be supplied. In addition, building service connections shall be triangulated to nearest identified building corners and provided in a tabulated form. Completed tasks will not be paid unless As-builts/CADD files are submitted.

6 IDIQ SPECIFICATIONS APPLY TO THIS TASK ORDER:

6.1 ALL THE SPECIFICATION SECTIONS LISTED IN THE TABLE OF CONTENT,

INCLUDING THE LISTED IDIQ SPECIFICATION SECTIONS, APPLY TO THIS TASK

ORDER. Contractor shall familiarize themselves with all the requirements in the IDIQ Specification Sections that are listed in the Table of Content, especially Division 00 and Division 01. Contractor shall comply with the following:

6.1.1 DIG PERMIT PROCESS:

LOCATION OF UNDERGROUND UTILITIES. The AF Form 103 Base Civil Engineering Work Clearance Request ~ Digging Permit (see attached AF Form 103) is used for any JB MDL Contractor work that may disrupt aircraft or vehicular traffic flow, base utility services, base communication cables, protection provided by fire and intrusion alarm systems, or routine activities of the installation. This form is used to coordinate the required work with

key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions and prevent accidents. The Work Clearance Request is initiated by the Contractor through the QAR at least thirty (30 working days) days prior to the start of work. If work delays are encountered, and/or the conditions at the job site change (or may have changed) the Work Clearance Request must be re-processed. Contractor shall coordinate and obtain all utility mark outs prior to starting work on all projects on JB MDL.

1) The processed and approved AF Form 103 is used as an authorization document to work in a specified area. It certifies that all required coordination has been conducted.

2) Submission of this form is for local installation mark outs only and does not relieve the Contractor of the responsibility for obtaining public utility mark outs. Obtain digging permits prior to start of excavation by submitting AF IMT 103, 19940801, V3, or latest version, BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST Form along with a site map as well as an updated project schedule to the QAR / COR not later than 30 working days in advance of any excavation. Contractor shall verify and record for submission with the as-built drawings, the elevations of existing piping, utilities, and any type of underground obstruction not indicated to be removed but indicated or discovered during the investigative and/or exploration and/or execution phases of the work. The Contractor should consider electronic or other scanning technologies to identify any utilities that may not otherwise be identified on the project plans and to confirm the location of those utilities shown on the plans. Contractor shall verify elevations of adjacent structures or structures to be connected to the system before installing new work so that any adjustments may be made to the plans prior to the start of work. The investigations and verifications cited herein and elsewhere in the contract documents shall be incidental to the work under this contract.

3) Notify the Contracting Officer at least 72 hours prior to the actual start of excavation work. Contractor shall notify any other regulatory authorities or utilities, if required, in accordance with the policies of those agencies.

Contractor is responsible for marking all utilities not marked by one- call or the installation. Contractor shall also be responsible for documenting the location, size, type of utility or facility, construction of the utility or facility, encountered during the progress of the work. All such identifying and location information shall be provided to the contracting officer as part of the As-Built plan submission.

4) Responsibilities:

a) For projects located on McGuire and Lakehurst the Contractor shall prepare Work Clearance Request for Mark out Form 103 (see attached Form103 McGuire, and Form103 Lakehurst) and required schedule/maps/drawings on paper. Requests shall be submitted to the Government QAR/COR thirty (30) working days in advance to coordinated for approval.

b) For projects located on Dix the Contractor shall prepare AF Form 103

Work Clearance Request, and Pride Form #205 JB Joint Base Dix Mark Out Request (Technical Exhibit 1) (see attached Form103 and Pride Form

205) along with all required schedule/sketches/drawings electronically as a PDF to the Government Project Manager thirty (30) working days in advance of the proposed dig start date.

c) Routine/non-emergency requests shall be submitted at least thirty (30) working days prior to the estimated start date of the required work. For emergency work the requests shall be submitted immediately.

"Emergency Request" shall be clearly annotated by the Government on the AF Form 103 and Pride 205 if working on Dix.

d) Contractor shall verify utility mark-out locations prior to starting excavation. Contractor shall understand that utility lines could be located within 5 feet on either side of mark-out. Contractor shall report any possible damage of utility lines to the 87 CES Workforce Management office. Utilities and other conditions as indicated in the Contract Plans and SOW/Specifications are approximate locations and shall be field verified.

Contractor shall excavate and do other required work carefully. In areas where the risk of utility damage is high, Contractor shall dig by hand, using non-destructive methods, to carefully expose and verify the location of utilities. This hand excavation shall be performed in a manner that minimizes the risk of damage to utilities and other subsurface infrastructure. White identification markings shall be provided by the requester submitting the dig permit.

e) Prior to any excavation, the contractor shall call and obtain approval from

NJ State "Call before you dig program" for underground utility identification. Contractor shall submit a NJOC ticket to Workforce Management to receive an approved dig permit. A work clearance permit will be issued via an AF 103 which is valid for 45 days from approval date.

The contractor shall request a dig permit re-submittal (renewal) if necessary, 7 days prior to the date of expiration. The contractor is responsible for maintaining site identification flags for the duration of the excavation

f) Procedures:

i. The Contractor shall provide clear, legible documents, depicting the exact area of work and the nature of construction. Prior to submitting a mark out request the Contractor shall mark all proposed areas of excavation/work with white paint and flags as needed.

ii. Dix specific: the Contractor shall under direction of the Government project manager be responsible for obtaining coordination of any elements on the form that fall outside of the Base Civil Engineering function. (I.E. Fuel Supply, Safety, Security, Operations, and

Communications etcetera). When completed the Government project manager shall provide the Contractor with a signed copy of all approvals.

iii. The Contractor shall ensure that all appropriate approvals are obtained prior to the start of any work.

6.1.2 UTILITY OUTAGE REQUEST PROCESS:

UTILITY OUTAGE REQUESTS AND UTILITY CONNECTION REQUESTS. - Notify the Contracting Officer at least thirty (30) days prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.

a. The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be traversed by piping, ducts, and other work to be installed. Contractor to verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. All location data shall be provided to Contracting Officer for use in updating installation maps.

b. Work shall be scheduled to hold outages and impacts on base operations to a minimum.

c. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government. Outage requests shall be submitted to the Government Project Manager / QAR / COR 20 working days in advance of the requested outage date/time. The submission shall include the project SOW, drawings, and an updated schedule. Depending on the nature and impact of the outage, outages, may, at the Government’s discretion, be scheduled outside the regular working hours or on weekends.

d. Contracting Officer may permit utility outages/shut downs/tie-ins as required by the work and shall be coordinated with each agency and/or organization impacted by the outage. In no case shall outages be scheduled in a way that will adversely impact on-going mission/operational requirements. Contractor shall be prepared to perform work that requires outages during low activity and/or off-duty times such as weekends or evenings at no additional cost to the government.

e. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours. Contractor shall make requests for utility outages and connections in writing to the impacted agency or utility, copy to the Contracting Officer, at least…
