Underground Utilities Solicitation and Seed Project Questions
On Form 1442, Section 13.a. indicates an offer guarantee is required. For the Bid Bond Form SF-24, Box 5a addresses the Penal Sum of Bond. Since the job is IDIQ,
i. What “Percent of the Bid Price” is required?
ii. Is there an “Amount not to Exceed”?
20% of the proposal price or Not to exceed $3M whichever is lower.
As per Attachment J-7, Page 4, L-2.2.2 Volume II- Past
Performance:
a. L-2.2.2.1 Past Performance Information: Please clarify if we are required to “Submit original and one
(1) copy" with our email proposal or will one copy suffice?
Just the original in the email.
b. L-2.2.2.4 Performance Surveys-
i. Can these surveys be for Past and/or Present
Project?
Both.
i. Please clarify these are to be submitted by the
Offeror.
By the requirement owner or customer. Not the offeror.
ii. Should these be for projects referenced on the
“Performance Questionnaires”?
If you want.
b. L-2.2.2.4 Performance Questionnaires-
i. Can these surveys be for Past and/or Present
Project?
Both.
ii. Confirm these will be submitted by the Rater directly to the Owners POC’s.

Is the onsite / excavated soil expected to be reused as suitable backfill material?
Yes, on site excavated material is expected to be used as suitable backfill material. The contractor shall refer to backfill/bedding detail on sheet T-3 of the IDIQ drawing set.
Is there a specific pipe bedding and backfill detail or requirements?
Pipe bedding and backfill details are shown on sheet T-
3 of the IDIQ drawing set.
Is there a specific asphalt restoration detail or requirements?
HMA Restoration detail is shown on sheet T-3 of the
IDIQ drawing set. For bidding purposes, contractors shall assume 8” of DGA, 6” of HMA base course
(25M64) and 3” of HMA surface course (12.5M64).
Is a DEP permit needed for this project? As the length of water main is under 3,000 LF, no
NJDEP permit is required.
Is the size of the water meter required to be 2"? As per sheet C-1 of the contract plans, the water meter shall be sized to match the existing pipe diameter.
Included reference drawings indicate that the existing water service line is 2”. The contractor shall verify size of the service line prior to ordering the water meter.
Are any of the water mains to be removed in this project Asbestos cement pipe?
Task 3 requires removing the existing fire service line.
Reference drawings indicate the line a 6” ductile iron pipe.
How long is the current water service to be removed outside of the airfield fence?
The length outside of the airfield fence is approximately 50 LF. The contractor shall verify in the field.
What is the approximate distance from the new water meter to the electrical service connection for AMRS wire?
The approximate distance is 30 LF.
