The document is an Antiterrorism Awareness Guide for Contractors issued by the Department of the Air Force's 87th Air Base Wing at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey, dated 22 April 2024. The guide provides comprehensive instructions for contractors regarding antiterrorism protocols, including definitions of terrorism and antiterrorism, suspicious activity reporting procedures, and force protection conditions (FPCONS).

Key guidance includes reporting suspicious activities to security forces, understanding different threat levels, and maintaining vigilance. Contractors are instructed to be alert to potential surveillance, elicitation attempts, security tests, unauthorized supply acquisitions, and out-of-place persons. The document recommends taking the DoD-approved Antiterrorism Level I Training, provides multiple contact numbers for reporting suspicious activities, and outlines a detailed SALUTE (Size, Activity, Location, Uniform, Time, Equipment) method for documenting potential threats. The guide emphasizes that contractors are critical in maintaining base security and should actively participate in the installation's antiterrorism efforts.

Terrorism is defined as: The unlawful use of violence or threat of violence to instill fear and coerce governments or societies. Terrorism is often motivated by religious, political, or other ideological beliefs and committed in the pursuit of goals that are usually political.

Antiterrorism is defined as: Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include rapid containment by local military and civilian forces.

Antiterrorism:

As a prelude and during performance of any contract, it is critical that the contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.

All contractors and subcontractors are responsible for providing their personnel information on Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism (AT) Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work and secure environment.

Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists (unattended running vehicle).

It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at https://jko.jten.mil/courses/AT-level1/launch.html contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-2445/5362 for information regarding the installation Antiterrorism Program.
