Underground Utilities Solicitation and Seed Project Questions – Part 2
1. Permits and Approvals
1.1 Can the government confirm typical average
timelines for approvals from:
-Burlington County and Ocean County Soil Conservation Districts?
-NJDEP Bureau of Water System Engineering?
-BCSCD and OCSCD permits are required for disturbances over 1 AC. This project will not have a disturbance over 1 AC so permits are not required.
Otherwise, typical time for SCD permits is approximately 30 days.
-NJDEP Water Permits are required for lines over 3,000 LF. This project is under the 3,000 LF so the permit is not required. Otherwise, typical time for NJDEP permits is approximately 90 days.
1.2 For permit submission, will preliminary design
drawings be acceptable, or must full final designs be completed prior to submission?
-As per the above, permits are not required for this project. Otherwise, permit submissions require final designs.
1.3 For submittal reviews (e.g., materials, drawings, permits), is there a maximum government review time (e.g., 14 calendar days) to maintain schedule adherence?
-Submittal reviews have a max of 30 days for very large submittals. Submittals for this project should be completed within 14 days.
2. Schedule Coordination and Utilities
2.1 In the event dewatering becomes necessary and
PFAS is detected (per Task 7), will the contractor be compensated under a new modification for groundwater treatment and disposal?
-As per section 4.7.3 of the Supplementary Specifications, the Government with issue a Request for Proposal (RFP) to treat and dispose of contaminated groundwater.
2.2 If Option Items (Tasks 2–4) regarding the fire
service line are triggered after construction begins, will the contractor be eligible for time extensions?
-This work shall be completed within the Period of Performance (POP) for the project: 180 days.
2.3 If utilities not shown on drawings require
relocation, will that work be considered a change order and eligible for equitable adjustment, or is it at the contractor’s expense?
-The Government will issue an RFP to relocate utilities not shown on the drawings (if required). The Contractor shall submit a Request for Information (RFI) for any utilities encountered that are not shown on the drawings.
3. Fencing
3.1 For temporary fencing inside the airfield, are there
specific security or construction standards required (e.g., anti-climb fencing), or is standard 6-foot chain-link with screening acceptable?
-Temporary security fencing shall meet UFC 4-022-03 and AFI 31-101 and shall include barbed wire and mesh screening. The Contractor shall also refer to details shown in Section 6 of the Supplementary specifications.
4. Roadway Restoration
4.1 For roadway restoration, are there any specific
pavement material standards (e.g., NJDOT mix designs) beyond matching “existing”?
-HMA Restoration detail is shown on sheet T-3 of the IDIQ drawing set. For bidding purposes, contractors shall assume 8” of DGA, 6” of HMA base course (19M64) and 3” of HMA surface course (12.5M64).
5. Engineering Design Drawings
5.1 The SOW indicates that the contractor must
"develop engineering drawings" for permit applications and construction.
Can the government confirm that full engineering design drawings (stamped by a licensed professional engineer, if required) are expected to be prepared and submitted by the contractor as part of the deliverables for this project?
-Yes, they should be considered as part of the deliverables for the project as indicated on the Submittal register.
-If yes, can the government clarify if there are specific design format requirements (e.g., JBMDL CAD standards, sheet size, title blocks)?
-The Contractor shall follow Section 01 33 00 of the IDIQ Specifications for submittal standards.
-Are the drawings only required for permitting purposes, or will final pre-construction drawings also be required in addition to final As-Built drawings?
-Drawings are required as shown on the submittal register. The Contractor shall submit any drawings shown on the submittal register, including As-Built drawings.
