About this opportunity
The Department of Agriculture Forest Service is soliciting proposals for road reconditioning and resurfacing work on Forest Service Roads (FSR) 535 and 536 in the Coconino National Forest, located in the Flagstaff Ranger District near Flagstaff, Arizona. The project scope includes reconditioning and resurfacing approximately 4.00 miles of aggregate-surfaced roads, removing and replacing 6 culverts (in sizes of 18", 24", and 30"), and implementing temporary traffic control measures. Key contract requirements include sourcing road aggregate from the Forest Service's Big Draw Pit, purchasing galvanized culverts from commercial sources, using specified bedding materials for culvert installation, and following technical specifications from the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and Forest Service Supplemental Specifications. The solicitation was posted on December 8, 2025, with a deadline for proposal submission on January 9, 2026. The solicitation was accompanied by multiple Questions and Answers documents addressing contractor inquiries, with the final Q&A update issued on January 6, 2026.
This opportunity is designated as a Total Small Business set-aside. The base contract value ranges between $250,000 and $500,000, with two optional work items that would add approximately 1.41 miles of additional road resurfacing. The contract period extends from January 20, 2026 to September 30, 2026, providing a 180-day completion timeline for all work. The project involves redefining ditch lines, shoulders, roadbed, and roadway surfaces, with structural backfill for culvert installations required to be obtained from commercial sources and removed culverts disposed of according to local, state, and federal regulations. No Stormwater Pollution Prevention Plan (SWPPP) is required since the project area is pre-disturbed and maintains the original road purpose. The work will be performed in Flagstaff, Arizona, with government inspection overseeing compliance and no third-party testing required.
