About this opportunity

The U.S. Department of Agriculture Forest Service is soliciting bids for road reconditioning and resurfacing services on Forest Service Roads (FSR) 535 and 536 within the Coconino National Forest near Flagstaff, Arizona. The primary work scope includes reconditioning and resurfacing approximately 4.00 miles of existing timber sale roads, removing and replacing 6 culverts, and redefining ditch lines, shoulders, roadbeds, and roadways with 4 inches of compacted crushed aggregate surfacing. Key contract requirements mandate adherence to Federal Highway Project standards and include contractor deliverables such as a Traffic Control Plan, Equipment Mobilization Notification, Contractor Quality Control Plan, and weekly status reports. Crushed aggregate material will be sourced from the government's Big Draw Pit, while bedding material and structural backfill must be obtained from commercial sources. The pre-solicitation notice was posted on September 26, 2025, with a proposal due date of December 5, 2025.

This contract opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The project includes optional work items A and B that would extend reconditioning and resurfacing services to an additional 1.41 miles on FSR 535, providing flexibility in the final scope and associated contract value. No specific budget range or award value is stated in the pre-solicitation materials provided. The work is classified under NAICS code 237310 (Highway, Street, and Bridge Construction) and PSC category Y1LB (Construction of Highways, Roads, Streets, Bridges, and Railways), indicating the government's anticipated procurement classification. The project is scheduled for implementation beginning in July 2025, with work supporting timber sale hauling operations and recreational access in the Southwestern Region (R3) of the Forest Service.
