About this file

This document is a Questions and Answers (Q&A) file for Solicitation 127EAX26R0001, a Forest Service road reconditioning project in Coconino National Forest near Flagstaff, Arizona. The Q&A addresses two specific contractor inquiries: equipment responsibilities and environmental permitting requirements. The Forest Service clarified that contractors must provide their own equipment for loading aggregate material from the Big Draw Pit, and that a Stormwater Pollution Prevention Plan (SWPPP) will not be required since the project area has been pre-disturbed and is maintaining the original road purpose. The related solicitation details involve reconditioning and resurfacing approximately 4 miles of Forest Service Roads 535 and 536, which includes removing and replacing 6 culverts, with the project located in the Flagstaff Ranger District under the Department of Agriculture Forest Service.

127EAX26R0001 Coconino NF FSR 535/536 Road Reconditioning Q&A #3

1. I noticed that the aggregate material will be government-furnished and located at the Big Draw Pit. My question is whether the contractor is responsible for providing equipment to load the aggregate material at the pit, or if the government will provide the equipment and load the material into our trucks.

A: The Forest Service will not provide any equipment or materials besides the surfacing material that is stockpiled in Big Draw Pit. The equipment required to accomplish contract items must be supplied by the contractor or subcontractor.

2. The solicitation does not explicitly reference SWPPP or erosion control measures.

Can the Government confirm whether erosion control or stormwater permitting will be required as part of this contract?

A: No, a SWPPP will not be a contract requirement as the area has been pre-disturbed. Additionally, this contract is intended to maintain the original purpose of the road and hence does not require a SWPPP.
