About this opportunity
The Department of the Army Mission and Installation Contracting Command at Fort Riley seeks procurement, delivery, installation, and system integration of audio-visual equipment upgrades across Kapaun Chapel and St. Mary's Chapel at Fort Riley, Kansas, with proposals due September 20 and questions due September 15. The procurement is set-aside 100% for small businesses under NAICS 334310.
Place of performance is Fort Riley, Kansas, with delivery to Building 7920, Apennines Drive, and completion required by December 30, 2026. The requirement mandates brand-name standardization on Yamaha TF1 digital audio mixing consoles and Yamaha Tio1608-D digital stage boxes to ensure interoperability with existing government-furnished equipment and unified operator training across chapel facilities; all other equipment categories (projectors, screens, amplifiers, wireless microphones) are specified on an open "or equal" basis. At Kapaun Chapel, the contractor shall install a solid-state laser projection system delivering minimum 9,000 ANSI lumens at native WUXGA resolution with operational lifespan of at least 20,000 maintenance-free hours, supported by HDBaseT signal extension transmitting uncompressed 4K UHD video up to 330 feet, a motorized projection screen (minimum 126 inches height by 168 inches width), and a custom rolltop AV operator desk matching existing footprint and natural wood finish. St. Mary's Chapel, designated as a historic site at state and national levels, requires non-destructive installation methods and surface-matching techniques to minimize alteration of the building envelope. The contractor must safely de-install and relocate one government-owned Yamaha TF3 mixing console from St. Mary's Chapel to Morris Hill Chapel. Evaluation employs Lowest Price Technically Acceptable (LPTA) methodology with pass/fail factors for Technical Acceptability, Past Performance, and Price. Offerors must submit equipment cut sheets, delivery and completion confirmation, up to three recent contract references, completed pricing for all contract line items, signed solicitation amendments, and active SAM.gov registration. Contract includes Service Contract Labor Standards (FAR 52.222-41) wage determinations for Riley and Geary counties, Kansas. A site visit occurred September 10 at Kapaun Chapel.
