About this file
This is a Questions & Answers document for federal contract solicitation W911RX26QA076, a new, standalone firm-fixed-price requirement issued by the U.S. Army. The solicitation concerns audio and video system installation and upgrades at two chapel facilities: Kapaun Chapel and St. Mary's Chapel, with a required completion date of December 30, 2026. Physical installation scope is strictly limited to these two locations; no work is required at Victory Chapel, Morris Hill Chapel, or other facilities.
The project requires installation of digital audio consoles, Dante networked audio equipment (including a Yamaha Tio1608-D or D2 stagebox), commercial amplifiers (minimum 500W per channel at 8 Ohms for ceiling arrays and 300W per channel for stage monitors), and integration of existing pianos and microphones. At Kapaun Chapel, a laser projector (Barco G60-W9 or equivalent, minimum 9,000 ANSI Lumens) with a motorized projection screen (126" height by 168" width) must be installed in the existing overhead wood housing, along with a custom rolltop operator desk matching existing dimensions (44" Height, 85.5" Length, 82.5" desktop length, 33.5" width) positioned on a raised platform in the rear sanctuary. At St. Mary's Chapel, a simplified wall-mount control panel is required. Existing speakers and equipment racks shall be reused where compatible; the legacy Yamaha TF3 mixer must be safely de-installed and set aside. Quotations must be submitted in PDF format via email to Contract Specialist Miranda Wright (miranda.s.wright2.civ@army.mil), with email packages kept under 20 MB. A complete, firm-fixed-price proposal is required; Rough Order of Magnitude estimates will not be evaluated for award. Evaluation is based on three factors: Technical Acceptability, Past Performance, and Price. Offerors must submit manufacturer cut sheets for all equipment (especially "or equal" items), up to three contract references, completed pricing schedules, signed SF 1449 forms, and active SAM.gov UEI/CAGE documentation. The project is governed by Service Contract Labor Standards (FAR 52.222-41) with Department of Labor SCA Wage Determination for Geary/Riley Counties, Kansas, and DFARS country-of-origin clauses (DFARS 252.225-7001 and 252.225-7000), with offerors required to return the completed DFARS 252.225-7000 certificate. Site photographs are available on SAM.gov; no remote walkthroughs or formal CAD drawings are provided. The Government reserves the right to cancel the solicitation at any time without liability, and any modification to the December 30, 2026 completion date would require a formal amendment.

Questions & Answers
Q1: Is W911RX26QA076 as shown on the SF30 the correct identifier?
A: Yes, solicitation number W911RX26QA076 is the correct identifier.
Q2: Is this a new requirement?
A: Yes. This is a new, standalone firm-fixed-price requirement.
Q3: What are the exact email destination, file format, and size requirements for quotation submission?
A: Quotes must be submitted via email to Contract Specialist Miranda Wright at miranda.s.wright2.civ@army.mil. Submissions should be in PDF format. While no formal size limit is set, DoD mail gateway restrictions suggest keeping email packages under 20 MB (submit in multiple emails if necessary).
Q4: The solicitation indicates funds are not presently available. Are you seeking a complete proposal or only a Rough Order of Magnitude (ROM) budget estimate?
A: A complete, firm-fixed-price proposal is required. Although governed by FAR 52.232-18 (Availability of Funds), this is a formal RFQ. Informational ROMs will not be evaluated for award.
Q5: What is the anticipated timeline for fund allocation and award?
A: As stated in the solicitation, the Government reserves the right to cancel the solicitation at any time without liability.
Q6: Would the Government consider extending the performance period beyond December 30, 2026?
A: The required completion date remains on or before 30 December 2026 and any modification would require a formal amendment from the contracting office.
mailto:miranda.s.wright2.civ@army.mil
Q7: Please confirm whether the scope includes Victory Chapel, Morris Hill Chapel, or any other facilities beyond Kapaun and St. Mary’s.
A: The physical installation scope is strictly limited to Kapaun Chapel and St. Mary’s Chapel. No physical installation, transport, Dante patching, or commissioning is required at any other location.
Q8: Are remote walkthroughs, photos, or architectural drawings available for bidders who cannot attend in person?
A: Site photographs are posted as an attachment to the solicitation on SAM.gov. No remote walkthroughs or formal CAD drawings are available.
Q9: What is the contractor’s exact responsibility regarding the existing Yamaha TF3 mixer?
A: The contractor is only responsible for safely de-installing the existing mixer at the facility and setting it aside.
Q10: Does all unused gear need to be removed from the site by the contractor?
A: The Government will retain the legacy soundboards. Disconnected legacy amplifiers and peripheral equipment (e.g., VCR/DVD decks) could require removal.
Q11: Do the existing sanctuary pianos at Kapaun Chapel and St. Mary’s Chapel need to be tied into the new audio system?
A: Yes. The existing pianos at both Kapaun Chapel and St. Mary’s Chapel must be integrated into their respective audio distribution systems.
Q12: Do the existing hard-wired piano microphones and two choir microphones at St.
Mary’s Chapel need to be retained?
A: Yes. The contractor must integrate the existing hard-wired piano microphone and both choir microphones into the new digital snake/audio console.
Q13: Is there an existing control system for Kapaun Chapel and St. Mary’s Chapel?
A: At Kapaun Chapel, no standalone third-party environmental control processor is required; system control is handled directly via the digital mixer/stagebox. At St. Mary’s Chapel, a dedicated, simplified wall-mount control panel is required as specified in SOW.
Q14: The SOW lists the Yamaha Tio1608-D. Is the commercially current Tio1608-D2 acceptable if the original model is unavailable?
A: Yes. If the Tio1608-D is discontinued or commercially unavailable, the Yamaha Tio1608- D2 is fully acceptable as an authorized direct replacement.
Q15: Are existing speakers and equipment racks being reused?
A: At Kapaun Chapel, existing speakers and equipment racks in the AV room shall be reused; new stage floor monitors will be installed. At St. Mary’s Chapel, existing speakers and usable cabling shall be reused where technically compatible.
Q16: What are the minimum required output wattage ratings per channel for the amplifiers?
A: Offerors must provide commercial 2-channel amplifiers rated to safely drive the existing speaker loads: minimum 500W per channel at 8 Ohms for main ceiling arrays and minimum 300W per channel at 8 Ohms for stage monitor feeds, meeting or exceeding SOW revised performance criteria.
Q17: Does the monitor on the cart need to be incorporated into the system?
A: No. Portable monitors on rolling carts are standalone items and do not require permanent integration into the video distribution system.
Q18: What are the projector throw distance and screen dimensions for Kapaun Chapel?
A: Throw distance is approximately 23 feet from projector lens mount to screen face. The new projection screen shall have a viewable image area of at least 126 inches in height by 168 inches in width. The replacement motorized screen must fit inside the existing overhead finished wood housing/valance.
