About this file

This is an Amendment of Solicitation (Standard Form 30, Amendment 0002) to solicitation W911RX26QA076, issued by the U.S. Army Corps of Engineers at Fort Riley, Kansas. The amendment extends the response due date from September 18, 2026, to September 20, 2026, at 12:00 PM CDT and incorporates updated solicitation provisions, contract clauses, and a revised Statement of Work to ensure full alignment with the audio-visual modernization project.

The primary requirement is for the contractor to furnish all labor, materials, equipment, and programming necessary to engineer, install, and commission upgraded audio-visual systems across Kapaun Chapel and St. Mary's Chapel at Fort Riley, Kansas. Work scope includes upgrading audio reinforcement, digital snakes, wireless microphones, acoustic tuning, and sanctuary instrument/choir microphone integration at both sites, as well as installing a high-output laser projector (minimum 9,000 ANSI lumens), motorized screen, and matching rolltop AV desk at Kapaun Chapel and a simplified wall-mount control panel at St. Mary's Chapel. The solicitation employs a Lowest Price Technically Acceptable (LPTA) evaluation approach with three pass/fail factors: Technical Acceptability, Past Performance, and Price. Offerors must submit equipment cut sheets and specifications demonstrating compliance with SOW requirements, delivery and completion confirmation within the specified schedule, up to three recent relevant contract references with contact information, completed pricing for all Contract Line Item Numbers (CLINs), signed solicitation amendments, and active SAM.gov Unique Entity Identifier and CAGE code. The amendment adds FAR 52.222-41 (Service Contract Labor Standards) and removes FAR 52.222-50 (Combating Trafficking in Persons) and FAR 52.225-3 (Buy American-Free Trade Agreements-Israeli Trade Act), while incorporating comprehensive FAR and DFARS clauses including representations and certifications for Buy American and Balance of Payments Program compliance.
