About this file
This is a Memorandum for Record documenting a comprehensive site visit conducted by the U.S. Army Mission and Installation Contracting Command-Riley at Fort Riley, Kansas to assess audiovisual system upgrades at two chapel facilities.
Kapaun Chapel requires a complete end-to-end audiovisual infrastructure overhaul including modernization of display systems, audio routing, speaker distribution, and control hardware. The facility features a centrally positioned primary projector at the front of the sanctuary aligned with the central sound tower, a usable crawl space adjacent to the main sound board station for low-voltage wiring and signal cable routing, and double entry doors allowing sufficient clearance for mechanical lift equipment access. The contractor is responsible for supplying and operating all mechanical lifts, scaffolding, and specialized rigging equipment necessary for high-ceiling overhead installations. St. Mary's Chapel requires special consideration due to its formal designation as a historic site at both state and national levels, with all renovation and installation work mandated to strictly adhere to historic preservation codes and employ non-destructive installation methods, surface-matching techniques, and specialized mounting solutions to minimize alteration of the physical building envelope, historic trim, walls, and flooring. Both chapels must be equipped with standardized Yamaha Sound Boards to ensure operational familiarity, streamlined maintenance, interchangeable parts, and consistent soldier readiness across U.S. Army installations worldwide during training and ceremonial deployments.

MEMORANDUM FOR RECORD
SUBJECT: Chapel Site Visit
1. Executive Summary
A comprehensive site-visit was conducted across Kapaun Chapel and St. Mary’s Chapel to inspect the existing audiovisual (AV) systems, evaluate structural constraints, and clarify technical requirements for upcoming facility modernization initiatives. The primary objectives are to upgrade AV capabilities to current operational baselines while strictly adhering to standardized U.S. Army equipment guidelines and respecting historic preservation constraints.
2. Facility Observations & Assessment Findings
2.1 Kapaun Chapel
Kapaun Chapel has been identified for an all-encompassing, end-to-end audiovisual infrastructure overhaul. Key site observations and logistical parameters include:
Current AV Layout: The primary projector is centrally positioned at the front of the sanctuary, aligned directly with the central sound tower.
Scope of Upgrade: Complete system upgrade required to modernize display systems, audio routing, speaker distribution, and control hardware.
Cable Pathway & Routing: A usable crawl space is located immediately adjacent to the main sound board station, providing an accessible pathway for running low-voltage wiring, conduit, and signal cables without surface mounting.
Equipment Access & Logistics: Double entry doors allow sufficient clearance to bring in mechanical lift equipment for high-ceiling overhead installations.
Contractor Responsibility: Any mechanical lifts, scaffolding, or specialized rigging equipment necessary for installation must be supplied and operated directly by the contractor.
2.2 St. Mary’s Chapel
St. Mary’s Chapel requires special consideration due to its protected historical status.
Historic Designation: The chapel is formally designated as a historic site at both the state and national levels.
Preservation Constraints: All renovation and installation work must strictly adhere to historic preservation codes. Minimal alteration of the physical building envelope, historic trim, walls, and flooring is permitted.
Damage Avoidance: Non-destructive installation methods, surface-matching techniques, and specialized mounting solutions must be used.
