Project Title: Kapaun Chapel & St. Mary’s Chapel Audio-Visual Modernization

Requesting Agency: Religious Support Office, Fort Riley, KS

Contract Type: Firm-Fixed-Price (FFP)

Period of Performance: Completion on or before 30 December 2026

1.0 Project Scope & Objectives

The Contractor shall provide all labor, materials, equipment, transportation, engineering, and programming necessary to engineer, install, configure, integrate, test, and commission upgraded

Audio-Visual (AV) systems across two designated chapel facilities.

The objective of this project is to modernize audio reinforcement, video projection, signal distribution, and user control systems at each facility. This project utilizes a hybrid procurement strategy: standardizing on a single-brand digital audio mixing ecosystem to ensure operational continuity across installation chapels, while utilizing open-performance specifications for all other system components to maximize competition.

The physical installation scope is strictly limited to two (2) installation sites:

1. Kapaun Chapel

2. St. Mary’s Chapel

Note: No physical installation, transport, Dante patching, wiring, or commissioning is required at or for any other facility.

2.0 General & Special Procurement Requirements

2.1 Brand-Name Standardization (Yamaha Audio Ecosystem)

To ensure system-wide interoperability, preserve the utility of existing Government-Furnished

Equipment (GFE), and maintain a unified operator training program for chaplain staff, the

Contractor shall provide brand-name Yamaha digital mixing consoles and companion digital stage boxes (snakes) as specified in Section 4.0.

This brand-name standardization is authorized under federal procurement guidelines. Proposing alternative brands for digital mixing consoles or digital snakes will result in the proposal being evaluated as technically non-compliant. All other equipment categories (e.g., projectors, motorized screens, loudspeakers, power amplifiers, wireless microphone systems, signal extension baluns, and control interfaces) are specified on an open-performance basis and are open to commercial

"or equal" alternatives meeting the salient characteristics defined herein.

2.2 Government-Owned Equipment Handling & Demolition

The Contractor shall perform de-installation and legacy equipment disposition as follows:

Digital Mixing Console (GFE): At St. Mary’s Chapel, the Contractor shall carefully de-install the existing Government-owned Yamaha TF3 mixing console and safely set it aside on-site for Government retention and inventory control. The Contractor is not responsible for off-site transport or remote reinstallation of this unit.

Legacy Soundboards: The Government will retain all legacy soundboards de-installed under this requirement.

Legacy Peripheral Demolition & Removal: The Contractor shall disconnect, de-install, and properly dispose of/remove disconnected legacy amplifiers and obsolete peripheral equipment (such as obsolete VCR/DVD playback decks) identified by the Contracting

Officer’s Representative (COR).

Equipment Reuse: Where existing infrastructure is designated for continued service (e.g., main sanctuary speakers and equipment racks at Kapaun Chapel; existing main speakers and usable speaker conduit/cabling at St. Mary’s Chapel), the Contractor shall inspect, verify functional integrity, and integrate the components into the modernized system architecture. Any defective legacy equipment discovered during pre-installation testing shall be immediately documented and reported in writing to the COR.

2.3 Intellectual Property and Government Software Rights

For any programmable system installed under this contract (including the wall-mount control panel at St. Mary’s Chapel and any digital signal processor/mixer network configurations), the

Contractor shall deliver to the Government all uncompiled, fully editable source code, graphical user interface (GUI) design files, configuration files, and complete system documentation.

The Government shall retain unlimited rights to all custom programming, logic, and GUI layouts developed under this contract.

Proprietary dealer-locked configuration files, compiled-only runtimes, or password restrictions that prevent the Government from utilizing third-party certified technicians for future servicing and maintenance are strictly prohibited.

Final closeout deliverables must include all administrative passwords, network topologies, IP addressing schemes, and Dante routing tables.

2.4 Industry Standards & Labor Compliance
