About this file

This Statement of Work (SOW) outlines the modernization of audio-visual systems at two chapel facilities—Kapaun Chapel and St. Mary's Chapel—at Fort Riley, Kansas, requested by the Religious Support Office, effective September 11, 2026.

The project employs a hybrid procurement strategy requiring brand-name Yamaha digital mixing consoles and digital stage boxes (Dante-equipped) to ensure operational continuity and unified operator training, while permitting "or equal" alternatives for all other components including projectors, screens, speakers, amplifiers, wireless microphones, and control processors. The contractor must engineer, install, configure, integrate, and commission all systems with full responsibility for labor, materials, equipment, transportation, and programming. At Kapaun Chapel, deliverables include one Yamaha TF1 mixing console, one Yamaha Tio1608-D digital snake, three 500W 2-channel amplifiers and one 300W 2-channel amplifier, two 12-inch floor monitors, a multi-channel digital wireless microphone system (Sennheiser EW-D or equal) with three handheld and one bodypack transmitter, one wired lectern microphone, a power sequencer, one 9,000-lumen laser projector (Barco G60-W9 or equal), and a motorized projection screen (Draper Access V or equal) with minimum 126" x 168" dimensions in 4:3 aspect ratio. At St. Mary's Chapel, the contractor must de-install an existing Yamaha TF3 mixer for relocation to Morris Hill Chapel and install one new Yamaha TF1 console, one 300W amplifier, wireless and wired microphone systems, new speaker wiring, and identical video projection equipment. All work must comply with AVIXA standards, National Electrical Code, and local building codes with plenum-rated, labeled cabling. Wireless microphones must operate outside restricted FCC UHF bands (600 MHz and 700 MHz) with digital encryption and automated frequency coordination. The contractor must deliver uncompiled source code, GUI design files, and system documentation with all administrative passwords and network topologies for the Victory Chapel control system, ensuring the Government retains unlimited rights to custom programming and prohibiting dealer-locked configuration files. Closeout requirements include professional acoustic tuning and calibration, as-built documentation with system block diagrams and manufacturer manuals, custom programming delivery on USB flash drive, and minimum four hours of on-site operational training for chaplain staff and AV technicians.

Statement of Work (SOW)

Project Title: Kapaun Chapel & St. Mary’s Chapel Audio-Visual Modernization Requesting Agency: Religious Support Office, Fort Riley, KS Date: 11 SEP 2026

1.0 Project Scope & Objectives

The Contractor shall provide all labor, materials, equipment, transportation, and programming necessary to engineer, install, configure, integrate, and commission upgraded Audio-Visual (AV) systems across two designated chapel facilities.

The objective of this project is to modernize the audio reinforcement, video projection, signal distribution, and user control systems at each site. This project utilizes a hybrid procurement strategy: standardizing on a single-brand digital audio mixing ecosystem to ensure operational continuity, while utilizing open-performance specifications for all other system components to maximize competition.

The two (2) installation sites are:

1. Kapaun Chapel

2. St. Mary’s Chapel

2.0 General & Special Procurement Requirements

2.1 Brand-Name Standardization (Yamaha Audio Ecosystem)

To ensure system-wide interoperability, preserve the utility of existing Government- Furnished Equipment (GFE), and maintain a unified operator training program, the Contractor shall provide brand-name Yamaha digital mixing consoles and companion digital stage boxes (snakes) as specified in Section 4.0 of this SOW.

This specific brand-name standardization is authorized under federal procurement guidelines. Proposing alternative brands for digital mixing consoles or digital snakes will result in the proposal being technically non-compliant. All other equipment categories (e.g., projectors, screens, speakers, amplifiers, wireless microphones, matrix switchers, and control processors) are specified on a performance basis and are open to "or equal" alternatives.

2.2 Government-Furnished Equipment (GFE) & Relocation

The Contractor shall inventory, de-install, transport, and re-integrate existing Government-owned equipment where explicitly specified (e.g., relocating the Yamaha TF3 from St. Mary’s to Morris Hill). The Contractor shall be responsible for verifying the functional status of all GFE prior to integration. Any GFE found to be defective prior to installation shall be reported immediately to the Contracting Officer’s Representative

(COR).

2.3 Intellectual Property and Government Software Rights

For any programmable system installed under this contract (specifically the AV Control System at Victory Chapel), the Contractor shall deliver to the Government all uncompiled, editable source code, graphical user interface (GUI) design files, configuration files, and system documentation.

The Government shall retain unlimited rights to all custom programming code developed under this contract.

Proprietary dealer-locked configuration files that prevent the Government from hiring third-party certified programmers for future maintenance are strictly prohibited.

Deliverables must include all administrative passwords, network topologies, and IP schemes.

2.4 Industry Standards & Quality Assurance

All work shall be performed in a professional manner in accordance with AVIXA (Audio Visual and Integrated Experience Association) standards, the National Electrical Code (NEC), and local building codes. All cabling shall be plenum-rated, structured, neatly bundled, and labeled at both ends.

3.0 General Audio & Video Engineering Requirements

3.1 Audio Reinforcement

Amplifiers: All amplifiers must feature integrated protective circuitry (over-current, thermal, and short-circuit protection) and match the impedance and power handling of the connected speaker loads.

Speakers: Passive floor monitors and main loudspeakers must be securely positioned or flown using rated rigging hardware.

Wireless Microphones: All RF wireless microphone systems must operate outside of the restricted FCC UHF bands (specifically avoiding the 600 MHz and 700 MHz bands) and feature digital encryption and automated frequency coordination.

3.2 Video & Signal Distribution

Laser Projectors: All projectors shall be solid-state laser light-source engines (minimum 20,000-hour operational lifespan) producing a minimum of 9,000 ANSI Lumens with native WUXGA (1920x1200) resolution or higher.

Signal Extension: High-Definition Multimedia Interface (HDMI) signals running further than 15 feet shall be extended using HDBaseT or equivalent Category-cable balun systems supporting uncompressed 4K video signals up to 330 feet (100 meters).
