About this opportunity

The Federal Bureau of Investigation seeks a food service contractor to operate and manage cafeteria, Starbucks, and Dunkin Donuts operations at its J. Edgar Hoover Headquarters Building in Washington, DC, with proposals due June 8, 2026. The procurement is full and open competitive using FAR Part 12 Simplified Procedures; no set-asides apply.

Place of performance is Washington, DC (935 Pennsylvania Avenue, N.W.) and the National Capital Region. The contractor will manage a 33,872-square-foot primary cafeteria on the 8th floor with 480-person seating capacity, a 2,914-square-foot Starbucks cafe with 56-person capacity, and a Dunkin Donuts location, serving approximately 4,000 federal employees and supporting contractors. Operating hours are Cafeteria 7:00 a.m.–2:00 p.m., Starbucks 6:00 a.m.–4:30 p.m., and Dunkin Donuts 6:00 a.m.–4:00 p.m., Monday through Friday excluding Federal holidays. The contractor must maintain FDA Food Code compliance, USDA Dietary Guidelines adherence, and state and local licenses and permits.

The contract is structured as no-cost with revenue generated entirely from food sales. The Government provides facility spaces and utilities at no rental charge. A Time and Materials element (not to exceed $30,000 annually) covers equipment repair and replacement. The base period runs August 13, 2026 through August 12, 2027, with four one-year option periods.

Contractor personnel require Public Trust Investigation-level clearances; all staff must be U.S. citizens with unescorted access requiring 6–12 months clearance processing. The Collective Bargaining Agreement with UNITE HERE Local 23 applies, covering wage rates ranging from $15.40 to $16.24 per hour plus scheduled increases, health and retirement benefits, and union membership requirements. Service Contract Act prevailing wage rates (Wage Determination No. 2015-4281) also apply.

Proposals must be submitted in five volumes: Technical Approach (12 pages), Management Plan with two key personnel resumes (10 pages), Past Performance (5 pages), Transition Plan (10 pages), and Menu Pricing (2 pages). Offerors must submit past performance for at least three similar efforts within the past five years, with completed Customer Satisfaction Questionnaires from client references due by the proposal deadline. Evaluation uses a tradeoff methodology with non-price factors significantly more important than price. Technical Approach is the most important factor, followed by Management Plan, Past Performance, Transition Plan, and Menu Pricing. Proposals with deficiencies or ratings other than Exceptional or Acceptable are ineligible. The Government reserves the right to award without negotiations and requires best and final offers. NAICS code is 722310 (Food Service Contractors); PSC code is S203 (Housekeeping—Food). Contracting Officer is McKenzie Bucher (mpbucher@fbi.gov); Contract Specialist is Tom Teets (twteets@fbi.gov).
