About this opportunity
The 633d Contracting Squadron at Langley Air Force Base is soliciting quotes for Inspection, Testing, Maintenance (ITM), and Repair services of pre-engineered fire suppression systems at Joint Base Langley-Eustis (Fort Eustis), Virginia. The scope encompasses three categories of systems: FM-200 clean agent systems requiring annual inspections (9 systems), commercial wet chemical kitchen hood systems requiring semi-annual inspections (approximately 38-44 systems), and residential wet chemical systems requiring semi-annual inspections (7 systems). Contractors must possess current and valid certifications for both FM200 and Captive Aire Core Electronic Detection Systems and must comply with UFC 3-601-02, NFPA standards, manufacturer specifications, and UL standards. Award will be made to the lowest price technically acceptable offeror based on evaluation of technical capability to perform ITM services and price reasonableness using FAR 13 analysis methods. Critical deadlines include a mandatory site visit on February 24, 2026 at 14:00 EST (facility access pass requests due by 12:00 EST on February 20), vendor questions due by 12:00 EST on the same date, and quote submission deadline of 16:30 EST on February 27, 2026, with quotes remaining effective for 30 days after submission.
This is a 100% small business set-aside under NAICS code 561210 (Facilities Support Services) with a size standard of $47,000,000. The incumbent contractor information is not explicitly identified in the available solicitation documents. The contract structure includes a firm-fixed-price base year 2026 plus one option year with identical service requirements, and an optional repair line item (CLIN 0006) with a not-to-exceed amount ranging from $5,000 to $10,000 annually based on document versions. Initial inspections must occur within 30 days of contract award for all system types, with contractors required to maintain a 90-day warranty on completed work and submit comprehensive inspection reports within five work days. Performance will take place at Fort Eustis, Newport News, Virginia 23604, with normal duty hours of 7:30 a.m. to 4:00 p.m. Monday through Friday, though after-hours service coordination may be required for specific facilities such as the Burger King location. All contractors must be registered in the System for Award Management (SAM) database and comply with standard FAR provisions related to cybersecurity, whistleblower protections, and labor standards including prevailing wage requirements.
