About this file
This document is a Consolidated Request for Information (RFI) Questions and Answers for Solicitation #FA480026Q0019, covering Fire Suppression System Services at Joint Base Langley-Eustis (JBLE). The RFI compiles questions from interested bidders regarding system specifications, testing requirements, pricing scope, and site logistics, with corresponding government responses to clarify contract requirements.
The contract scope involves inspection and testing services for multiple fire suppression system types across JBLE, including FM200 total flood systems, wet chemical commercial kitchen hood systems, and residential wet chemical systems. Base contract pricing covers inspection and testing only, with minimal items such as fusible link replacements (twice yearly), nozzle cap checks and replacements, and nozzle cleaning included in the base bid. Repairs and replacement parts exceeding minimal items must be separately approved, with the incumbent contractor providing repair quotes not to exceed $5,000 annually. The contract includes Base Year plus Option Year 1. Key testing requirements include 5-year hydrostatic testing for FM200 discharge hoses (all systems past due as of October 2024) and 12-year hydrostatic testing for wet chemical system cylinders. All inspections and testing must be conducted during normal business hours except at the Burger King facility (Building 1328), which requires after-hours service coordination. A fire inspector will accompany the contractor during inspections to coordinate with the fire dispatch center that monitors all systems. Inspection data provided includes 8 FM200 systems requiring annual inspections, 20 commercial wet chemical systems requiring semi-annual inspections, and 7 residential wet chemical systems requiring semi-annual inspections, with detailed hood specifications, appliance lists, fusible link quantities, and pull station counts provided in attachments.

Consolidated RFI Questions for Solicitation # FA480026Q0019/ Fire Suppression System Services at JBLE
Purpose: The following questions have been compiled from all interested bidders for the Fire Suppression Systems contract. These answers will be used to create the official RFI response amendment for the solicitation.
A. System Information & Technical Details
This section pertains to existing system specifications and documentation.
Question
Consolidated Question
A-1 Can the Government provide existing documentation for the fire suppression systems? This includes as-built drawings, previous inspection reports, and a list of equipment located under the kitchen hoods (including quantities of fusible links, pull stations, smoke detectors, horn/strobes, etc.). The as built drawings for each system are not available. The quantities of fusible links, equipment under hoods, and pull stations are located on the attachments. Detection and visual devices are present for each system.
A-2 If full reports are not available, can the Government provide a count of all initiating and indicating devices for each system? Please see attachments.
A-3 Can the Government provide the specific lengths of the kitchen hoods and the sizes of the associated ductwork? Please see attachments.
B. Testing & Inspection Requirements
This section seeks clarification on specific testing procedures and schedules.
Question
Consolidated Question
B-1 FM200 System: Regarding the 5-year hose testing (per NFPA 2001), please confirm: a) The date/year the last tests were performed or when they are next due. b) The total count of discharge hoses that require this testing. All systems are past due. The last inspections conducted was October 2024. Bldg. 3306 was not included in this inspection schedule. See attached folder.
B-2 Wet Chemical & Residential Kitchen Systems: Regarding the 12-year hydrostatic testing for containers, hoses, and cylinders, please confirm: a) When the cylinders are next due for their hydro-testing. This information is what should be provided to the government. It’s a part of the inspection requirement.
B-3 Cylinder Weight: Can cylinder weights be obtained using a liquid level indicator (e.g., ULL), or must they be weighed manually by removal? Liquid levels must be obtained by weight. See the attached folder.
C. Pricing, Scope & Contractual Terms
This section covers the scope of work included in the base price and how to handle other costs.
Question
Consolidated Question
C-1 Please confirm the base contract pricing is for testing and inspections only.
Should pricing for repairs, replacement parts, or additional service work be excluded from the base bid? The Contract Pricing is for Inspection and Testing ONLY.
The inspection should include links replacements twice a year, checking nozzles caps/replace if necessary. If any repairs or replacement parts are needed, identify them with the inspection report.
C-2 Following up on C-1, please clarify if "minimal items" are included in the base contract price. Specifically: a) Included: Fusible links, rubber caps, nozzle cleaning. b) Excluded: Replacement of nozzles, replacement of FM200 batteries.
Minimal items should be included in the base contract price. Excluded items must be approved for repair.
C-3 If deficiencies are found during an inspection, what is the process for repair work? Will the incumbent contractor be asked to provide a repair quote, or will all repair work go out for a separate bid? The incumbent contractor will be asked to provide a repair quote not to exceed $5,000 each year.
C-4 How will pricing adjustments be handled for work that must be performed outside of normal business hours? There is only one facility that will require after-hour adjustment. (Burger King) Please consider this in your quote.
C-5 Are contractors permitted to bill for "dead-run" or cancellation fees if a scheduled inspection is cancelled with less than 24-hour notice or if the team is turned away upon arrival? All scheduled inspections will be adhered to.
C-6 Can you please confirm total number of the hoods on building 2300? There are 15 hoods.
C-7 Will there be an option to renew this contract upon completion of the initial term?
Yes, the contract includes Base Year + Option Year 1.
D. Site Logistics & Procedures
This section asks about on-site operational procedures.
Question
Consolidated Question
D-1 Please confirm the correct building number for the Telephone Exchange. The SOW lists both 1386 and 1387.
1387 is the facility number.
D-2 Can all inspection and testing work be conducted during normal business hours?
All except Burger King.
D-3 Does Fort Eustis have an on-site fire department or a central station that monitors the suppression systems? If so, how should technicians coordinate with them to place systems on/off test mode and to confirm signals? (e.g., Can Motorola radios be used?)
Yes, the fire dispatch center does monitor all systems. One of the fire inspectors will accompany the awardee and make contact with dispatch center at beginning if the scheduled day of inspection and at the start of each inspection ensuring that all alarms were transmitted.
D-4 Who is responsible for notifying building occupants that system testing will be occurring?
The fire inspector assigned to accompany the awardee will assist with notification.
D-5 Technicians use iPads to complete inspection reports. Is there an approval process required to bring these electronic devices on-site?
The NEC, Bldg. 667, will be advised of the use of electronic devices for inspection.
D-6 Will an on-site office or workspace be provided for technicians to complete paperwork?
A space will be provided at the fire station to complete any additional paperwork.
Attachment 1
The Government acknowledges the request for previous inspection reports. To avoid the release of proprietary contractor information contained in the original report formats, the Government has extracted the relevant, factual data into a separate, sanitized document, which is provided as an attachment to this amendment. Offerors should rely on this sanitized data and the information gathered during the site visit to prepare their proposals.
