About this opportunity
The Federal Bureau of Prisons seeks a single contractor to design, deploy, and sustain a comprehensive inmate tablet implementation initiative across approximately 120 federal correctional facilities serving approximately 150,000 inmates nationwide. The solicitation (15BPCC26R00000001) requires the contractor to provide ruggedized tablets with multi-factor biometric authentication, nationwide wireless and wired network infrastructure extending to housing unit bed levels, and integrated digital services including external email, video calling, phone calls, printing, entertainment subscriptions, educational programming, law library access, and healthcare coordination. Key requirements include achieving FedRAMP High authorization within 18 months of award, hosting exclusively in GovCloud environments, compliance with FISMA and DOJ cybersecurity directives, Section 508 accessibility compliance, and maintaining strict data retention protocols. Evaluation will prioritize technical approach, security and compliance capabilities, management and staffing qualifications, and past performance demonstrating large-scale multi-state enterprise IT implementation experience, with non-price factors significantly more important than price. The proposal submission deadline is April 3, 2026 at 2:00 p.m. EST, with written questions previously submitted by January 27, 2026; the BOP conducted multiple amendments extending deadlines and offering site visits and blueprint review opportunities in February and March 2026.
This solicitation carries no set-aside designation and will be awarded as a firm fixed-price contract to a single responsible offeror. Current service providers include ATG (operating the existing TRUFONE platform, TRULINCS messaging system, and BEMR electronic medical records), Verizon (enterprise network infrastructure), and Lexis Nexis (legal materials). The contractor will fund all tablet purchases and infrastructure buildout, recouping costs through inmate service revenues with BOP applying administrative markups; no specific budget range is disclosed. The contract structure includes a 48-month base period beginning upon Notice to Proceed, with three optional 12-month extension periods and one optional 6-month extension, for a potential total duration of 84 months. Performance will be executed at the Federal Bureau of Prisons Central Office in Washington, DC and across all federal correctional facilities in the continental United States, Hawaii, and Puerto Rico.
