About this file
This document is a Questions and Answers (Q&A) file addressing vendor inquiries regarding a Bureau of Prisons (BOP) tablet initiative solicitation. The BOP clarified requirements across 47 questions covering the Atlas Application, subcontracting goals, wireless infrastructure, facility access, pricing, staffing, and system implementation timelines.
Key clarifications include: the Atlas Application is ancillary and optional, with responsibility limited to enabling secure access through the tablet platform; total subcontracting participation goal is 36% overall with allocations within the Small Business category (SB 18%, SDB 5%, WOSB 5%, SDVOSB 5%, HUBZone 3%); quantities for main facility CLINs will be updated to 183 units (120 main + 63 satellite facilities) and marked as no-cost line items; bundled subscription details may be added anywhere in proposals; the BOP will provide nightly flat-file exports of inmate information for system import rather than direct integration; digital library content is subscription-based, digital-only, with internal request tracking and vendor-standardized loan policies; translation services must support simultaneous bidirectional translation with less than 10% word error rate primarily for investigative purposes across 60+ languages; virtual group environments must accommodate maximum 16 participants (typically 12) with staff administrative tools for concurrent multi-room operation; and vendor staff require background security clearance with facility escorts when working in secure perimeters. The BOP declined to release facility blueprints citing security concerns but offered Central Office facility tours March 16-20; will not extend the period of performance; anticipates 500-1,000 employees concurrently monitoring calls; intends to phase out current MP3 players and phone systems as tablets are implemented; and plans an interim 12-month ATO concurrent with an 18-month FedRAMP certification timeline.

2. The “Subcontracting Plan Template” identifies the following Bureau Subcontracting Goals: 1).
Small Business (SB) – 36%; 2). Small Disadvantaged Business (SDB) – 5%; 3). Women-Owned
Small Business (WOSB) – 5%; 4). Service-Disabled Veteran-Owned Small Business (SDVOSB) – 5%; 5). HUBZone Small Business – 3% and 6). Veteran-Owned Small Business (VOSB) – *N/A
Will the BOP please clarify whether the total subcontracting participation goal for this project is:
a). 54%, representing the cumulative total of all listed percentages; or b). 36% overall, with the remaining categories representing allocations within the Small Business goal (i.e., SB = 18%, SDB = 5%, WOSB = 5%, SDVOSB = 5%, HUBZone = 3%, and VOSB = *N/A)?"
Response: B. 36% overall, with the remaining categories representing allocations within the Small Business goal (i.e., SB = 18%, SDB = 5%, WOSB = 5%, SDVOSB = 5%, HUBZone = 3%, and VOSB = *N/A)
3. The "Subcontracting Plan Template" document lists the Veteran-Owned Small Business (VOSB) goal as “*N/A,” while noting that “the Bureau does not have a separate goal for VOSB; however, FAR 19.704 requires inclusion of VOSB goals in each subcontracting plan.”
Will the BOP please clarify whether a subcontracting plan that includes 5% participation by a Service-Disabled Veteran-Owned Small Business (SDVOSB) satisfies the requirements of FAR 19.704?
Response: The Subcontracting Plan Template states the BOP does not have a goal for VOSB. VOSB will not be included/combined with SDVOSB. Proposals must include VOSB in the planned small business spend. The chart includes space to report VSOB.
a). If inclusion of SDVOSB participation alone does not satisfy FAR 19.704 requirements, will the BOP please specify what additional information or documentation vendors must include within the Subcontracting Plan Template to demonstrate compliance with FAR
19.704 regarding VOSB participation?"
Response: The vendor shall complete the chart included in the plan, specifically the rows and columns labeled VOSB. This will satisfy the FAR requirement.
4. The BOP’s response to Question #93 states that Satellite Facilities will require wireless tablet infrastructure and the same services provided at Main Facilities. However, Section B – Supplies or Services and Prices/Costs, CLINs #0001, #1001, #2001, #3001, #4001, #5001, #6001, and #7001 currently list a “Quantity” of 120. Will the BOP revise Section B to update the listed “Quantity” for these items to 183, reflecting 120 Main Facilities and 63 Satellite Facilities?
Response: The BOP will update the quantity to 183. In addition, the line items will be labeled as no cost line items as the BOP will not be paying for these items directly.
5. The BOP’s response to Question #55 states that, “The FBOP’s intent for CLIN 0030 and related CLIN’s for subsequent periods of performance is to obtain a single price for the bundled offering.
The referenced language requests offerors to provide a detailed listing of what services are offered at a single bundled price.” Section B – Supplies or Services and Prices/Costs, CLIN #30 and subsequent periods of performance, instructs contractors to “provide detail of what services are included in bundled Subscription.” However, the pricing table provided in Section B does not include a designated field or space to enter this information. Please clarify where contractors should include the required bundled Subscription details.
Response: A list of what streaming services are included as “bundled” may be added anywhere in the proposal.
6. To assist contractors in proposing a printing solution that best aligns with the BOP’s operational requirements, will the BOP please provide the manufacturer name(s) and model number(s) of the printers currently deployed throughout BOP facilities that support inmate print requests?
Response: Lexmark MS421, HP M406, 506, P3015dn and Dell 2330. Primarily the HPM406's. Any printer model proposed by the vendor will require Federal Information Technology Acquisition Reform Act (FITARA) approval in accordance with DOJ/BOP polices, standards and applicable federal law.
7. The BOP’s response to Question #168 states that “markup [for billable inmate services such as phone calls, video visits, messaging, streaming services, entertainment, etc.] will be decided internally by the FBOP after award.” To enable contractors to submit their most competitive proposals, will the BOP please provide the current service rates and associated markup applied to each billable inmate service?
Response: The BOP is seeking the vendors best pricing for the contract line items in section B of the solicitation.
8. The BOP’s response to Question #72 states that the current Inmate/Offender Management
System (OMS) is an internally developed application called SENTRY and that the tablet initiative will not be connected to this system. Given this, will the BOP please clarify which system(s) vendors are expected to connect to or interface with to facilitate the import of critical inmate information (e.g., inmate name, inmate ID number, facility location, housing unit, etc.)
necessary to support tablet assignments and service utilization?
Response: BOP will coordinate with the vendor and provide nightly export of required information for import into the Tablet system via flat file.
9. The BOP’s response to Question #112 regarding digital library services states, “A digital library service should have the ability to offer periodicals and reference materials like a standalone library. We would also like the ability to enhance our outside library service offerings by having the ability for inmates to check out books and have them returned at the end of the duration, much in the same way that an interlibrary loan service would operate.” Will the BOP please clarify their response by providing the following information:
a). Scope of Digital Library Content: Does the BOP expect the digital library service to include both digital periodicals and digital reference materials, or should the solution also support physical library inventory management?
Response: Digital content only.
b). Standalone Library Definition: Please clarify what functionality the BOP expects from a “standalone library.” For example, should the system include catalog search, classification indexing (e.g., Dewey Decimal), circulation tracking, waitlists, and librarian administrative controls?
Response: Digital format as an e-reader with searchability as dictated by vendor program.
c). Physical vs. Digital Checkout: Is the intent for inmates to check out digital books only, physical books only, or both through the proposed system?
Response: Digital content only.
d). Interlibrary Loan (ILL) Functionality: Should the system integrate with external public or institutional library systems to facilitate interlibrary loans, or is the BOP seeking an internal request-and-tracking workflow only?
Response: Internal request and tracking workflow.
e). Outside Library Partnerships: Does the BOP currently partner with any external libraries (public, academic, or nonprofit)? If so, please provide details regarding participating organizations and existing processes.
Response: These contracts vary locally at this time. Each institution is responsible for procuring outside library services, typically in hard-copy book form.
f). Inventory Management Requirements: Should the proposed solution track physical inventory (check-out/check-in status, due dates, overdue notifications, lost/damaged items, etc.)?
Response: No, Digital Only.
g). Return and Duration Policies: Will loan durations, renewal limits, and checkout quantities be standardized across facilities, or configurable by BOP staff?
Response: Standardized by vendor.
h). Delivery and Logistics: For physical book loans, is the vendor expected to manage logistics (shipping, tracking, packaging), or will these processes remain the responsibility of BOP staff?
Response: BOP staff will be responsible for these processes.
i). User Access Platform: Should digital library access be available exclusively via inmate tablets/kiosks, or also through facility workstations or other devices?
Response: Exclusively on Tablets / Kiosks.
j). Content Approval and Moderation: Will the BOP require content approval workflows, restricted title lists, or automated screening consistent with facility security policies?
Response: Yes, we will require content approval, restricted titles and screening.
k). Licensing and Content Ownership: Does the BOP prefer subscription-based digital content, perpetual licensing, or a hybrid model?
Response: Subscription-based digital content.
l). Reporting Requirements: What reporting capabilities are required (e.g., circulation statistics, popular titles, usage analytics, reading duration, or program participation metrics)?
Response: Yes, to all those reporting capabilities.
m). Integration Requirements: Should the digital library service integrate with existing inmate systems (e.g., inmate accounts, education platforms, or identity management systems)?
Response: No, the digital library service should not integrate with existing inmate systems.
n). Staff Administration: Will facility library staff require administrative dashboards to manage catalogs, approve requests, and monitor circulation activity?
Response: Yes, facility library staff require administrative dashboards to manage catalogs, approve requests, and monitor circulation activity.
o). Implementation Scope: Is the BOP seeking deployment across all facilities at contract start, or phased implementation by location?"
Response: Deployed at facilities as they receive tablets.
10. Will the BOP please clarify their response to Question #156 regarding translation services by providing the following information:
a). Supported Languages: Please specify which languages must be supported for real-time audio and text translation. Is there a minimum required language set?
Response: The system shall support the Bureau’s required languages as defined by the Government. The system shall demonstrate capability for high-volume languages and provide a mechanism to add additional languages.
The Bureau’s inmate population is linguistically diverse, with language needs evolving due to the continuous intake and release of inmates. The following languages and dialects are commonly encountered and are not exhaustive:
Albanian, Arabic, Armenian, Balochi, Beliz Creole, Bengali, Bosnian, Bulgarian, Burmese, Cantonese, Cherokee, Chinese (Simplified and Traditional), Creole
(English), Czech, Dari Farsi (Eastern and Western), Filipino, French, German, Greek, Gujarati, Haitian/Haitian Creole, Hebrew, Hindi, Italian, Japanese, Kazakh, Khmer, Korean, Kurdish, Lao, Latvian, Lingala, Macedonian, Navajo, Pashto, Patois, Pidgin
English, Polish, Portuguese, Punjabi, Romanian, Russian, Serbian, Sindhi, Somali, Spanish, Suriname, Swahili, Swedish, Tagalog, Tajik, Tamil, Telugu, Thai, Turkish, Ukrainian, Urdu, Uzbek, Vietnamese Yakan (Samalnon), Yiddish and Yoruba.
b). Bidirectional Translation Requirement: Is simultaneous bidirectional translation required (live two-way conversation translation), or is sequential translation acceptable?
Response: Simultaneous bidirectional translation is required.
c). Accuracy Expectations: Are there minimum accuracy thresholds or performance metrics (e.g., Word Error Rate or translation accuracy percentage) the system must meet?
Response: Less than 10 % Word Error Rate is required.
d). Recording and Monitoring Impact: Should translated audio and/or text be recorded alongside original communications for investigative or evidentiary purposes?
Response: Translated audio and/or text should be recorded alongside the original communications for investigative and evidentiary purposes.
e). Display Requirements: For audio translation, should translated text appear as captions/subtitles on the tablet/kiosk screen?
Response: There is no requirement for translation captions/subtitles. Translation services are to assist with inmate communication translations and investigative and monitoring purposes.
f). Accessibility Objectives: Is the translation capability primarily intended to support Limited English Proficiency (LEP) compliance, accessibility accommodations, general communication enhancement or investigations?"
Response: Primarily investigative purposes.
11. The BOP RFP SOO #6.1.2.11 (Inmate Telephone System) and #6.1.2.6 (Social Video Visiting) include identical artificial intelligence (AI) requirements stating that the system should leverage AI, natural language processing (NLP), and advanced analytics to automatically transcribe, translate, and analyze inmate communications and correlate those communications with other available inmate communication and intelligence-related data sources to improve detection of criminal and illicit activity.
Will the BOP please clarify the specific distinction between this requirement and the Artificial Intelligence (AI) requirement identified in SOO #6.1.3.4, which is identified as an optional service and corresponds to Section B – Supplies or Services and Prices/Costs, CLIN #35 and associated CLINs for subsequent periods of performance?"
Response: The AI requirement as stated in 6.1.3.4 is augment the BOPs intelligence gathering and analytical capacity across the enterprise tablet ecosystem. AI solutions should assist with identifying patterns, detecting unusual activity, and connecting relevant data points in a way that supports informed decision-making. AI features must work with both structured and unstructured data, producing clear, actionable insights through dashboards and automated reports. This requirement is not limited to the services described in 6.1.2.11 and 6.1.2.6.
12. When installing the proposed wireless infrastructure is the provider permitted to utilize a pendulum drop for the wireless access device in specific areas where better coverage could be achieved by using this approach?
Response: Only in areas where the ceiling height allows it not to be easily accessible to inmates.
13. Please confirm that if the distance between the existing IDFs or IDF and MDF are above industry limits, that the provider will be permitted to create and install an additional IDF with the mutual consent of the FBOP.
Response: The Bureau does not anticipate the need for any additional IDFs or telecommunications closets as part of this requirement. All facilities already contain the necessary MDF/IDF infrastructure to support the scope of work. The vendor is expected to design their cabling and wireless deployment within industry‑standard limitations (including the
~300‑foot maximum horizontal copper distance for Category‑rated cabling).
If the vendor identifies a location where an existing IDF‑to‑endpoint distance exceeds industry limits, the expectation is that the vendor will propose an alternate compliant solution—such as rerouting, relocating, or optimizing cable paths—rather than constructing new IDFs. Any request to add an IDF would require prior review and explicit approval from the FBOP, and such approval should not be assumed.
14. Within the solicitation it mentions that there are 199k + mp3 players at the FBOP. The solicitation also mentions that the current average daily population across the FBOP is ~150k. Can the FBOP please tell us how these numbers reconcile since there are more mp3 players than there are inmates? Additionally, the FBOP states that they have ~127k tablets as well. Does this mean that an inmate can have multiple devices? Please provide insight into these numbers and if there is a difference between the two devices.
Response: The total of 199,000 MP3 players reflects three separate device models (42,778;
108,573; and 47,494 units). This figure includes active devices, expired devices that remain in inmate possession pending revalidation, and devices assigned to released inmates that have not been deactivated. The reported tablet total consists of two models (59,128 and 68,919 units).
Inmates are authorized to possess two active devices concurrently-one MP3 player and one tablet. Currently there are approximately 62,272 media (mp3 & tablet) devices activated.
15. Please confirm that there is not a charge from the FBOP or ATG to perform the interface required as part of this solicitation. If there is a charge, please provide that information.
Response: Based on current information, no charges from ATG are expected to be passed on to the vendor as part of this solicitation. However, the vendor would be responsible for any internal costs associated with developing, implementing, or maintaining the required interface within their own systems.
16. For any provider to estimate costs for the project it is imperative that all providers have the following information for each facility contemplated under this contract:
• Housing unit name / Special Areas Requiring Wireless Coverage (Seg, Medical, VT, etc.)
• Max ADP for that Housing Unit
• Current population for that Housing Unit.
This information is needed to project and design the wireless solution. Will the
FBOP please provide this information for all facilities? The absence of this data, due to the magnitude of the overall FBOP install, could in turn cause a provider to under, or over, estimate their estimate by tens of millions of dollars.
Response: The BOP will not release blueprints due to security concerns. The BOP will allow interested vendors to travel to Central Office located in Washington, D.C., March 16-20, to view institution blueprints.
17. Will the FBOP please release the list of attendees, by company, who attended the recent facility walkthroughs on February 18th and 19th?
Response: The BOP does not anticipate releasing this information.
18. With the number of questions that have just recently been disseminated, the fact that additional questions have just now been submitted and site walkthroughs just finished late last week, we respectfully request an extension of one month for the due date of this solicitation.
Response: An extension will be provided via an amendment.
19. The SAM.gov update dated 2/13/26 indicates that Amendment 3, an updated SOO, and attachments J-14 and J-15 have been posted. While J-14 appears to be the Responses to Questions and Amendment 3 was received, we do not see an updated version of the SOO (posted 1/16) or the Population Information document (posted 2/4). Could FBOP provide the updated SOO and J-15 as noted in the SAM.gov notice?
Response: All documents have been confirmed as uploaded as of 2/24/26.
20. In reference to the answer to question number #106, will there be a cost from the FBOP or ATG to interface to ATG’s TRUFACS commissary ordering platform?
Response: Based on current information, no charges from ATG are expected to be passed on to the vendor as part of this solicitation. However, the vendor would be responsible for any internal costs associated with developing, implementing, or maintaining the required interface within their own systems.
21. Regarding the answer to question 88, can the FBOP provide a template or outline for the Performance Work Statement (PWS) so that all vendors can structure their response similarly to the RFP and SOO for ease of evaluation?
Response: The following format may be used, but is not required:
1. Introduction
2. Background information
3. Performance Objectives and Standards
4. Applicable documents
5. Special Requirements/Constraints (such as security)
6. Deliverables
7. QASP – Quality Assurance Surveillance Plan
22. Given the response to Question 85, and that the FBOP will not directly pay for the tablets or infrastructure, will the FBOP consider extending the period of performance to a seven (7)-year base period with three (3) twelve-month option periods to support amortization of the large capital investments?
Response: The BOP does not anticipate changing the period of performance.
23. Regarding the answer to question 57.b., which mentioned the current inmate video-service system utilizing video kiosks, would the FBOP specify the number of these units currently in place? Additionally, please confirm whether these units utilize existing CAT5 data cables for connectivity or if they operate via Wi-Fi.
Response: There are currently 143 active video workstations (kiosks) in the BOP and connected using fiber to a switch that branches out with CAT 5e or 6 ethernet cable.
24. Does Bureau commit to shut down the current inmate-to-public messaging system once the new tablets are deployed at an institution? This directly impacts ability to fund the new infrastructure?
Response: The BOP intends to phase out the current inmate-to-public messaging system as the new tablets are implemented.
25. Does Bureau commit to shut down the current inmate phone system once the new tablets are deployed at an institution? This directly impacts ability to fund the new infrastructure?
Response: The BOP intends to phase out the current inmate phone system as the new tablets are implemented.
26. In initial batch of questions (question 109) the vendor explained they needed to know the BOP’s markup on tablet services because it directly impacts sales (higher markup leads to lower sales) and therefore ability to pay for the new infrastructure. BOP’s response ignores the issue raised. Trust Fund policy states markup will be 30-40% which will make funding this infrastructure not possible. Please provide Bureau’s planned markup.
Response: The BOP is seeking the vendors best pricing for the contract line items in section B of the solicitation.
27. In response to previous questions, Bureau has stipulated that vendor is responsible for handing out tablets; maintenance of printers, kiosks, charging stations, tablets, vendor network, etcetera at all 122 prisons located in over 98 cities. To meet expected response time, technicians will need to visit every prison multiple times a week, what security clearances and/or requirements does the vendor staff need to meet for such frequent access to prisons?
Response: Please see answer to #36.
28. Based on response to initial round of questions (36 and 37); recording must be stored centrally and must enable Bureau to monitor calls. BOP staff responsible for monitoring call will use BOPNet workstations which means that live calls monitoring and call recording will be streamed from vendor’s central servers to institutions’ BOPNet workstations. Please advise how many staff will concurrently monitor calls?
Response: This number will fluctuate. However, you should anticipate between 500-1000 employees concurrently monitoring calls.
29. In the initial round of questions (Question 108 and 162) vendors asked about current tablets and MP3 players owned by inmates and what will happen to these devices once this program is implemented. BOP response indicates over 60% of the inmates have devices. The Bureau did not answer what will happen to these devices once a new system is deployed. If inmates continue to retain and use their current devices, their use of the new system (therefore revenue) will be much lower. If inmates can continue to purchase/refresh content on their current devices, they will not use the new program because the new system’s prices will be much higher as it must pay for procurement, installation, maintenance and support of the new infrastructure.
Response: The BOP intends to phase out the current MP3 players as the new tablets are implemented.
30. Government Furnished Equipment (GFE) – what is the list of GFE that will be provided/required for us to use?
Response: The GFE will be a laptop and PIV card.
31. Will T1 be required, or can we use more modern solutions?
Response: T1 is not a requirement, vendors should calculate the size/speed of a circuit to meet the scope requirement for that facility.
32. Is there a specific LEC that we are required to use?
Response: No, LECs will differ between facilities.
33. What are the Vendor Requirements - Field Service and Installation Technicians?
Response: Please see the response to #36.
34. What permitting is required to work at these facilities?
Response: Permitting is not required at facilities.
35. What is the availability of escorts at facilities?
Response: After award the BOP will work with the awardee to schedule escorts in accordance with the implementation schedule submitted with the proposal.
36. What are the access requirements at facilities?
Response: Contractor employees working at a BOP facility will be subject to background investigation after award of the contract. Contractor employees must complete the applicable forms provided by the FBOP Contracting Officer’s Representative. Following the investigation, the FBOP will provide the Contractor with a list of employees approved to work at the institution. If a contractor’s employee is not approved, only that fact will be communicated to the Contractor. No additional justification will be released in compliance with Privacy Act requirements.
Contractor employees working within the secure perimeter shall wear a clearance badge issued by the institution at all times and shall be escorted by an institution staff member.
Tools brought into the institution’s secure perimeter will be inventoried at the beginning and end of each workday by FBOP staff.
All tools used by the Contractor working within the secure perimeter shall be under constant supervision. Loss of a tool shall be reported immediately to the escorting FBOP staff.
No explosive action tools shall be used on the property at anytime.
Materials brought inside the secure perimeter of the institution shall be limited to a one-day supply. Surplus materials not installed on workdays must be moved outside the secure perimeter at the end of the day.
Contractor employees working on the FBOP site shall be required to undergo a general institution orientation on responsibilities, procedures and laws governing conduct when working at an FBOP institution. These rules include, but are not limited to the following:
Weapons and ammunition of any kind are not allowed on Federal property, including the parking lot.
Do not give, or offer to give, anything to an inmate.
Do not bring any correspondence into or out of the institution.
Do not accept gifts or favors from inmates.
Leave personal items locked in your vehicle or secure them at the Contractor’s lay-down area.
A form of photo ID is required to enter the facility.
Revealing clothing is not acceptable attire and work attire is required at all times.
Conduct yourself in a responsible, mature manner.
Report an unusual action(s) or behavior to FBOP staff.
37. Will we be allowed to have full-time resources at facilities, and is there space?
Response: Yes. A full-time resource would be allowed given the resource can successfully pass required background security clearance. We will designate an area for the resource.
38. Will we have secured, dedicated storage space for spare sparts and equipment?
Response: No, BOP will not hold parts for vendors after install.
39. Will we be able to have cellphones or laptops on-site during installation or field service?
Response: Cell phones are not authorized for entry into any FBOP institution and will not be permitted onsite during installation or field service activities.
If the vendor requires the use of laptops to perform technical work, a written justification must be submitted detailing the operational need. Laptop entry is not automatically permitted and requires review and approval from BOP. Only devices explicitly approved through that process may be brought into the institution.
40. Contractor’s systems require that all taxes, regulatory fees and other fees are billed separately from the contract price. These taxes and non-vendor imposed fees may fluctuate as rates change over the term of the agreement. For example, Federal USF fees change quarterly. Can we submit pricing under this RFP excluding these taxes and non-vendor imposed fees, noting that they will be added to the contract rate?
Response: No. These charges should be incorporated into the price proposal.
41. How many facilities have managed access or jamming systems currently operational?
Response: The FBOP does not utilize LTE managed access at any facility.
42. Please confirm that FBOP will provide electricity access in the IDF closets and areas requiring charge.
Response: Confirmed, 120v will be available in closets and areas requiring charging.
43. What are the requirements for the vendor regarding HIPAA compliance for Electronic Health
Records?
Response: Federal HIPPA requirement for Electronic Health Records necessitate that all Electronic Protected Health Information (ePHI) created, stored, or transmitted during virtual visits remain secure, encrypted, and private.
Vendors must use HIPPA-compliant platforms with Business Associated Agreements (BAAs), maintain strict access controls, conduct risk analyses, and allow patient access to records
44. Will the vendor be expected to provide services only after a FedRAMP certified environment is ready? If not, can a current non-FedRAMP environment be used to offer any of the services in the interim?
Response: No, once the environment is created in the GOV Cloud and the vendor is ready to deploy an interim 12-Month ATO will be issued.
45. What is the expected timeline for standing up the environment? Does the interim ATO apply from day one, or only after the full environment build-out is complete?
Response: The timeline is based on the vendor’s ability to stand up the environment in the GOV Cloud. The interim ATO will be issued after build-out is complete and vendor is ready to deploy.
46. Does this mean that the vendor will be able to provide services within the 12-Month ATO before full certification is achieved? How does this timeline correspond to the 18-month period to become FedRAMP certified?
Response: Yes, the 18-month timeline is concurrent with the interim 12-Month ATO.
47. When does the government expect that this program will be implemented in a FedRAMP high compliant environment, with a permanent (vs. interim) ATO?
Response: The cloud system being proposed needs to have a FedRAMP ATO which requires it to be assessed by the 3PAO. The BOP will be responsible for assessing the controls that are deemed customer responsibility matrix (CRM) by the cloud service provider. The BOP will directly request the ATO package from the FedRAMP PMO. If the vendor is proposing a system that utilizes a FedRAMP authorized cloud system but also has other system components that will be hosted within the FedRAMP environment and/or have components hosted within the BOP environment, an interim ATO will be granted for up to 18 months for the system to be built/configured. The vendor will be required to complete all ATO requirements within these 18 months.
